General Summary of Function/Purpose of Position The Probation Sentencing Specialist (PSS) functions as the Michigan Department of Corrections (MDOC) expert in straddle cell population, defined as offenders under the 1998 Sentencing Guidelines that can be sentenced to either prison or to community service. As the PSS, the position is the MDOC authority issuing the final Presentence Investigation Reports (PSI) recommendation based on an individual review of all straddle cell PSI for specific assigned counties. The PSS plays a pivotal role in working with Parole Probation Agents, Parole Probation Managers, Administrators, Supervisors, Community Resources and Judges in providing information as the subject matter expert. The PSS provides guidance and training on the straddle cell process/program, with the decision making authority to direct staff members as to the course of action needed to provide the best information to the local judge with jurisdiction over the case. The PSS is responsible for generating the most appropriate final PSI recommendation on behalf of the MDOC.

2 15. Please describe the assigned duties, percent of time spent performing each duty, and what is done to complete each duty. List the duties from most important to least important. The total percentage of all duties performed must equal 100 percent. Duty 1 General Summary: Percentage: 45 Function as specialist with sole responsibility to review all Straddle Cell Presentence Investigation Report (PSI) for specific counties assigned within an FOA region to determine if the sentencing recommendation is appropriate and logically supported by information contained within the PSI. Utilize detailed knowledge of programming available to probationers both in their assigned area as well as statewide. Serve as authority, on programming and community resources and make necessary adjustments to the final PSI report based on expertise and assessment. Review Straddle Cell Presentence Reports and consider all factors pertaining to the case, including the current crime, risk needs assessment results, the PSI information and all the available community resources to determine the most appropriate sentence. Serve as final recommending authority on decisions pertaining to the Presentence report; make and/or direct changes. Within designated time frame, inform field supervisor of any necessary changes, which need to be made to the PSI recommendation, and explain decisions related to the report/recommendation. Research and analyze prior court decisions from judges in geographic area of assignment to determine judges views on deficiencies, in order to provide the most appropriate recommendation; Educate judges on available programming and community resource options. Research, analyze, and identify all programming options specific to the assigned geographic location and develop broad understanding and maintain expertise of available statewide programming to locate most appropriate program for specific offender.

3 Duty 2 General Summary: Percentage: 30 Function as probation sentencing expert and consultant, develop meaningful partnerships with public and private entities that support the Department s effort to meet its mission. Collaborate with the Office of Community Corrections (OCC) to establish new programs as necessary. Ensure final recommended disposition is consistent with the recommended sentencing guideline range for the offense and comport with OP Pre-Sentence Investigation and Report Preparation. Develop and sustain collaborative working relationships with all community resources available within geographic location and statewide, if necessary, to provide necessary support for specific offender. Identify gaps in local services and provide a detailed report and description of the needed support/program to the appropriate Deputy Director and/ the Reentry Administrator. Work with the OCC, provide input on specific needs within assigned counties of geographic area, support the development of programs, and deliver monthly updates on programming options to the OCC Work in conjunction with the OCC to facilitate the movement of offenders into specialized programming in different areas of the state, if the particular program cannot be established in the assigned county and community due to lack of resources. Duty 3 General Summary: Percentage: 10 The PSS is responsible for developing mechanisms for data collection and the reporting of statistics and various information including Presentence Investigation Reports with Straddle Cell guidelines, recommendations with either a community sanction or a prison sentence; and, the specific numbers and types of recommendations and revisions. This data will be utilized by the Department and local Community Corrections Advisory Boards to determine local trends and needs for specific community corrections programming which will provide the Courts with alternative sentencing options. Serve as the probation sentencing expert for MDOC Administration on straddle cell case information. Create a system to document various information and metrics. Report information to FOA leadership on a monthly basis. Determine if there are trends/gaps based on the data and provide recommendations to address any needs. Maintain and update available information for straddle cell reports, providing information to FOA leadership for special requests and for ad hoc reports. Continuously review and revise data collection processes. Guide Department Leadership and Community Corrections Advisory Boards providing necessary information on Straddle Cell process and programs. Duty 4 General Summary: Percentage: 10 The PPS recommends and supports the development and delivery of PSI Training to Managers, Supervisors and Agents.

