Code: PURPOSE Kugluktuk Kugluktuk Main reason why the position exists, within what context and what the overall end result is. The Advisor, Arts & Traditional Economy supports the development of the arts and traditional economy in the Kitikmeot Region - including, but not limited to, the arts & crafts, subsistence hunting & fishing and other economic activities based on the culture and traditions of the people of the Kitikmeot Region. He/she provides information, analysis, advice and guidance to the Department on the current position of the arts and traditional economy in the Kitikmeot and on the measures needed to ensure arts and traditional activities serve a productive role within the economy as a whole. As a specialist in renewable resource based business, the incumbent provides economic analysis, research and development services, and project management services for regional and community initiatives that develop opportunities through sustainable use of renewable resources. In most cases, these measures are applied in partnership with other agencies, but in some circumstances, implementation will be the sole responsibility of the Advisor, Arts & Traditional Economy for the Kitikmeot. This position is located within the Kugluktuk office of the Department of Economic Development & Transportation, and reports to the Manager of Community Economic Development Kitikmeot Regional Office who is located within the same office 3. SCOPE Describe the impact the position has on the area in which it works, or if it impacts other departments, the government as a whole, or the public directly or indirectly. How does the position impact those groups/individuals, the organization and/or budgets? What is the magnitude of that impact? The Advisor, Arts & Traditional Economy serves the public in all seven Kitikmeot communities, and provides information and advice to Departmental staff working within the Kitikmeot Regional Office and headquarters. The position is responsible for a small O&M budget, but may be required to administer and monitor regional grants and contributions made by the Department to third party agencies - such as the Nunavut Arts & Crafts Association (in the arts economy), the Kitikmeot Hunters and Trappers Association and local HTOs (in the traditional economy) and the Kitikmeot Economic Development Corporation (in both the traditional and arts economies). Broad, Nunavut-wide programs, such as the Iglu Tag Program, involving the administration of a project budget, may also be a shared responsibility of this position. Page 1

2 In collaboration with the Senior Advisor, Arts & Traditional Economy (headquarters), the Advisor, Arts & Traditional Economy for the Kitikmeot Region will have ongoing and direct relationships with individual members of the public working in the arts and traditional economy, with industry associations, with other departments within the Government of Nunavut, with other territorial and provincial governments, with Inuit Organizations, and with the federal government. Work includes both ongoing, long-term assignments and special projects, many of which will be undertaken concurrently. 4. RESPONSIBILITIES Describe major responsibilities and target accomplishments expected of the position. Supports and sets priorities for the development of the arts and traditional economy in the Kitikmeot by: Assisting local and regional development agencies in assessing arts & traditional economyrelated funding proposals and recommends appropriate level of public support; Interpreting GN policies and programs to participants in the arts and traditional economy; Ensuring there is excellent communication between all participants in the arts economy, including individuals, industry associations, business, and, government agencies; Maintaining a current knowledge, including a range of materials accessible to Kitikmeot communities, on issues impacting the arts and traditional economy in Nunavut, such as production, distribution and trade, and marketing of arts & crafts and the harvesting, distribution, processing and trade of other traditional products i.e. fish, caribou, etc.; Recommending and, where necessary, implementing policies and programs for the support of the arts and traditional economy; Maintaining a current knowledge of all federal, provincial, and territorial programs, and programs administered by the Inuit Organizations, impacting the arts and traditional economy; Developing and implementing partnerships with other government departments and agencies in order to increase support for the arts and traditional economy in the Kitikmeot; and Other duties as required. Researches and evaluates participation in the arts & traditional economy in the Kitikmeot by: Maintaining an up-to-date analysis of census and labour force data to demonstrate the level of participation in the arts & traditional economy in the Kitikmeot; Maintaining a database of participants in the arts & traditional economy in the Kitikmeot, including individual creators, artisans, business enterprises and wildlife & fish harvesters; Designing and implementing research projects on the arts & traditional economy, including technical papers and surveys (in collaboration with the headquarters Senior Advisor, Arts & Traditional Economy); Monitors and evaluates current policies and programs in support of the arts and traditional economy in the Kitikmeot, to help to ensure government accountability by: Page 2

