3 DRAFT Versin 4.6 WORKFORCE & ORGANISATIONAL DEVELOPMENT (WOD) COMMITTEE TERMS OF REFERENCE Trust Strategic Objectives BAF & Trust Risks Meeting Purpse/Remit T attract, retain and develp all emplyees and imprve emplyee engagement year n year SR 1 - Wrkfrce - Recruitment and Retentin f staff acrss the Trust and in particular the future pipeline f nursing and medical staff. The purpse f the cmmittee is t prvide the Bard with assurance that: The rganisatinal develpment and wrkfrce strategy, structures, systems and prcesses are in place and functining t supprt emplyees in the prvisin and delivery f high quality, safe patient care Prcesses are in place t supprt ptimum emplyee perfrmance t enable the delivery f strategy and business plans in line with the trust s values The Trust is meeting its legal and regulatry duties in relatin t its emplyees Where there are human resurce risks and issues that may jepardise the Trusts ability t deliver its bjectives, that these are being managed in a cntrlled way thrugh the Trust Management Cmmittee. T prvide assurance n the fllwing key areas f wrkfrce gvernance: Respnsibilities Resurcing Skills Leadership & rganisatinal effectiveness Engagement. Prductivity The Cmmittee will lead n the assurance f the wrkfrce and rganisatinal develpment including ensuring that: 1. Legal and regulatry requirements relating t the wrkfrce are met. 2. There is an verarching rganisatinal develpment and human resurces strategy that enables the Trust t deliver its strategy, visin and values 3. Effective identificatin and mitigatin f Human Resurces risks within the supprting infrastructure f the Bard Assurance Framewrk and Risk Register 4. Rbust wrkfrce planning and recruitment prcesses are in place, supprted with attractin & retentin appraches, t ensure that the Trust has a wrkfrce t deliver its strategy and annual DRAFT Versin Sep 2017 Page 1

4 DRAFT Versin 4.6 plan 5. Mechanisms are in place and effective t cmmunicate with and infrm the wrkfrce in relatin t strategy as well as cnstitutin, values and eths. 6. The Trust is mnitring staff engagement and experience, reviewing staff surveys (natinal & lcal) and delivering its plans t achieve a highly mtivated and engaged wrkfrce t enhance the quality f patient care 7. There are prcesses in place t identify and develp rganisatinal structures, leadership and management capability t ensure the delivery f the Trust s strategy 8. Arrangements are in place fr the effective training and educatin f the wrkfrce in all prfessins and disciplines 9. The Trust is delivering its ambitin and legal bligatins in relatin t the Diversity/Equal pprtunity f the wrkfrce 10. Prcesses & resurces are in place, t ensure the develpment f healthy teams and indicatrs f pr team health are acted upn, as well as supprt the wider Trust H&WB agenda. 11. Perfrmance management reprts are reviewed 12. Natinal reprts and best practice relating t Human Resurce Management and OD is shared, reviewed fr relevant findings and actins and the necessary actins implemented. Supplementary areas fr assurance: 13. Receive assurance n the HR aspects f any external/internal cmpliance reviews that have raised cncerns at Bard and/r Executive Team. 14. By exceptin, cnsider whistleblwing and receive assurance n hw wrkfrce cncerns raised are being dealt with. 15. Review the Bard Assurance Framewrk/Trust Risk Register high scring risks fr assurance n tractin f actins, and adequacy f cntrls and assurances taken e.g. staffing. 16. T review and mnitr effectiveness f wrkfrce related strategies and key perfrmance indicatrs such as: Staff survey results (lcal and natinal) Attendance levels Demgraphic makeup f the rganisatin Turnver Occupatinal health data Recruitment Annual Wrkfrce plan 17. The Trust has in place the range f plicies necessary t effectively manage the wrkfrce and allw fr fair and cnsistent treatment f staff as well as receives assurance and recmmends supprt fr plicies relevant t HR/OD/Educatin/Training and Occupatinal Health, n behalf f the Trust. Authrity & The WOD Cmmittee is established t evaluate and reprt n the wrkfrce/od agenda and the peratin f risk management systems DRAFT Versin Sep 2017 Page 2

The Cmmittee is authrised by the Trust Bard t investigate any activity within its terms f reference btaining independent advice if necessary. It is authrised t seek any infrmatin it requires frm any emplyee and all emplyees are directed t c-perate with any request made by the Cmmittee. The Cmmittee shall transact its business in accrdance with natinal/lcal plicy and in cnfrmity with the principles and values f public service (GP01). The minutes will be submitted t the Trust Bard, and the Chair shall reprt n the main issues discussed and decisins made, highlighting any matters f cncern r significant risks identified. Membership Chair f the Cmmittee Directr f Wrkfrce Chief Nurse Directr f Integratin Tw Nn-Executive Directrs Deputy Chief Operating Officers (r nminated representative) Divisinal Manager Estates & Facilities Attendees Deputy HR Directr Head f Educatin & Training Assciate Chief Nurse Head f Occupatinal Health and Wellbeing (as required) Other Operatinal Leads, as required, which may include; Heads f HR Advisry, Resurcing, Equalities and Wrkfrce, as apprpriate Other attendees may be requested t attend the meeting by the Chair r may attend with the permissin f the Chair. Chair The Chair f the cmmittee shall be the Trust bard nminated Nn- Executive Directr and if he/she is absent, anther NED frm thse present at the meeting Qurum Chair, (r nminated Deputy), and 4 ther members, ne f whm must be: An Executive directr A Nn-Executive directr A Deputy COO r Grup Manager Frequency f meetings The cmmittee will meet bi-mnthly. Administrative supprt The HR & OD department will prvide administrative supprt. Agenda and papers will be circulated 4 wrking days prir t the meeting.
