The Transportation Services Division develops and implements policies and procedures in the following areas: technical services, dangerous goods, safety and commercial carrier compliance services, safety research, trends and collision analysis, road infrastructure standard designs, the Traffic Management Centre, Alberta 511, the Transportation Safety Plan and services as the Registrar of Motor Vehicles for the Province of Alberta. The division also offers services related to the delivery of driver education, testing and training programs, enforcement programs through inspection, monitoring of commercial carriers for safety compliance and protection of highway infrastructure, and development and delivery of medical fitness assessment of drivers and driver licensing enforcement monitoring programs across the province. For further information, visit the ministry website at: Position Summary Reporting to the Deputy Minister, you will have accountability for a diverse range of transportation and traffic safety programs and policies that advance the strategic direction of government in the areas of driver safety, commercial carrier compliance, traffic management, and motor vehicles registrar. This will involve working across the department and government, identifying connections and internal and external points of collaboration to provide holistic advice and recommendations on policies, plans, and strategies that inform legislation, programs, standards, measures and enforcement. You will work with stakeholders to manage a complex set of driver, vehicle, carrier, road and rail safety measures to protect all road users. You will apply an enterprise-leadership approach to your work with various committees, task forces and teams. Your committee work will have both a transportation focus at the national level as well as a cross-jurisdictional and government-wide focus that will require your guidance to positively impact employee engagement, support the Transformation Management Office, and ensure practices are in place that engender an inclusive workplace. Sharing accountability for achieving significant and high profile government priorities will be key to your success. Major Accountabilities Leading the division and providing strategic advice and oversight for the development and effective delivery of a diverse range of transportation and traffic safety programs to advance the strategic direction of government. Leading complex change through the active support of foundational initiatives in the department including the service model, operational excellence and the Drive to THRIVE (THRIVE) plan. 3 Establishing and maintaining collaborative and consultative relationships with multiple and diverse stakeholders to ensure the effective delivery of programs and services and timely resolution of issues. Developing and implementing policies, programs and projects including a comprehensive and multidisciplinary set of driver, vehicle, carrier, road and rail safety measures to protect all road users. Co-chairing with the ADM of Registries at Service Alberta, the Memorandum of Agreement (MOU) Committee to address road safety issues. Leading divisional strategic planning and ensuring alignment with the department s plans and government priorities while also managing sensitive issues related to external influences such as financial, economic and cross-jurisdictional factors. Actively acknowledging, respecting and balancing the needs of multiple key stakeholders and clients while aligning with GoA priorities and goals. Representing Alberta s transportation safety interests on national and international boards and committees, task forces and leading or participating in corporate cross ministry initiatives. Managing large and complex issues involving many parties and stakeholders and providing strategic options and effective solutions to multifaceted transportation services and system problems. Providing strategic options, comprehensive policy and program advice, recommendations and perspectives to the Deputy Minister and Minister on complex challenges and issues. Participating as an integral member of the executive team and contributing to strategic decisionmaking on policy and program issues and fostering a service-oriented culture with a focus on building internal teamwork and expertise through an enterprise-leadership approach. Coaching and mentoring a management team and supporting an organizational culture that embraces a shift thinking around how we do our work, and who are clients are helping those in the organization to understand what that strategic shift means in their work. 4 Freedom of Information and Protection of Privacy Act Government Organization Act Alberta Public Service Act Organization Reporting to the Deputy Minister, the Assistant Deputy Minister provides leadership, vision and strategic direction to the Transportation Services Division which is comprised of four branches: Office of Traffic Safety, Safety and Compliance Services, Driver Programs, and Technical Services. Financial and Human Resource Management The Assistant Deputy Minister is accountable for the effective management of a staff complement of approximately 430 full-time equivalents and an annual budget of approximately $54.4 million. Contacts Contacts include the Minister, Deputy Minister, senior officials of government, members of the ministry s executive team, staff within the ministry, and other ministries, and the Transportation Safety Board. External contacts are significant and include municipalities and related associations, other jurisdictions and provinces, consultants, private sector contractors and vendors, primary highway maintenance contractors, consulting engineers, and professional associations such as Consulting Engineers of Alberta, Canadian Council of Motor Transportation Administrators, Alberta Motor Transport Association, Rural Municipalities of Alberta, Alberta Urban Municipalities Association, the general public. Other contacts include law enforcement and first response agencies, other provincial, federal and territorial government departments and industry. Issues / Challenges Leading the organization through a significant change in shifting how we do our work, who we do it for and how we can best work together to deliver our programs and services. Leading the corporate vision for transportation safety and services while balancing the competing interests, expectations and requirements of diverse stakeholders. Leading and managing the transition from a private sector model for the delivery of road tests and driver examinations to a government managed service delivery model. This includes establishing a new branch, building a team and developing new standards, policies and procedures. 5 The Person (1) Knowledge/Skills/Experience Demonstrated experience in leading a team through an environmental shift to deliver on a new strategic direction. Forward thinking approach with the ability to think and plan from a systems perspective, build organizational capacity, inspire innovation and drive continuous improvement in achieving government priorities. Significant related executive management experience including demonstrated strengths in stakeholder collaboration and program delivery with a provincial scope and cross jurisdictional impacts. Established record of success in advancing engagement, collaboration and partnerships with a wide variety of internal and external clients and stakeholders in the delivery of programs and services. Strong and comprehensive understanding of government decision making, legislative and policy development and implementation, formulation of new programs and services, and planning and accountability processes. Broad range of related business knowledge and expertise in transportation services and safety, engineering and design, construction and maintenance is preferred. Strategic leadership skills with the ability to articulate a vision and operationalize policy goals with staff, stakeholders and partners. Proven track record of leading change, fostering resiliency and supporting teams and stakeholders through strategic transformations. Advanced interpersonal, communication, consultation and negotiation skills to work with senior officials, clients, executives, and other stakeholders on significant issues. Results driven focus with experience in business planning, translating policy and strategy into action plans, applying accountability frameworks, and performance management systems. Proven ability as a team leader, with a commitment to developing leaders, engaging and fostering high performing teams, and creating a positive organizational culture that embraces innovation.