3 Working with local and regional development agencies to maintain a comprehensive and detailed record of GN grants and contributions provided participants in the arts and traditional economy in the Kitikmeot; Collecting and evaluating information on funding for the arts and traditional economy in the Kitikmeot provided by other agencies, both public and private; Providing the Department with a detailed annual report on funding for the arts & traditional economy in the Kitikmeot; Contributing to the preparation of an annual divisional work plan by recommending changes to current policies, programs, and budgets affecting the arts & traditional economy; Working with local and regional development agencies to ensure funding evaluation criteria are fair and understood by the public; and Working with local and regional development agencies to prepare an annual summary tracking report of public and private support of the arts economy in the Kitikmeot for distribution to interested members of the public; Assists the Department, other government agencies, industry associations and private business in the delivery of programs, which further the development of the arts and traditional economy by: Assisting Kitikmeot community economic development officers and other community officials; Providing support to Departmental staff in the Kitikmeot Region; Providing support and information to the Nunavut Arts & Crafts Association, Kitikmeot Hunters and Trappers Association and Kitikmeot community HTOs; Providing assistance to other Regional GN Departments, such as Culture, Language, Elders and Youth and Education; Assisting Kitikmeot individuals and businesses in the development of proposals to access GN funding programs for the arts and traditional economy; Assisting the Nunavut Development Corporation, and the Kitikmeot community-based businesses it subsidizes; Assisting the Nunavut Tourism Kitikmeot Regional Office as required; Assisting with the regional delivery of the Department s programs such as those of the Nunavut Business Credit Corporation, the Kitikmeot Economic Development Corporation and the Kitikmeot Hunters and Trappers Association; and Assisting the headquarters office in the administration of the Iglu tag program; and recommends policies and programs for the ongoing defence of intellectual property rights. Ensures broad public awareness of the arts & traditional economy in the Kitikmeot and of the GN role in supporting cultural and traditional activity industries by: Assisting in the production and distribution of promotional materials on the arts and traditional economy in the Kitikmeot and in Nunavut; Assisting in the promotion of GN programs which support the arts and traditional economy, and ensures they are accessible to the public; Assisting in the preparation and presentation of educational materials on the arts & traditional economy in Nunavut, and delivers these materials to the public, schools and industry representatives in the Kitikmeot; Maintaining an ongoing relationship with the Arts & Crafts and Traditional Activities Page 3

4 programs at Nunavut Arctic College (Kitikmeot Campus), and monitors changes to this and related educational programs; Organizing and attending regional functions such as workshops, trade shows and festivals; and Other duties as required. Supports the headquarters operations of the Department by: Writing reports and correspondence as and when required; Providing briefing materials and prepares briefing notes as and when required; and Performing other duties as required by the Department. Examines the economic impact of renewable resource based business through the analysis of programs, projects and initiatives by: Preparing analysis, submissions, reviews and discussion papers on regional and community renewable resource economic opportunities, with a focus on wildlife, fisheries and agriculture; Developing forecasts of future revenue and costs of initiatives and projects; Identifying new opportunities to develop new products, programs or projects; Developing, maintaining or accessing databases and files on renewable resource economics, products, harvesting, inter-settlement trade, processing techniques and regulations and key regional resources. Advises and consults on renewable resource economic activities by; Providing advice and recommendations on policies, procedures and legislation related to resource economics to the public, community HTO s, the Kitikmeot Hunters and Trappers Association and Manager of CED; Identifying development opportunities for wildlife, fisheries and agricultural resources; Participating in regional and relevant territorial committees considering renewable resource economic matters; Attend and participate in relevant meetings, conferences, and forums that consider issues that impact the renewable resource economy of the region; Communicating effectively and in an appropriate manner with the client base; Maintaining a co-operative and effective network of contacts, partnerships and affiliations with Inuit organizations, co-management institutions, other departments, governments, academic institutions, industry, and advocacy groups to ensure the most seamless and coherent delivery of service towards the aim of the position. Manage Projects by; Determining and responding to the need for specific development projects; Identifying necessary expertise, materials and funding with the proponent; Designing and developing schedules, plans and budgets for the for the projects; Preparing funding proposals, including where necessary, acquiring approvals and permits; As required, travel into the field or location of the project to facilitate, assist, observe and advise during the implementation phase; Exercising an appropriate level of control or direction over financial, logistical, operational and staff elements of a project in order to ensure that the project meets success in an efficient manner; In a culturally sensitive manner, and where appropriate, delivering personal and obtained Page 4

