The Finance and Procurement branch The Finance & Procurement Branch is part of the People, Culture and Operations portfolio and is responsible for overseeing financial sustainability, financial planning, financial transactions; meeting legal accounting standards and ensuring government procurement requirements are met. The three management positions will focus on financial accounting, budget and grants and financial compliance. Duties 1. Lead and manage a team to monitor department and portfolio agencies; budget, financial compliance and grants. 2. Prepare reports, briefing papers and annual financial statements for DPC and its statutory and portfolio agencies. 3. Oversee compliance with Standing Directions of the Minister for Finance. 4. Assist in the administration of DPC s grants management system GEMS, provision of advise and support DPC s grant making business units. 5. Undertake the development and review of cabinet submissions, funding proposals, briefings, reports and information including those for Cabinet Committees, the Public Accounts and Estimates Committee and State Budget Papers. 6. Ensure compliance and governance with financial and procurement requirements for internal and external stakeholders and audit outcomes. 7. Ensure reliable financial data is maintained through accurate processing of invoices and appropriate month end adjustments and general ledger journals. Position Description - Manager, Finance 2

3 8. Review and develop financial management policies and processes and implement in accordance with government standards, guidelines and budget parameters. 9. Develop and maintain strong relationships with internal and external stakeholders, this includes providing expert advice on governance compliance, management and financial matters. 10. Lead, manage and develop staff within the team to increase their financial management capability. 11. Lead and collaboratively contribute to financial and corporate projects as required. 12. Represent the Department with external stakeholders and on inter-departmental working groups. 13. Work flexibly at various DPC locations and attend meetings as required. 14. Provide leadership and mentoring to peers and employees within the finance team Key selection criteria Specialist skills An appropriate tertiary qualification in a business or finance field. A CPA or CA accreditation is mandatory requirement for this role. Knowledge and skills 1.
