1 GOVERNANCE ADVISOR POSITION DESCRIPTION Position Title: Responsible To: Council Program: Governance Advisor Senior Consultant, Risk and Audit Governance Classification Level: Salaried, Level 7 Overview of Program The Governance Program will support the governance of the City and Corporation through the provision of governance, strategy and partnership and corporate planning services. Key Relationships / Interactions Internal External Staff members across the Governance Program Adelaide City Council (ACC) staff members across all Portfolios and Programs Lord Mayor and Council Members Executive Leadership Team Leadership Team Community Members Local Government Association Electoral Commission Ombudsman ICAC, OPI and SAPOL

2 Primary Purpose Responsibilities As part of the Governance Program the Governance Advisor will: Ensure the Council is meeting all legislative compliance requirements. Lead a number of key governance activities including but not limited to delegations, internal review of Council decisions, election, caretaker and representation reviews. Contribute to an education program across the organisation about the importance of good governance and importantly what this looks like. The Governance Advisor is responsible for: Managing a range of key governance activities including delegations, review of internal decisions, compliance assurance, election, caretaker and representation review. Contributing to a governance education program across the organisation actively supporting all staff to understand risk and opportunities impacting their program areas. Providing timely and accurate in-house governance advice (within knowledge/capacity). Supporting other activities of the Risk / Audit team including freedom of information, risk assessments, insurance services, business continuity, internal audit and controls. Managing ad-hoc reviews and/or audits as requested. Writing Committee and Council reports relevant to areas of responsibility. Liaising with key stakeholders and customers to ensure that all are kept abreast of and are well engaged throughout the governance process. 3 Selection Criteria Candidates should ensure that their application clearly demonstrates their ability to meet the Criteria detailed below. Qualifications A tertiary qualification in Corporate Governance or related field and/or commensurate demonstrated experience in lieu of formal qualifications. Demonstrated experience in the interpretation and application of legislation and regulation. Demonstrated experience in providing risk, governance, internal audit and governance services. Understanding of a project life cycle, and ability to assist with strategies relating to projects and programs and promote cross functional collaboration. Experience in applying/managing best practice business principles and practices to the development and delivery of strategies, development plans, initiatives, programs, policy and procedures for the management of initiatives, and monitoring and reporting on outcomes. Proven ability to effectively utilise allocated resources which includes planning, delegating and prioritising. Ability to prioritise and be flexible when responding to changing priorities and demands. A commitment to ongoing professional development and continuous learning. A commitment to internal and external customers demonstrated through the provision of timely, reliable and expert advice on matters within area of responsibility. Proven ability to build positive relationships and communicate with all levels of management and staff, government agencies, stakeholders and the community, both verbally and in writing. Ability to perceive the political implications or various decision paths before acting or proven ability to integrate across inter-related programs or groups to achieve outcomes. A good understanding of practices, procedures and outcomes required of a records management system. 6 Special Conditions Performance will be based upon the delivery of the agreed goals recorded in your Performance Review documentation. Some out of hours work may be required in order to meet the requirement of the role. An unencumbered Drivers Licence may be required. A satisfactory Police Clearance may be required.
