India Odisha Livelihoods Mission National Rural Livelihoods Project (NRLP) Credit No: IN Assignment Title: Empanelment of Block level Trainers(BLTs) under OLM. 1. The Government of India has availed a credit from International Development Association (IDA), towards the National Rural Livelihoods Project which aims to support the National Rural Livelihoods Mission under the Ministry of Rural Development, Government of India; and intends to apply part of the loan proceeds to make payments under the contract for the above services: 2. Background. Odisha Livelihoods Mission (OLM) is a registered society working under Panchayati Raj Dept. of Govt. of Odisha for enhancing the socio-economic condition of the rural poor through promotion of sustainable livelihoods. This society is implementing the centrally sponsored Deen Dayal Antodaya Yojana- National Rural Livelihoods Mission [DAY-NRLM]. Objective of the programme is to strengthen community based institutions like SHGs and their federations for promotion of sustainable rural livelihoods. In order to provide training to the Community Cadres, different community level institutions and the project staff, OLM needs Resource Persons at block level. Therefore, it will enlist resource persons in Block level and utilize their services as and when required. 3. Objectives: In order to build up the capacity of the community by upgrading their knowledge and skill base, OLM has designed different training and awareness programs on relevant thematic areas which will help the community to manage their institutions effectively and also to carry out different livelihoods activities successfully. Therefore, OLM requires developing a systematic capacity building mechanism to cater to the capacity building requirements of all types of CBOs and its cadres. Scope/ Deliverables: Interact with the concerned Project Officials of OLM and refer to the Project training plan and other relevant project documents to understand the Project objectives and its approaches & modalities in institution building, community financing and livelihoods promotion so as to deliver need based outcome. Study materials like training modules, operational manuals and guidelines, communication materials available with OLM & other similar projects like TRIPTI, Mission Shakti, OTELP, WORLP, OCTMP etc. are to be referred to and accordingly suitable methodologies and approaches to be adopted for delivering training. Facilitate training sessions for all kinds of stakeholders like project staff, community institutions and community cadres as per the requirement of OLM. 5. Eligibility: Core Qualifications: Must have sound understanding on the structure and management of different community level institutions, Must have grassroots level experience in community mobilization Possess strong inter-personal communication skill. Has proficiency in Odia language/ tribal dialect (area specific) Desired Qualifications: Minimum 7 th standard Pass and At least 1 year of grassroots experience in providing training at community level OR At least two years of experience in community mobilization and/ or CBO (SHG, Federations, Producers Groups etc.) promotion. Preference will be given to the community cadres (MBKs, CRP-CMs, Bank Mitra, Livelihood CRPs, SHG leaders etc.) of OLM or similar projects. 6. The Odisha Livelihoods Mission (OLM) now invites eligible consultant to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services in the prescribed format at Annexure-I 7. Period of Contract: The Period of service is initially for one year. It may be extendable further on the exigencies of work and based on the satisfactory performance. Impart training to the project staff, community institutions and community cadres as per the project requirement. 2. Submit a detail activity report at the end of every month in the specified format in order to claim dues from the respective project offices. 2

6 3. The BLTs will be oriented in one of the following thematic areas as per the preference given in the CV format. Social Mobilization and Institution Building including SHG and Federation management Vision Building, Leadership & Management Planning and Convergence Financial Inclusion Fund Management Gender Food Nutrition Health Sanitation & WASH (FNHSW) Livelihoods & Micro Enterprise 6.0 SELECTION PROCESS Based on the qualifications, experience, aptitude and mutual exploration during the initial orientation, the suitable persons would be considered for empanelling as trainers Block levels. Preference would be given to the persons who have already provided training under OLM or have discharged specific functions to the community under OLM with satisfactory performance. Empanelment of trainers will be done based on evaluation of CV and personal interview at 60:40 ratio. Selection process will be initiated at Block level. Block will conduct a walk-in-interview to select required BLTs based on CV evaluation and personal interview. Interested eligible candidates may appear for a personal interview of respective block with CV and required documents. A committee will be constituted at the block level under the Chairmanship of BDO for selection of trainers. The committee shall include the following members: BDO, Chairperson CDPO, Member One BLC, member BPM, Convener The following steps will be followed to select trainers: Registration of candidates in the block office 3

7 Verification of documents Evaluation of CVs Personal Interview by the selection panel Final selection of candidates Interested candidates will appear for a walk-in-interview on the specified dates in the concerned block with following documents and submit at the time of verification. Filled in Application format (Enclosed) Certificates in proof of Educational Qualification Experience certificates One passport size photograph Date of Interview at Block Level : The walk-in-interview will be conducted from 26 th to 28 th December 2016 in the BMMU office of Odisha Livelihoods Mission from 10 am to 5 pm. Interested candidates shall report to the concerned persons in respective block as mentioned below sharp at 9 am for document verification: The BPM BMMU, Odisha Livelihoods Mission Office of the Panchayat Samiti 7.0 LOCATION OF ASSIGNMENT The BLTs will be selected for 62 intensive blocks as per the list enclosed. Their services will be required at the block and sub-block level. In special cases their services may be utilized at the district or higher level. 8.0 TERMS AND CONDITION Interested candidates must furnish all required data in the prescribed format only. The format is enclosed (Annexure-I). On selection, services of the Trainers will be hired as per requirement of the project. Number of programmes to be facilitated in a month, training topics, venue etc. shall be communicated by the respective Block Mission Management Unit (BMMU) prior to seven days of beginning of each month. In case of exigencies trainers may be informed at a short notice. 4

8 Performance of the Trainers shall be reviewed based on the report submitted by him/her and feedback collected from the participants as well as concerned staff during the training programme. The Trainers need to follow the training schedule and quality standard. OLM reserves the right to cancel the assignment at any time for reasons like poor performance, indulgence in any unfair practice, violation of terms and conditions as mentioned in the ToR etc COORDINATION AND REVIEW OF THE TRAINER S WORK Odisha Livelihoods Mission (OLM) shall provide necessary support to the Trainers to carry out the assignment. The review of the work shall be done by respective BMMU at regular intervals. One BMMU staff shall be made responsible to coordinate all trainings at the block and sub-block level. Trainers performance will be evaluated based on the feedback received from the participants, respective GPLFs and the BMMU staff PAYMENT MODALITIES Payment will be made as per the financial norms of OLM applicable for the block level training programmes. Disclaimer: 1. Those who are already selected as BLT under OLM in any block shall not attend the interview in other block. If such cases are found later on, OLM reserves the right to reject their engagement immediately. 2. The present staff of OLM shall not be considered for BLT. 5
