1 CORRIGENDUM The application format at Annexure B & C published in the E.O.I for inviting application from the N.G.Os for providing facilitation & capacity building support under OTELP PLUS in Kandhmal, Kalahandi & Rayagada districts had some typical error. The same has been modified and can be downloaded. Expression of Interest (EOI) Odisha Tribal Empowerment & Livelihoods Programme (OTELP) ST & SC Development Department Govt. of Odisha OTELP Plus will be launched in additional 139 micro watersheds in 3 blocks of Kandhamal, 3 blocks of Rayagada and 2blocks of Kalahandi districts. Expression of interest is invited from Non Government Organisations (NGO) or consortium of organisations of national repute with prior experience in implementing community empowerment, livelihood and watershed development programmes, to be engaged as Facilitating NGO for providing facilitation and capacity building support to the community organisations for the implementation of OTELP Plus in 3 blocks of Kandhamal, 3 blocks of Rayagada and 2blocks of Kalahandi districts. The expression of interest is to be submitted for a cluster of 10 micro watersheds covering an approximate treatable of 5000 hectares or multiples of it. Interested NGOs/ consortium of organisations may download further details from EoI with required documents as attachments shall be sent through speed post/ registered in a closed envelope super scribed as Expression of Interest for FNGO under OTELP to the office of the OTELP project, Xavier s Institute of Management (XIM), Xavier s Square, Chandrasekharpur, Bhubaneswar on or before 15 th June, 2012 before 5.00 PM. 2 Advertisement Expression of Interest (EOI) Facilitating NGO for facilitating the implementation process of OTELP Plus in Kandhamal, Rayagada and Kalahandi districts of Orissa. The Government of Orissa with the learning from the implementation of Orissa Tribal Empowerment and Livelihoods Programme (OTELP) in 30 backward blocks of 7 districts in south west Orissa has extended the programme in additional micro watersheds in existing blocks and in additional blocks in the districts of Kalahandi, Kandhamal and Rayagada. This extension of the programme has been named as OTELP Plus which will cover 139 micro watersheds in the above three districts. This programme will be funded from the state budget and by dovetailing funds from mainstream developmental programmes like MGNREGA, BRGF, RKVY, Biju KBK, NHM etc. The project will have a 7 years project cycle. The programme will adopt the institutional setup as well as implementation modalities of present externally aided OTELP, ensuring community participation in project planning, execution, monitoring and review. The role of the Facilitating NGOs (FNGO) will be mobilising communities into various community based organisations, providing capacity building and handholding support for preparation of Village Development and Livelihoods Plan (Micro Plan), implementation of the programme activities, supporting participatory monitoring and evaluation. Besides, the FNGOs will facilitate skill development programmes in the s of farm, off farm and non farm enterprises. Expression of interest is invited from the local, state level and national level Non Government Organisations (NGO) or consortium of organisations to be engaged as Facilitating NGO for providing facilitation and capacity building support to the community organisations for the implementation of OTELP Plus in 3 blocks of Kandhamal, 3 blocks of Rayagada and 2 blocks of Kalahandi district. In case of consortium of organisations, name of the lead agency shall be explicitly mentioned in the EoI along with its partner organisations. The expression of interest is to be submitted for a cluster of 10 micro watersheds covering an approximate treatable of 5000 hectares or multiples of it. The list of MWS is at Annexure A. The selection processes of the FNGOs first follow a two stage scrutiny process. First the applied NGOs/ consortium of organisations have to meet the qualifying criteria for further evaluation. The shortlisted NGOs/ consortium of organisations will be further assessed under additional criteria for prioritization for the respective block/ district they have applied for. These two jobs will be taken up by XAVIER S INSTITUTE OF MANAGEMENT, BHUBANESWAR. The qualifying criteria and prioritization criteria for evaluation are as follows: Qualifying Criteria Registered body under the Societies Act Having minimum previous 3 years of audited statement of expenditures. Having minimum 3 years of experience in implementing community empowerment programme funded by external funding agencies/ Govt. Minimum fixed asset of Rs.5.00 lakhs. 5. Experience in implementing watershed and development related projects through communities.

3 Prioritization Criteria Regular professional staff presents in the organisation at the state level and district level for community empowerment, livelihoods support and watershed activities. Number of years experience in working with Government. Number and type of community organisations promoted and managed by the NGO, including federations of the same (This will be relaxed for reputed NGOs willing to work for the first time in OTELP Plus ). Experience in number of years in watershed management. 5. Number of Micro Watershed projects completed or ongoing by them, from preparation of treatment plan to completion of same. 6. Field presence in the applied block/ district in years (This will be relaxed for the NGOs with national repute applying for more than one cluster of micro watersheds). Additional prioritization criteria shall be designed and applied for the purpose of short listing the NGOs by XIMB, if required by them. The prioritized NGOs/ consortium of organisations will be further placed before a selection committee constituted by Govt. for further evaluation and suggestion of the NGO/ consortium of organisation for a given cluster/ block. The Programme Steering Committee (PSC), under the chairmanship of Chief Secretary will approve the selection of the FNGO based on the proposed list by the selection committee for contracting the NGOs in OTELP Plus. The EoI shall be submitted to the office of the OTELP, XIMB, Bhubaneswar in sealed cover. The format of EoI is at Annexure B and the NGOs/ consortium of organisations need to apply in the specified format only. If applying for more than one district, and more than one block, please mention your preferences. No other format will be accepted except the attached one. In case of a consortium, lead organisation needs to fill format B while its partners need to fill in their information in format C. Consortium partners names with the lead organisation to be mentioned in the covering letter and need to submit their documents in a single parcel. Documents (qualifying criteria) are required to be arranged sequentially, or else the application will be rejected. Copies of the following documents need to be submitted along with the EoI form. Registration certificate. Previous 3 years audited statement of expenditures. Previous 3 years annual report. Fixed asset position including its present value and location. 5. Profile of professional staff of the organisation.

4 6. MoU/ agreement/ any documentary evidence of working for Govt. or special projects or Govt. undertakings for implementing empowerment and watershed management programmes. 7. Profile of watersheds implemented by the organisation including total financial outlay and third party evaluation report if any. 8. Address of field office in the applied cluster/ block. In case of consortium of organisations or organisations of national repute applying for first time for these locations need to provide the address of any of their consortium partner if operating in these locations or profile of the staffs Team Leader/ (WDT members) to be engaged for the purpose from the local. Please take note of followings: If applying for more than one district, and more than one block, please mention your preferences. Documents (qualifying criteria) required are to be arranged sequentially, or else the application will be rejected. No other format will be accepted except the attach one. Consortium partners names with lead organisation is to be mentioned in the covering letter. In case of consortium, lead organisation needs to fill Annexure B while its partners need to fill in their information in Annexure C. Consortium partners need to submit their documents in a single parcel. The letter (with your EoI), addressed to the Programme Director, OTELP, Bhubaneswar, along with the details of your organisation is given format (Annexure A) should be submitted to the Office of the OTELP, Xavier Institute of Management, Xavier Square, Bhubaneswar ; INDIA in a sealed cover by 15 th June, 201 Delayed receipt and canvassing in any form will lead to the rejection of application.
