PRIMARY PURPOSE OF POSITION To be the City of Sydney s prime representative in matters relating to Environment and Sustainability management for the City s Property portfolio. The position focuses on delivering superior environmental performance outcomes in line with the Sustainable Sydney 2030 Vision and the Environmental Action Strategy and Action Plan. To achieve superior environmental and sustainability performance, the role will develop and implement a best practice operational strategy and implementation plan to effectively manage the City s utilities across the property portfolio delivering against defined social outcomes, sustainable performance and customer experience. The role acts as an interface with internal and external stakeholders including Sustainability Strategy, Sustainability Programs including the Better Buildings Partnership (BBP), and Green Infrastructure, ensuring alignment of strategies and providing expertise on sustainable asset delivery and management. The role is required to drive and review the efficient delivery of all contracted sustainability & environment services by the outsourced service provider, including sustainability programs and environmental risk management. POSITION OBJECTIVES The key position objectives to be achieved by the Sustainability and Environment Manager include: Leadership Direct and lead the Sustainability and environment team and contribute as a collaborative member of the Property Services leadership team in the achievement of the Unit s overall objectives. Lead and support initiatives that improve the performance and sustainability of the Portfolio towards meeting Sydney 2030 objectives. Lead the development of strategies and plans for the delivery of the sustainability outcomes of the Sustainable Sydney 2030 Vision and Environmental Action Strategy and Action Plan through defining, prioritising, implementing and maintaining sustainability initiatives, tools and processes for the Division also considering all relevant environmental targets, regulations, legislation, strategies, policies and procedures. Promote and raise awareness, at all levels of the organisation, of the impact of emerging environmental issues, whether legislative or best practice, relating to effective and sustainable property management. Share expertise and learnings on sustainability leadership initiatives by liaising with internal stakeholders, external private enterprises and public sector organisations. In particular; with consultants, the Better Building Partnership (BBP) and suppliers providing advice and recommendations on a range of property related environmental sustainability matters. Provide environmental advocacy, expertise, assistance and information to the City s business/operational units, and external Council stakeholders, with regard to environmental matters affecting the City s buildings and assets and build organisational capacity and capability in best practice efficient sustainability management and implementation. Management Expertly manage the portfolio to deliver the strategic, financial sustainability and environmental outcomes targeted in the Sustainability Management Plans. Manage Sustainability and Environment team members for the delivery of services and report performance accordingly. Drive and monitor the performance of the outsourced Services Provider to ensure environmental and sustainability key performance indicators are met, delivering high standards of sustainability performance. Translate high level City of Sydney Strategies into deliverable short to medium term sustainability management plans. Provide practical subject matter expertise in relation to leading environmental performance for the City s significant program of new buildings including guidance on all environmental opportunities and strategic approaches to environmental ratings where appropriate (e.g. Green Star Design & As Built, Green Star Operations, NABERS and net zero ratings). Ensure strong governance of sustainability data by defining and developing the City s Sustainability Management & Reporting Platform and associated processes, including development of the scope and procurement of the next stage of this system to ensure optimum outcomes for all business units which rely on this platform. 3 Understand the City s vision and changing sustainability priorities and strategies. Translate high level Sustainability and Environmental Management Strategies into deliverable short to medium term operational strategies and tactics. Seek out opportunities for innovation to improve the sustainability and utilities performance of the portfolio. Develop/foster internal/external relationships and participate in forums that are relevant to improving future sustainability and utilities performance. Use professional expertise to provide input and advice to inform future asset strategies and sustainability management plans developed in conjunction with other divisions within the City. Develop strategies and priorities to deliver sustainability and environmental objective outcomes. Actively seek out opportunities for innovation in Sustainability to improve the overall performance of the property portfolio. 5. POSITION ACCOUNTABILITIES The Sustainability and Utilities Manager accountabilities include: Operational Strategy, Leadership and Delivery Lead and develop a highly engaged team focused on service delivery and participates in a one-team, collaborate approach to delivery and problem solving within the business. Understand the changing needs, priorities and strategies of the City of Sydney (e.g vision) and pro-actively contribute to the development of Sustainability Management Plan and strategies. Deliver budgeted bottom line results and meet relevant Key Performance Indicators for the Portfolio. Prepare, review and approve responses to Lord Mayor and CEO Letters and Council Resolution Briefs as required. Monitor and provide feedback of the sustainability and environmental service through the outsourced Service Provider. Subject Matter Expert Coordinate development and maintenance of comprehensive Sustainability Management Plans for each property in consultation with the appropriate subject matter experts and stakeholder groups. Lead the coordinated interaction between Property Services and City of Sydney client groups through building strong partnerships with stakeholders and regular and clear lines of communication. Provide specialist strategic and operational energy and sustainability advice for assets being managed, maintained, improved, acquired, repositioned or developed, working closely with internal teams including Development & Strategy, City Projects, Green Infrastructure, Sustainability Strategy, Sustainability Programs, Sustainability Marketing & Chief Resilience Office. Governance and Reporting Development and implementation of sustainability management plans and programs for implementing sustainability projects, programs and initiatives to meet the Sustainable Sydney 2030 Vision and the Environmental Action Strategy and Action Plan including the identification of new initiatives. 