4 In collaboration with FOA Administrators and FOA Training staff, initiate and improve current training programs in order to make the PSI recommendation process more efficient, effective and consistent. The PSS serves as the subject matter expert of complex policies, procedures, Administrative Rules, MCL s and evolving litigation decisions that require precise compliance. This information is shared with the agents and supervisors as the PSI s are reviewed and corrected with the final sentencing recommendation. Provide field agents and supervision best practice information, maintaining informative dialogue on community opportunities. Suggest policy and procedure development and revisions based on PSI review data, gaps in programming, and information developed and reported on from ongoing reports. Duty 5 General Summary: Percentage: 5 Perform special assignments This position is responsible for other duties as assigned by the Assistant Deputy Director, carry out critical projects related to the specialty area, straddle cell population, community programming, and probation sentencing. 16. Describe the types of decisions made independently in this position and tell who or what is affected by those decisions. Reviews PSI and determines compliance and whether changes or adjustments need to be made. PSS has the authority to make all changes and recommendations, on an ongoing basis. Utilizes innovative treatment programs, community resources for straddle cell probationers. Utilizing alternative community-based supervision strategies and decisions that may involve a combination of supervision models. Work with the Office of Community Corrections to develop, identify new programming and resources for probationers. 17. Describe the types of decisions that require the supervisor's review. When there is a conflict between stated policies and/or lines of authority, which require upper level management interaction. 18. What kind of physical effort is used to perform this job? This position is expected to make final recommendations for the appropriateness of PSI recommendations and to ensure that alternatives to incarceration have been considered and utilized when most appropriate for probationer and safety of community. This position has the responsibility of ensuring compliance with all MCLs, policies, procedures, and any related Court Orders pertaining to the PSI process. In accordance with the Department s mission, this positon is ultimately responsible for appropriate recommendations in the PSI. Therefore, this position requires the Probation Sentencing Specialist to have detailed knowledge of community programming, treatment opportunities, and social support agencies that will address the offender s criminal behavior. 24. What is the function of the work area and how does this position fit into that function? The primary goal of the Department of Corrections is protection of the public. This position will Review PSI reports assuring appropriate recommendations have been made that are logically supported by information contained within the PSI for individuals under jurisdiction of the Circuit Court and the Department. This position has authority over Departmental PSI recommendations. These recommendations directly impact how the Department assures public protection by exercising discretion in recommending which cases are appropriate to be retained in the community and which cases should be sentenced to prison. This position processes hundreds of PSIs each month and impacts the Departmental programming for offenders and bed availability. This position will play a key role in increasing the consistency in how the Department handles straddle cell cases throughout the state, in programming that is developed and utilized for straddle cell cases. 26. What are the minimum education and experience qualifications needed to perform the essential functions of this position. EDUCATIO: Possession of a bachelor's degree in criminal justice, correctional administration, criminology, psychology, social work, counseling and guidance, child development, sociology, school social work, social work administration, educational psychology, family relations, or theology. EXPERIECE: Parole/Probation Specialist 15 Six years of professional experience working with adult offenders, including two years equivalent to a Parole/Probation Specialist 13 or Parole/Probation Manager 13, or one year equivalent to a Parole/Probation Specialist 14 or Parole/Probation Manager 14. KOWLEDGE, SKILLS, AD ABILITIES:

6 Knowledge of state and federal laws and legislative processes related to the work. Knowledge of reporting methods and techniques. Knowledge of parole and/or probation laws pertaining to adults and departmental policies relating to the work. Knowledge of the techniques of parole and probation supervision and treatment. Ability to obtain cooperation of private and public agencies. Ability to plan, direct, and coordinate program and administrative activities of a complex, interrelated, and interdependent nature where unknowns and numerous contingency factors are involved.
