General Summary of Function/Purpose of Position Employees in this position participate in the safety, janitorial, law enforcement and maintenance activities at Ionia Recreation Area. This employee will perform park and state land campground site maintenance, work and/or assist in the planning of maintenance projects, inspect/repair trail systems, oversee and control traffic, manage field trial area events, ensure compliance with Department and Division rules, protect park lands and provide information to the public regarding recreational opportunities and resources. Employee will also participate in or oversee office and booth operations at the Campground and Day Use Areas. This employee should be knowledgeable in general plumbing, electrical, small engine, building/facility, and equipment repairs. The employee shall: regard safety as a personal responsibility and respect the safety of other employees and the public: expeditiously report any hazards, unsafe conditions or procedures to his/her supervisor; expeditiously report all job-related accidents and injuries to his/her supervisor; even if he/she does not seek medical attention; wear proper personal protective equipment and always perform job duties in a safe manner and coordinate with his/her supervisor before starting or continuing a job which he/she is uncertain how to complete safely. 2 15. Please describe the assigned duties, percent of time spent performing each duty, and what is done to complete each duty. List the duties from most important to least important. The total percentage of all duties performed must equal 100 percent. Duty 1 General Summary of Duty 1 % of Time 45 BUILDING/FACILITY, GROUNDS AND EQUIPMENT MAINTENANCE Assist and train subordinates with the maintenance of grounds, buildings, and equipment. Plan and complete routine preventive repair maintenance tasks and minor construction projects. Perform janitorial tasks such as bathroom cleaning, pit toilet cleaning, beach cleanup (empty large trash cans at day use areas, move picnic tables, pick up litter, etc.), light carpentry tasks, interior and exterior building repair, grounds maintenance, tree and limb inspection/removal, equipment repair, and electrical and plumbing tasks. Be able to safely and efficiently use any tools and equipment necessary for the accomplishment of those tasks. Operate and maintain trucks, tractors, and other motorized equipment. Maintain and update skills and knowledge of power tool use, cleaning materials and procedures, building materials, and grounds keeping. Learn new maintenance tasks not listed above that would be useful in improving productivity of the unit. Attend maintenance training sessions as required by supervisor. Participate in hazardous tree survey and removal. Maintain maintenance files and computer inventories of supplies and equipment; update records. Troubleshoot/remedy minor computer problems. Assist in preventive maintenance program and proper care of equipment and vehicles as directed by Unit Supervisor. Duty 2 General Summary of Duty 2 % of Time 15 VISITOR SERVICES/PUBLIC CONTACT Provide information to the general public regarding the park and area points of interest. Resolve customer complaints and respond to emergency situations. Register campers, sell recreation passports, and collect fees. Train STW s for campground office/entrance booth operation. Register campers with computerized system, collect various permit fees, and work operations. Work with volunteer groups as needed. Work with local municipalities, stakeholders, vendors, state and federal agencies, and members of the law enforcement and emergency management community as needed. Page 2

3 Duty 3 General Summary of Duty 3 % of Time 15 LAW ENFORCEMENT/SECURITY Enforce Park Rules and Regulations. Obtain and keep PRD commission. Write appropriate reports such as incident reports, use of force reports, etc. Enforce state administrative rules and other laws on park administered lands. This may require performing tasks such as making physical arrests, writing appearance tickets, making evictions, and assisting outside law enforcement agencies. Direct and control traffic at developed campgrounds, day use facilities and for special events. Assist supervisor/lead worker in ensuring summer staff complete tasks safely and utilize the appropriate safety equipment. Patrol park, State Lands and State Trails on foot and/or vehicle to monitor user activities and maintain a safe and secure environment. Ensure that buildings, tools, equipment, and vehicles are kept in a safe/secure manner. Obtain and maintain First Aid and CPR certification. Resolve various disputes at Field Trial Area s. Report to supervisor matters that involve injuries, property damage or theft, potential litigations, facility breakdown or closure, power outages, criminal law enforcement incidents. Duty 4 General Summary of Duty 4 % of Time 10 GUIDING SUMMER WORKERS. Work with Lead Worker and Park Supervisor to develop prioritized job lists. Assigns tasks and conducts follow-up inspections of work assigned to summer workers. Educates and encourages summer workers to learn PRD, and policies and procedures. Participate in the training of new and returning summer employees. Ensure all employees write incident reports as required and that such reports are written per PRD report writing guidelines. Complete various work activity reports and correspondence as directed by Park Supervisor and/or Lead Worker. Ensure that public contact points are maintained in a clean and organized manner. 4 Duty 5 General Summary of Duty 5 % of Time 10 ADMINISTRATIVE ASSISTANCE Account for monies collected, sold/unsold recreation passports, and change funds. Prepare and make bank deposits. Perform STW employee checkouts, inter information into computerized program, and prepare required reports. Ensure the security of monies, inventory, and recreational passports. Process self-registration envelopes. 16. Describe the types of decisions made independently in this position and tell who or what is affected by those decisions. On a daily basis: Walking on uneven surfaces, standing for long periods of time, sitting, bending, lifting and pulling items up to 60lbs, kneeling, and climbing. On a daily basis: Repetitive use of hand/power tools, operation of mowers/tractors. On a daily basis: Chemicals for facility cleaning/sanitizing, solvents/paints for facility maintenance. On a daily basis: Outdoor conditions such as heat, cold, sun, snow, rain, insects, poison ivy, and other allergens. On a daily basis: Rotating work schedule as assigned (days, evenings, nights, week-ends and holidays). 6 23. What are the essential functions of this position? To provide a safe environment for the public to pursue recreational activities on lands administered by Ionia Recreation Area. To protect and preserve the natural resources on state lands. Perform grounds, infrastructure, equipment, and vehicle operation and maintenance. Collection of, and accounting for revenues and permits. Maintaining good public relations within the parameters of facility operations. No change 25. What is the function of the work area and how does this position fit into that function? The function of the work area is to provide the public a variety of recreational opportunities and to protect natural, historic, and cultural resources contained within the boundaries of Ionia Recreation Area. 26. What are the minimum education and experience qualifications needed to perform the essential functions of this position? EDUCATION: High School diploma or GED. EXPERIENCE: Park and Recreation Ranger 6: No specific type or amount is required Park and Recreation Ranger 7: One year of experience in a park or recreation setting, or in the construction trades. Park and Recreation Ranger E 8: Two years of park and recreation experience, including one year equivalent to a Park and Recreation Ranger 7 Page 6

7 Alternate Education and Experience: Completion of at least 8 semester or 12 term, college credit hours in natural resources, park management or outdoor recreation may be substituted for one year of experience as a Park and Recreation Ranger E Completion of at least 15 semester or 22 term, college credit hours in natural resources, park management or outdoor recreation may be substituted for two years of experience as a Park and Recreation Ranger E KNOWLEDGE, SKILLS, AND ABILITIES: Ability to communicate with people, both verbally and in writing; be able to persuade compliance with rules by the user while maintaining a friendly demeanor. Ability to comprehend extensive and complex procedures. Ability to collect, consolidate, and maintain work records and reports. The ability to account for financial transactions. Ability to assist in the management of a state recreation area and boating facilities. Must be able to work in a team environment.
