Human Resources and Organizational Development Advisor Country Zimbabwe Employer Voluntary Service Overseas Duration months Job purpose The goal of this job is to provide a comprehensive and innovative Organisational Development (OD) service, contributing to the development, implementation and evaluation of a range of OD strategies to a VSO s implementing partners for the 3-year project titled: Kushanda Pamwe (Working together): Empowering civil society to promote the rights of people in contact and conflict with the legal justice system in Zimbabwe. The project aims to support to 6 civil society organisations in Zimbabwe in promoting democratic participation, good governance and accountability. 4 Responsibilities Key Performance Indicators Competencies Skills and Knowledge Co-ordinating the packaging of key technical lessons learned and good practice recommendations by developing specific resources, such as practical toolkits and good practice standards. This process will include developing training tools, field testing training tools, liaising with designers, and writing, editing and reviewing reports and other materials; Documenting the partner and VSO experiences and lessons learned; Co-ordinating the compilation of partner information on administrative issues; Reviewing programming, participating in visit de-briefs, and extracting information from planning reports. Due to the nature of our volunteer placements, it is possible that the responsibilities of this role may differ in reality and therefore the post holder will need to be prepared to be flexible and adapt to their environment as necessary. Personal health considerations If you have a significant current or past medical condition and/or you have general concerns about staying healthy as a volunteer, please use this information to assess whether this placement will be suitable for you. All volunteers require medical clearance from a VSO medical adviser before they are able to take up a placement with VSO. Occasionally, VSO may consider that this placement is too great a risk for you in terms of your personal health and you would be advised to consider a different placement. Access to medical care and support The standard and quality of local medical care and support available at this placement will depend on its location within the country. Health facilities are likely to be more poorly resourced in rural areas in terms of medical expertise, equipment, infrastructure and regular supplies of medication. However, this may not be the case in the capital city or in a larger town, where in some countries there may be a reasonable standard of medical care. The following gives you an indication of where the placement is in relation to the country office and how easy it would be to make the journey if you were ill. Medical Zimbabwe program office has selected private hospitals in Harare as the medical facilities to take care of the health of volunteers in Zimbabwe. Special arrangements for ambulance services like Medical Air Rescue Service (MARS) and selected Dr. Posen to be the medical advisor for all VSO volunteers. Health Conditions Generally there are no serious life threatening health hazards in the area. Background and contextual information Voluntary Service Overseas is working with Research Advocacy Unit have collaboratively designed an action which supports the desire for sustainable development and stability by providing an open and enabling space for civil society, inclusive approaches and transparency in decision making at all levels. CSOs play a critical role, in amplifying the voice of the marginalised, empowering citizens to demand their rights and hold government accountable to its citizens. This is particularly true of people in contact and conflict with the legal justice system. Project Background Kushanda Pamwe (Working together): Empowering civil society to promote the rights of people in contact and conflict with the legal justice system in Zimbabwe. The project will contribute to the attainment of rights and provision of social services for vulnerable groups through enhanced transparency, good governance, accountability, and inclusive policy making. The specific objective is to enhance the capacity and accountability of civil society organisations that provide social support to vulnerable people in contact and conflict with the National justice Delivery System, enabling then to meaningfully participate in policy dialogue. Expected Result 1: Improved technical, financial, administrative capacity of target organisations for improved performance, internal governance and upward and downward accountability. Local CSOs in Zimbabwe largely operate in both a financial and human resource-scarce environments that negatively affect their daily operations and strategic choices. This project is designed to provide a holistic approach to addressing the challenges faced by organisations working with people in conflict with the legal justice system in order that they might improve the services that they provide to the final beneficiaries of this intervention. There are major areas that required capacity development namely: specific trainings and workshops in Human Resources, Monitoring, Evaluation, Research and Learning, Finance, Governance and IT Skills. Specialist volunteer advisors, staff from VSO and RAU, will facilitate these trainings whilst ongoing coaching and mentoring and opportunities for skills sharing and best practice modelling will ensure that learning is practically implemented throughout programming. Expected Result 2: Establishment of evidence-based policy development resources which support advocacy activities around key issues affecting people in contact and conflict with the National Justice Delivery System in order to improve the prisons legal framework. This expected Result will be supported by the Research and Advocacy Unit (RAU) of Zimbabwe. RAU will establish relationships with legislators, creating and disseminating research synthesis (e.g., white papers), developing policy position statements or fact sheets, and sharing information through media outlets (e.g., opinion editorials, press releases). Partner beneficiary organisations will be directly capacitated by the process of developing the thematic papers and policy briefs. They will be involved with the collection and analysis of qualitative and quantitative data as well as act as primary mouthpieces for the campaigns. Page 6

7 Expected Result 3: Improved organisational capacity of ZAOWP (Zimbabwe Association of Organisations Working with Prisons) platform resulting in joint advocacy initiatives aimed at improving the welfare of those in contact and conflict with the legal justice system. ZAOWP is a Harare-based advocacy platform made up of 26 Organisations who collectively aim to policy and debate around people living in contact and conflict with the legal justice system. The platform provides a coordinating body for organisations to discuss policy and advocacy issues, update one another on activities and challenges in an effort to avoid duplication and provide mutual support. ZAOWP also includes participation of government institutions that are a part of the justice delivery system and have used this to influence policy. The success of the platform is however hampered by financial, capacity and governance challenges along with their lack of decentralisation. Members based outside of Harare struggle to adequately represent their interests due challenges of distance and location. The action aims to support the strengthening of ZAOWP to expand its mandate by bringing together relevant actors to develop guidelines, and SOPs, for the coordinated delivery of human rights based action and social services, aligned to the SADC minimum standards.
