1 Improvement Service, National Services Scotland and NHS Health Scotland s offer of support to Community Planning Partnerships in respect of Local Outcomes Improvement Plans Introduction / Context The requirement to produce a Local Outcomes Improvement Plan (LOIP) under the Community Empowerment (Scotland) Act 2015, provides an opportunity for CPPs to significantly ramp-up their focus and commitment to tackling inequalities by prioritising resources into prevention and improving outcomes. As you will be aware, CPPs are required to prepare and publish a LOIP in consultation with community bodies and others. This will involve developing and agreeing a common understanding of local needs and opportunities, setting out the local outcomes that the CPP will prioritise for improvement. The new legislation gives clear signals regarding the need to: further drive outcome improvements, invest in prevention, tackle the significant inequalities that still persist, reduce the volume of resources tied-up in dealing with negative outcomes and bring about a transformational change in partnership working, which utilises fully the range of skills, experience and resources available. A key task for CPPs is to mobilise efforts to operationalise this ambition and achieve the desired improvements. This is an opportunity to review SOAs to further sharpen their focus in relation to identifying, prioritising and tackling inequalities. It will involve CPPs prioritising resources into prevention and identifying activities / interventions to tackle inequalities, utilising evidence of what works wherever possible. In advance of the statutory guidance being published in 2016, there is an opportunity for CPPs that have high ambitions to get on the front foot, and push the boundaries of the transformation that they have the potential to achieve. CPP Offer of Support The Improvement Service (IS), National Services Scotland (NSS) and NHS Health Scotland (HS) have agreed to combine their skills, experience and expertise to work, initially, with a small number of CPPs that have genuine interest and commitment to significantly drive improvements in these areas. We want to support them to develop a LOIP, based on evidence of local conditions that will tackle inequalities of outcome across communities. 1

2 The IS, NSS and HS team will work with 4 CPPs over a period of around 6 9 months. The intention is to work simultaneously with a mix of CPPs covering urban, rural, large and small areas. Support will be provided to each of the 4 CPPs separately, as well as collectively, with a view to providing bespoke, tailored support based on local requirements. Key elements of the support will include the IS, NSS, HS team working with each CPP to: profile and assess (using professional judgement and strategic intelligence to make sense of what the data and evidence is saying) how communities in the local authority area are performing against life outcomes, in order to support the CPP to identify the local outcomes which it will prioritise for improvement identify activities / interventions that the CPP could implement to support it to achieve improvements in the local outcomes it has prioritised, using available evidence of what works, particularly in relation to prevention provide support to agree realistic but stretching targets for improvement for each of the local outcomes it has prioritised, based on evidence of the likely impact of agreed activities/ interventions support the development of transparent and accountable performance management arrangements that will enable the CPP to track and evidence progress against local outcomes, report publicly on progress, better understand where they are / are not having a positive impact and inform decision-making about future approaches to targeting inequalities and improving outcomes support the agreement of appropriate governance arrangements to oversee delivery against local outcomes. As we have stated already, the types of support and interventions provided by the IS, NSS and HS team will be tailored to each CPP and will be dependent on the skills and capacity available locally within the CPP. Examples of the types of support that can be provided are attached in Appendix 1. Working with you will also provide us with learning on how we may need to adapt and revise existing national work programmes and support offers to better meet the needs of CPPs going forward. In order that this arrangement is as effective and productive as possible, we will need commitments made by key senior personnel in each CPP to act as sponsors for the work. This leadership will encourage commitment within the wider CPP to participate and deliver the outcomes that are needed. It is likely that this will require each CPP to prioritise the LOIP-related work, commit senior level input and local resources. It will require the partners within the CPP to be ambitious in their thinking and decisions about how to use the full range of resources at their disposal to tackling inequalities in outcomes. 2

3 The team will also ensure that any tools or templates that are developed are shared with other CPPs, along with emerging learning. This will include sharing information through a Knowledge Hub group and running learning events. 4 Appendix 1: Examples of possible support from the IS, NSS, HS team in relation to LOIP development. (Note that the precise mix of input will vary to ensure it is tailored to local requirements and add value to existing capacities. ). Awareness raising sessions on the impact of inequalities this could involve all those in the CPP who might benefit from and contribute to this input and discussion, e.g. Elected Members, Strategic Groups and different workforces to support decision-making and actions. Constructive friend support this could be applied to a wide range of areas relating to LOIP development and implementation, where we have expertise. CPP Board support and development this would involve supporting CPP Board members, including elected members, to push the boundaries of the transformation that effective CPPs can achieve and to consider the implications of this in relation to issues such as governance and accountability, partnership working and prioritisation of resources. This would also involve supporting partners to deliver the cultural and behavioural change necessary to move from an incremental to transformational and sustainable approach to improving outcomes. Data analysis and use of evidence all organisations have a range of tools and support to help CPPs profile their areas and inequalities within them. We have expertise to help CPPs use evidence to drive improvement. This element would assess, build upon, complement and, potentially, provide a different perspective on existing local analysis. Where appropriate, this would also involve liaising / accessing other partners resources. The purpose would be to work with key Community Planning partners to develop consensus around a robust profile of inequalities and inform discussion of local outcomes. Determining / Articulating / Prioritising Outcomes this would include supporting CPPs to refine and prioritise outcomes based on evidence and to identify the interventions and preventative activity that will best deliver the priority outcomes and tackle inequalities. Part of this element would involve assessing potential interventions for achieving the desired outcome / inequalities improvements. Engagement and Learning Events this could involve support with the design, delivery and facilitation at events, workshops and seminars with a wide range of stakeholders as part of the development of the LOIP and to build commitment to its effective delivery. We are interested in ensuring any learning is shared across the wider CPP network and will set up arrangements to ensure that this happens. 4

5 Identifying and exchanging practice around what works this would involve undertaking / utilising research and evaluation evidence to identify which interventions work best, in which circumstances. Performance management, monitoring and evaluation this would include supporting CPPs to develop a performance management / monitoring & evaluation framework to underpin the delivery of the LOIP, to baseline current performance against priority outcomes, to set appropriate targets for improvement based on evidence of interventions that work, etc. Self-assessment and improvement planning this would involve working with the CPP to support them to develop a high level of self-awareness as to how they need to perform and govern if they are to be truly effective in fulfilling their ambition, understanding where they are now and where they could further improve. 5
