2 Breaking Barriers San Diego Program 1. Background Breaking Barriers San Diego (BBSD) is a regional strategy designed to advance the economic wellbeing of San Diego s California Work Opportunity and Responsibility to Kids (CalWORKs) recipients and other low income individuals that have a disability. BBSD will implement the Individual Placement and Support (IPS) model of supported employment model and evaluate the program design with an independent third-party evaluation. BBSD is funded by the Department of Labor (DOL), Workforce Innovation Fund (WIF). 2. Statement of Purpose The AJCC will implement the Individual Placement and Support (IPS) supported employment model serving low-income individuals with disabilities including recipients of CalWORKs, SSI/SSDI, and Department of Rehabilitation services to find competitive employment. 3. Roles and Responsibilities 3.1 San Diego Workforce Parntership Oversee and evaluate the management and operations of BBSD; Monitor subrecipient performance, quality of service, and cost effectiveness; Provide BBSD Employment Specialists technical assistance; Maintain the BBSD Management Information System MIS for use by the subrecipient; and Establish and facilitate regularly scheduled meetings with the subrecipient. 3.2 Subrecipient Adhere to the eight Core Values or Practice Principles of IPS which include: IPS supported employment services are closely integrated with treatment services. Eligibility is based upon client choice. Consumer preferences are honored. Employer contact begins rapidly after clients enter the program. 1

3 Employment specialists build relationships with employers based upon client interests. Competitive jobs are the goal. Benefits planning is offered to all clients who receive entitlements. Job supports are continuous Manage and engage project partners including County of San Diego Health and Human Services (HHSA) CalWORKs Welfare- to -Work (WTW) contractors, HHSA funded behavioral health providers, and the Department of Rehabilitation (DOR) staff to refer and recruit eligible clients Provide team-based case management approach to serving BBSD clients Conduct outreach and recruitment, to the targeted populations with priority given to CalWORKs recipients Provide intake and eligibility services Operate the IPS supported employment model base on 125- point fidelity scale Maintain BBSD staffing based on staffing model required by SDWP to achieve IPS fidelity Document and determine program eligibility, that includes the informed consent for study participation Enroll eligible clients in the program conducting random assignment by using an online random assignment tool Use the BBSD MIS Ensure and document that BBSD clients receive benefits counseling based upon their individual plan and or situation Provide monthly and timely reporting to SDWP and program partners concerning BBSD clients Work with third party evaluation partner and IPS consultant on an ongoing basis. 2

4 Develop Individual Employment Plans, and provide the full spectrum of IPS employment services emphasizing consumer choice Employment Specialist participant in all weekly IPS consultation conference calls Other tasks related to program success. 4. BBSD Program Eligibility And Referral Note: Subrecipient shall adhere to the BBSD Program Eligibility and Referral Process in Exhibit Program Study and Evaluation 5.1 Adhere to Random Assignment procedures and protocols as outlined in in Exhibit Cooperate and participate in program study activities which may include face-to-face meetings, conference calls, creating outreach and recruitment plans and other activities with evaluation team. 6. Data Entry 6.1. Have primary responsibility for entering all client activities in the MIS. Subrecipient shall be aware that the DOL, SDWP, third party evaluators and program partners may require additional data requirements Subrecipient agrees to cooperate in the collection of any additional data requirements requested by funding source Client files and MIS records will be reviewed on a monthly basis, quarterly and biannual to ensure data integrity, fidelity to the IPS model and adherence to policies and procedues Make the required corrections within 10 business days of notification or be subject to corrective action. 3

5 7. Reporting 7.1. Subrecipient shall submit programmatic reports to Program Specialist by the 20 th of each month and include additional documentation as required by SDWP as outlined in Exhibit SDWP may require more frequent reporting of funded activities as needed. 8. Documents for Distribution 8.1. All documents created by subrecipient for use in the BBSD program must be submitted and approved by SDWP and the third party evaluator. All documents must also contain the following funding statement: BBSD is being offered as part of an evaluation to determine how BBSD helps people find jobs. There will be more applicants than spaces available in this program. Individuals who are eligible for the program and agree to participate in the study will be selected into the program based on a lottery.