4 Development and delivery of the Implementation Plan for the Property Portfolio to achieve SS 2030 ES target. Managing the agreed program of sustainability and environment implementation in accordance with agreed budget, schedule, specifications and identified deliverables and strong cross-divisional liaison. Collaborative, coordinated planning, design and delivery of all relevant sustainability infrastructure and services within City Property assets. Ensure that the City has a robust and well-supported approach to the BBP program fulfilling the membership obligations in the most efficient way as well as providing environmental leadership in select commitment areas within this group. Develop procedures for, and oversee the management of the property portfolio related waste management, recycling, water, energy, land contamination, chemical and hazardous material and bespoke environmental matters. Working with key stakeholders, ensure that a program of tenant engagement on sustainability related issues and opportunities is developed and implemented and outcomes are able to be tracked and reported. This includes consideration of the suitability of Green Lease provisions for selected assets, improvement of tenant commercial waste recycling and on-selling of greener energy in specific precincts. Ensuring strong and effective communication and consultation with internal and external stakeholders, including service providers; providing a responsive, informed interface; establishing and maintaining partnerships for change. Management of cross divisional project team meetings, workshops and activities, and value adding via constructive participation in internal and external forums and project meetings and workshops. Engaging with and building the capacity and capability of staff to effectively and efficiently respond to anomalies or changes to the environmental performance of City properties and assets they occupy to ensure achievement of agreed environmental targets and key performance indicators. Define, implement and establish governance structures for the City organizationwide environmental reporting system to ensure monitoring of asset performance and provision of accurate data to enable reporting of anomalies and significant changes in environmental performance. This includes development of the scope and procurement of the next stage of this system to ensure optimum outcomes for all business units which rely on this platform. Production of high quality, professional reports and correspondence, provision of presentations and advice at Council meetings, public forums and conferences and other meetings. Ensuring robust data and consistent reporting of sustainability and utilities performance for inclusion in corporate environmental reporting including; quarterly management reviews of environmental performance, the biannual Green Report and annual CDP Cities, NABERS and CBD annual reporting requirements, maintenance and verification of the City s carbon inventory and the Better Buildings Partnership metrics database. Set portfolio targets including the negotiation and tracking quarterly with key stakeholders. Ensuring that the City property portfolio has undertaken investigations and audits to identify longer term climate change adaptation and resilience risks and opportunities and a corrective action plan developed and implemented to address these. Risk Management Accountability for effective sustainability related Risk Management as well as legal compliance. Identify specific risks and appropriate mitigation strategies and communicate for inclusion in Unit s risk matrix. Sustainability and Utilities Manager Position Description Date: Feb -17 Page 4

5 Liaise with the Facilities Manager and Property Manager on escalated environmental and related issues for properties and review corrective action plan. 6. Apply effective project planning, coordination and control methods. 7. WORK, HEALTH & SAFETY RESPONSIBILITIES The role holder must understand key obligations and responsibilities under current NSW WHS legislation and the City of Sydney Safety Management System. Section Unit Managers must actively participate in all aspects of the Safety Management System (SMS). Section Unit Managers have the following responsibility, authority and accountability: Implement risk management activities and have the power to stop work in circumstances that are deemed an immediate risk to health and safety until a satisfactory solution is agreed and implemented. Actively promote consultation, WHS training and access to information to ensure safe work procedures are understood and followed. Manage, implement and advise workers when changes have been made in the workplace (i.e. systems of work, risk assessments). 6 Report hazards and any work-related injuries/illness as soon as practicable; take reasonable care; and take immediate steps to investigate and rectify any risk to health, safety and welfare. AUTHORITY TO ACT The incumbent has the authority to take any reasonable steps to ensure that the smooth flow of operations is maintained providing the actions are consistent with the responsibilities of the position and subject to any limitations, corporate policies, procedures or safe work method statements. All personnel have the power to stop work in circumstances that are deemed an immediate risk to health and safety until a satisfactory resolution is agreed and implemented. Such circumstances may include life threatening situations or those that could result in loss of limb or other significant lost time injury. 8. ESSENTIAL AND DESIRABLE CRITERIA Essential Criteria Tertiary and professionally recognised qualifications in environment, sustainability, building services, engineering or other relevant discipline. Well-developed understanding of the Renewable Energy industry (including applicable government regulations and frameworks, in particular those that impact the establishment and running of embedded networks). Well-developed ability to interpret other regulations and contracts that impact sustainability delivery, pre-empt issues and resolve. Demonstrated ability to scope and manage feasible sustainability assessments for the Property portfolio and other assets and identification of improvement opportunities. Demonstrated experience in system management and strategic sustainability management across property portfolios. Proven ability in the development and delivery of strategic project outcomes. Experience in sustainability related budget preparation, financial management, and property revenue / expenditure analysis. Demonstrated knowledge of Sustainability Development process for new assets. High level of computer literacy, combined with a developed understanding of spreadsheet applications. Highly developed oral and written communication, interpersonal and negotiation skills. Demonstrated problem solving and decision making ability including experience in working with consultants, senior managers and elected officials to resolve high priority matters. Demonstrated ability to meet deadlines and to balance competing priorities. Demonstrated experience in managing systems, processes and sustainability reporting outputs. 7 Desirable Criteria Post graduate qualification and/or related discipline. Demonstrated understanding of Local Government Act and other relevant statutory, legislative and regulatory requirements.
