Such stakeholder target groups include people seeking formal or informal support, or who are in the process of determining their future support needs. Other stakeholders include: association and elected Board members, staff, volunteers, donors, sponsors, funding and legislative bodies, businesses, educational and research bodies, and a diverse range of groups in the general community. annecto and annecto s stakeholders can potentially contribute to social impact through linking into social, civic and economic opportunities in Australia. annecto is also operating at a time of major change through government driven social policy reform which seeks to connect services, and to increase focus on person centred, individualised, self/consumer directed and managed services models. Concurrently, government is challenged to address changing community expectations within an affordable economic and socio-economic environment. Such change signify a new government approach that focusses on goal orientated individual outcomes with the propensity to increase social and economic inclusion for people historically dependent on government welfare. This reform and the pace of change has an impact on annecto s historical core service users - being people with disabilities, older Australians seeking alternatives to residential care, and their families.

2 Position Summary: annecto wishes to expand the opportunities for people with a disability to live in their own home and community. The position of Manager Housing and Support, exists primarily to provide leadership in business development, strategic management and oversight of practice in provision of access to accommodation and provision of support for people with a disability and complex support needs. The position of Manager Housing and Support is required to lead and implement the transition and transformation of housing and support within the current reforms of NDIS, with a strong focus on change management, development of new models of Housing and Support, and capability building of staff, clients and family. The position seeks to review on an ongoing basis, service provision in this program and develop and implement strategies to strengthen practices, culture and performance consistent with person-centred and self-directed approaches and community engagement/participation. Position Characteristics: Scope: Reporting to the General Manager - Operations (Victoria) TBC, and as a member of the annecto Management team, the Manager Housing and Support will contribute to organisational strategy and effectiveness through: Significant internal/external relationships: Operational leadership and strategic management of the housing and support program to maximise community inclusion and personal autonomy for service users and Assist in facilitation of and participation in program specific and cross program planning, projects and strategies Transition and Transform Housing and Support within the NDIS reforms Develop, lead and implement new business of Housing & Support Models Management of a staff team and of volunteers. Relationship management with housing providers and with government, statutory and other bodies financing support services. General Manager - Operations (Victoria) Management Team Direct Reports Co-ordinators of services within the scope of the position. Indirect Reports - operational staff and volunteers within the above mentioned programs Liaison with government and other funding bodies, DHHS and NDIA being particularly relevant, and with housing providers.

3 Key Responsibilities and Outcomes Special Conditions: Delegations: 1 Business Development 2 Management of Housing and Support Programs and Services Referral agencies, Service users, families and carers Policy and Planning Forums Other community agencies, groups and service providers Reasonable workplace adjustments will be made for people with a disability In accordance with annecto Board/CEO delegations and quality assurance policies Participate in the development and review of strategic directions and plans for disability service Transition and Transform Housing and Support within the NDIS reforms; lead and manage change within the NDIS reforms, including SIL Quoting Develop, lead and implement new business of Housing & Support Models, including SIL Quoting Develop capability with respect to person centred active support, positive behaviour support and person centred/directed approaches, in the context of the annecto Practice Framework Facilitate the development of a culture of continuous improvement, learning and development and involvement of all stakeholders (including staff, service users, carers and volunteers). Identify and implement projects identified to be of strategic importance to disability services including focus on development of innovative housing and support models. Strategic management of accommodation related supports and services for people with a disability and their families and carers, aligned with annecto s purpose, Principles and Practice Framework specifically lead and manage change within the NDIS reforms Ensure that strategic and work plans are developed in accordance with annecto s policies and strategic directions, implemented and reviewed for all programs managed by direct reports. Resource, support and supervise direct reports responsible for the management, co-ordination and development of specific programs and

4 3 Policy Development and Review 4 Quality ensure that all services are meeting their objectives in relation to strategic plans, work plans and budgetary requirements. Participate in the negotiation and management of contracts for service delivery, property or tenancy management. Ensure compliance with legislative, contractual and internal policy, practice and reporting requirements. Implement risk management strategies and systems across programs and services. Manage and/or facilitate planned reviews and change management of services and service models. Liaise with Active Property Management (or any other designated property and tenancy management,) to ensure maintenance and an appropriate internal and external environment is maintained in houses. Manage key relationships to deliver on Housing and Support contracts, including but not limited to DHHS and NDIA Ensure that program and service policies are current and implemented Review, develop and implement Housing & Support policies and procedures in line with NDIS reforms Participate in the development, monitoring and review of the organizational policies as appropriate. Identify social and government policy trends that may impact on the direction of accommodation and support, together with appropriate organisational opportunities and responses. Liaise with peak and research bodies as requested.. Maintain awareness of social and service policy issues and service gaps from the perspective of all stakeholders, including service users, their families and carers and the general community. Strengthen and develop positive staff attitudes and community contacts. Participate in development, co - ordination and implementation of best practice projects and quality assurance accreditation, including management of quality audits.

5 5 Financial management and business development 6 Human Resources 7 Communication Review service delivery practices aiming to continuously improve programs and services for client outcomes within resource and budget constraints. Ensure that staff grievances and complaints from clients, government, or other stakeholders are investigated, and that these investigations result in learning and action. Optimise internal support worker work force. Preparation of annual budgets for accommodation and support services, receive reports on ongoing income and expenditure and undertake corrective action and cost control measures. Participate in the preparation of submissions, grants and tenders. Participate in business, project and change management plans as required for achievement of strategic and operational goals. Participate in work force planning and other employee relations strategies, informed by NDIS reforms. Ensure compliance by direct and indirect reports with organisational Human Resources policies and associated legislation. Participate in recruitment, disciplinary matters, training and development and other staffing/ human resource matters as required. Provide supervision, coaching, mentoring and performance appraisal to all direct reports and ensure that appropriate systems are in place for the supervision, performance appraisal and development of all indirect reports. Ensure health Safety and Wellbeing is a constant consideration in all aspects of annecto work. Contribute to communication within and across service systems, including the development and implementation of communication and information flow strategies. Ensure that direct reports are well informed as relevant to their responsibilities Represent annecto in a positive manner and demonstrate the annecto purpose and principles.

Participate in promotional activities as required. Knowledge and Demonstrated commitment to organisations Purpose and Principles. Experience Minimum 4-5 years of experience in a similar position Must hold relevant Tertiary Qualifications suited to the field of Management preferably within Community Care. Experience in relevant health/social sciences. Must hold a current Drivers Licence. Must demonstrate understanding of complex needs associated with disability such as spinal cord injury, autism, intellectual disability, acquired brain injury and multiple disabilities. Previous experience as a Manager responsible for providing high quality supervision and overseeing the development of new and existing supported accommodation programs or community based programs. Knowledge of local/regional community resources/professional services which support individuals within supported accommodation setting or similar environment. Demonstrated ability to work efficiently with both culturally diverse, special needs and minority groups. Demonstrated ability to work autonomously with a high degree of initiative. Excellent communication skills, both written and verbal. Developed skill in the use of computer software Word, Excel, Internet and . Demonstrated experience in working with people at all levels in a medium to large organisation with multiple sites.