5 technical knowledge and expertise to train and educate project participants such that the project has every opportunity of being continued independent of future support; Preparing and distributing public relations and promotional materials and information; Monitoring, evaluating and reporting the results of the projects; Engaging and managing contract services as required; Actively taking part in Traditional Economy projects in the field. Administering the (CHAP) Community Harvester Assistance Program in the Kitikmeot region; and Other duties as required. 5. KNOWLEDGE, SKILLS AND ABILITIES Describe the level of knowledge, experience and abilities that are required for satisfactory job performance. The responsibilities of the position require a specialized knowledge of Arts and traditional economic activities in the Kitikmeot; Experience in the operations of one or more of the cultural and traditional activity industries; Direct experience in the management of an arts or traditional activities-related organization or arts or traditional-related business enterprise such as an art gallery, hunters & trappers organization, etc.; Experience with Inuit arts & crafts, Inuit traditional activities A sophisticated understanding of Nunavut s unique economic, social, cultural and environmental conditions; Excellent communications skills are fundamental to this position, including the ability to speak, read and write in English; Knowledge of renewable resource management, land claims agreements, legislation and government; Specialized knowledge of a range of renewable resource harvesting, processing, and production techniques; Specialized knowledge of national and international renewable resource product markets, and sales strategies; Specialized knowledge of, or strong direct experience in, the operation and management of a renewable resource based business, with proven application related to business development; Ability to use computer equipment and software including, but not limited to, Microsoft Excel, Microsoft Outlook, Word and presentations; Project Management Skills; Knowledge of and experience in training and community development in a cross-cultural environment; Ability to supervise a workforce and apply human resource management techniques; Ability to work within a team and develop and maintain collegial working relationships; Strong public, group and individual speaking and presentation skills; and Ability to communicate in Inuinnaqtun or Inuktitut is an asset. This level of knowledge is most commonly acquired through a degree or diploma-granting Page 5

6 program in arts administration, cultural industries, economics, business, commerce, wildlife management or a related field or Grade 12 with 4 years of related work experience. Equivalencies consisting of a combination of education, knowledge, skills and abilities equal to the formal education and experience requirements will be considered. 6. WORKING CONDITIONS List the unavoidable, externally imposed conditions under which the work must be performed and which create hardship for the incumbent. Express frequency, duration and intensity of each occurrence in measurable time (e.g. every day, two or three times a week, 5 hours a day). Physical Demands Indicate the nature of physical demands and the frequency and duration of occurrences leading to physical fatigue or physical stress. Often the incumbent will work with boats, snowmobiles and ATV s, travelling over long distances to reach a work site. The incumbent must also work with various types of harvesting and processing equipment on land and at sea. Often S/he will handle and manipulate large and heavy animals and fish. Due to the harsh nature of the Arctic, many of these strenuous activities will be conducted under severe climatic conditions; therefore the incumbent should be in good physical condition. While in the office, the incumbent s time is spent in a sitting position with frequent opportunity to move about. Environmental Conditions Indicate the nature of adverse environmental conditions to which the jobholder is exposed, and the frequency and duration of exposures. Include conditions that increase the risk of accident, ill health, or physical discomfort. The position often entails travel to remote locations with limited amenities. Travel will most often occur by aircraft, but will sometimes occur by boat and snowmobile sometimes under physically demanding and challenging conditions. The incumbent will often handle and manipulate specialized harvesting and processing equipment that require exact safety precautions. Sensory Demands Indicate the nature of demands on the jobholder s senses. These demands can be in the form of making judgments to discern something through touch, smell, sight, and/or hearing. It may include concentrated levels of attention to details though one or more of the incumbents senses. Sometimes, during duty travel in remote areas, the incumbent will have to maintain constant observations of weather and traveling conditions in order to maintain safety. The use of specialized harvesting and processing equipment requires constant total attention in order to maintain efficiency and safety. Quality of product is often gauged with a good sense of smell and taste and through close visual observation. Frequently, during training sessions and public and individual meetings, the incumbent must demonstrate a high degree of personal observation in order to gauge the success of her/his communication through verbal and non-verbal cues. 7 Mental Demands Indicate conditions within the job that may lead to mental or emotional fatigue that would increase the risk of such things as tension or anxiety. Deals with differences in language and culture, and with bridging the apparent contradictions between the spontaneity and creativity of the arts and traditional activities, with the measured discipline of business. The incumbent must often work in an area of limited established direction and must show a high degree of self-motivation and initiative. The individual will work as a member of an integrated, interdisciplinary team often working under a heavy workload. The goal of fostering growth in the renewable resource sector often requires the development of new approaches to the solution of complex problems. The ability to prioritize and effectively manage time is critical as conflicting demands will arise due to the variety of concurrent initiatives or projects. The incumbent will also often work under extreme time deadlines, often set by others, over which s/he has limited or no control. 7.
