1 Central London: GP Practice Resilience Funding Bidding Framework 1. Introduction As part of the General Practice Forward View (GPFV) NHS England has committed to investing in a new practice resilience programme. A proportion of this funding is being allocated to CCGs for distribution. Our local system will receive 96,000 of resilience funding in 2016/17 to support the current and future sustainability of general practice. Practices will lead the thinking on how best to use these limited monies to support the development of a resilient and sustainable primary care system. As such we are launching a bidding process through which practices can put forward their ideas for schemes that would have demonstrable impact on the resilience of primary care now and in the future for the benefit of our patients. This funding provides a unique opportunity to drive some of the ambitions set out in the GPFV in Westminster. In particular, the funding will allow us to develop new ways of working in partnership with and across practices to build the capacity and capabilities of primary care needed for our local population and improve care and reduce variability for patients. 2. Scope of proposals A letter from the LMC has been included with this pack. This letter provides guidance on what support can be offered to general practice under this scheme e.g. direct support, support via a suitable third party organisation, incentives to recruit in different ways or as backfill for existing staff to develop your organisation. Practices should keep in mind that funding across our local system is limited to 96,000 to be utilised by March Best value proposals for this investment would demonstrate an impact on the overall resilience and sustainability of primary care as well as on individual practices. Working at scale with other practices may be one way to demonstrate impact and help to generate solutions to some of the challenges facing primary care. To support practices to develop proposals, NHSE has provided some guidance which can be found here 1. Under this guidance proposals could include, but are not limited to, the following areas: Multispecialty Community Provider (MCP) development and working at scale Releasing or maximising capacity within General Practice, such as the 10 High Impact Areas identified in the GPFV Diagnostic services to quickly identify areas for improvement support Specialist advice and guidance e.g. HR, IT, business development to support change Coaching, supervision, mentoring Practice management capacity support Rapid intervention and management support for practices at risk of closure Co-ordinated support to help practices struggling with workforce issues Change management and improvement support to individual practices or groups of practices 1 1

Strategic Objectives of the fund Central London CCG has provided this framework document to guide the bidding process and set out how bids will be evaluated for access to the limited investment pot available. As this fund is aimed at contributing to the stabilisation, sustainability and transformation of primary care, practices are being asked to demonstrate how their proposals align to two or more of the following strategic objectives: Responding to the current and future resilience challenges experienced by practices in our local system Developing longer term sustainability of primary care within our local system Supporting partnership working at scale across general practice and with other parts of the local health system Supporting the development of new ways or working which will transform patient care Testing new approaches to improve the sustainability and efficiency of primary care workforce 4. Additional criteria, prioritisation and supporting information When scoring bids the greatest weight will be given to areas which: demonstrate the reach to practices in greatest need of resilience funding; and involve the most collaborative working or reach the largest number of practices and/or patients, including building links between larger and smaller practices demonstrate alignment to two or more of the strategic objectives in section 3 Practices will wish to refer to the supporting information set out below: Total available funding available is 96,000 across our local system Only bids targeting all member practices should be for a funding level of 96,000. As a rule, bid values should be relevant to the level of practices supported We reserve the right to part fund or supporting the grouping of bids to maximise the use of funding It should be noted that this funding is a one off payment so any proposals that will incur any recurrent costs should state how these costs will be met going forward. Funding requested within these bids will need to be utilised by 31 st March 2017, although activities supported by the funding may continue past that date. Successful bidders will be required to provide some monthly reporting to CCGs and NHSE on the use of those monies. Reporting requirements will be discussed with practices nearer the time. 2

3 5. Process Stage Description Deadline Registration of Interest Practices should register an interest by ing Midday, Monday 19 th December 2016 with a short description of their proposed scheme. Bid Submission Practices should submit a bid using the Bid preform included at page 4 of this pack. The bid should be submitted by to Rebecca McCaw on 5pm, Friday 13 th January 2017 Evaluation: Shortlisting and grouping Evaluation: Presentations and Further discussion Selection rebecca.mccaw@nhs.net Bids will be evaluated by a panel consisting of CCG officers, NHSE and a lay person. Bids will be evaluated against the criteria set out in accordance with this document. The evaluation will result in a short-list of potential schemes and may also result in similar schemes being grouped together The lead practices of the shortlisted schemes will be invited to present and further discuss their schemes and the intended impact with a panel of CCG officers and lay people. The CCG will confirm in writing the outcomes of the bidding process and the schemes selected for delivery in The outcome of the shortlisting stage will be communicated to all practices by 5pm on Wednesday 18 th January 2017 Presentations and discussions will take place on Wednesday 25 th January 2017 Midday, Monday 30 th January
