3 1. Basement of CWDP 1.1. Background Curaçao is preparing for the implementation of a megaproject which is unprecedented. With the decision to modernize the Oil Refinery, CRU and Bullenbay, build a LNG terminal at Bullenbaai, build a port and develop other industrial facilities, the island has embarked on a road with major economic and social impact. It is estimated that for the realization of the above projects at least 4,500 employees are needed during the upcoming 5 years. The following work is involved in the modernization of the refinery. Construction of 12 new processing units Construction of 15 new environmental units Revamp 5 existing units at Bullenbay Increase the capacity of Bullenbay with an additional 18 MM barrels Construct new jetties and other facilities at Bullenbay Increase capacity of the Utility Plant (CRU) 12 new units Upgrading of infrastructure (roads, bridges) on the Refinery site Demolition of the obsolete units at the Refinery Construction of the New LNG terminal The construction of the LNG Transshipment Terminal at Bullen Bay includes the following work. The construction of a new LNG receiving and exporting jetty; Site preparation and new infrastructures; The construction of at least one (1) Full Containment tank (approximate 160,000 m 3 ); The construction of the Regasification units; Expensive pipe line construction more than 10 Kilometers Installation of new saltwater pumps of massive capacity Construction of a pipeline infrastructure connecting Bullen bay with the Refinery. The following jobs are needed: Pipe fitters, Plant Mechanics, Machine Mechanics, Welders, Concrete workers, Refractory workers, Scaffolders, Insulators, Grit blasters, Painters, Electricians, Instrumentation workers, Industrial Cleaners, Firemen, Foremen, Supervisors, Equipment Inspectors, Iron Workers, ACAD Draft men and Safety Inspectors Expected Goals Page 3 of 8

4 The CWDP strives to reach the following goals. Maximize local employment; Provide access for individuals to upgrade their skills; Lower cost of Mega projects by using local personnel; Provide stimulus to local economy (local content); Transfer of technology to local contractors; Use competency based education and training methodologies; Instill the right attitudes and work ethics into the workforce; Create a capable workforce for future projects; Create, maintain an updated manpower database to complement the existing database at SAOW; Execute all the above considering the aspects of efficiency, financial accountability and transparency Training Candidates of CWDP Current workers in the industrial sector The main way that current industrial workers will be involved in the projects is through local contractors; it is assumed that local contractors will be as much as possible involved in the execution of the projects. Another way to bring in current industrial workers is by offering them opportunities to be involved in especially the management of the projects. Important reason for this is to enable them to gain additional experience and broaden their knowledge and in doing so create a local workforce that can oversee comparable projects in the future Current workers from other sectors It is assumed that workers currently working in other economic sectors on the island will be attracted by the projects. This applies especially for those working in sectors with less attractive working conditions School Graduates An important target group for CWDP concerns school graduates. Graduates of all the different levels of education should be included in these projects, e.g. AGO, VSBO, HAVO, VWO, MTS, Universities and Vocational School YDK living in abroad (e.g. The Netherlands) These projects offer a great opportunity to natives from Curaçao living abroad and who wants to return to their island. Yearly a group of youngsters leaves the island to study abroad and many Page 4 of 8

5 don t return home after finishing their study. Oftentimes this is due to lack of job opportunities on the island. Also, those that have been living abroad for a long time don t always find it easy to return and get entrance on the labor market. 2. Main Participants in CWDP There are several actors that play an important role in both establishing and operating the CWDP. Government departments for instance, must provide the policy framework within which the organization can function by developing and adopting necessary policies. From the players in the various industries as well as business organizations is expected, in addition to providing jobs, that they provide the necessary information which can serve as input for the planning and training of the necessary workforce. After signing a MOU with the Chinese state owned company, Guangdong Zhenrong Energy Co., an investment of this company into the CWDP will be elaborated on. Educational and training institutions are important for providing the necessary courses and training to the participants and, where possible, for making training facilities available. China University of Petroleum-Beijing is a famous petroleum industry training unity with enough credit and experience to design and execute CWDP. Communities and neighborhood organizations can play an important supporting role in the process of approaching and recruiting potential participants. Table 1. 7 3. Training Management 3.1. Assessment To provide a proper guidance of individuals to the labor market the organization should be able to identify the skills and competency they need to be successful in the workforce and to determine which education and or training program is more appropriate to place them in. Figure 1. Possible model for the admission process 3.2. Planning The organization will operate per its (yearly) Workforce Development Plan. This plan is derived from a strategic workforce plan of the organization. In this respect, it is important to mention that the organization will not function in a vacuum but will continuously strive to align its strategic plans with national strategic development plans for Curaçao and with strategic plans from the relevant sectors. In the Workforce Development Plan the organization identifies the priorities in terms of training and personal development programs that need to be carried out and lay these out in a planning. Setting up the yearly planning includes the following general steps: Identify the needed skills and profiles in the different industry sectors by collecting relevant data and identifying relevant pipeline projects Analyze the potential workforce and the available skills and profiles Identify skill and profile gaps Page 7 of 8

8 Make projections of demand and supply side Determine strategies to better align demand and supply Translate these strategies in specific actions such as development of training and personal development and coaching programs, and other type of programs and incentives Plan these actions in time (annual and multiannual plans) 3.3. Training Training is a main component in the development of skilled and competent workers for the local labor market. Appropriate education and training programs and personal development programs need to be designed and implemented based on identified gaps in training with industry requirements and towards the creation of industry-specific capabilities. China University of Petroleum will use Systematic Training & Evaluation Program Management System (STEP) to help CWDP to reach all goal. Details are in attachment Brochure of China University of Petroleum-Beijing China University of Petroleum, Beijing (CUPB) is one of the top 40 universities in China and definitely No. 1 in the Chinese petroleum industry. As a comprehensive university, CUPB has 7,176 undergraduates, 5,920 graduate students and 760 international students. Apart from degree education, CUPB has developed a sophisticated continuing education system, ranging from international training, domestic technical training, to foreign language training, with an annual participants of 5,000. CUPB has hosted over 230 international programs, involving 35 countries. Currently, International Training Center of CUPB offers programs covering technical training, management training, language training and cultural training. CUPB is the ONLY training provider in China which can offer more than 100 petroleum related courses in English, the ONLY petroleum international public course provider. CUPB have a lot of training base in the Global. Trainees can learn much hands-on knowledge on site, practice many hand tools and see the real working facilities there.
