1 EAST SUSSEX FIRE AUTHORITY Job Description Job Title: Business Analyst Job Family: JF5 Senior Technical/Professional Advisor Reporting to: Programme Office Manager Responsible for: None Main purpose of the job: To capture business requirements, outline solutions and propose ways forward to support the PMO set up and operation and a variety of projects including detailed requirements, documenting of as is and to be processes, gap analysis, solution specifications and training needs analysis as necessary to support project delivery whilst ensuring alignment to the project, business strategy, processes and procedures. The Business analyst will provide support to the Programme Office in delivering projects, in outlining prerequisite, constraints, and dependencies, and highlighting risks and issues while working with work streams for the analysis, documentation and implementation and feeding into project plans, work packages, and deliverables. Performing business and data analysis to inform decisions while being a main conduit between the Project Office and the business and providing training to support implementation of new processes and ways of working. This role sits within the Programme Office, Performance and Improvement directorate PMO Manager Change Board / CMT Projects Coordinator X 2 PMO BA PMO PM Major Projects PMs (as required) Project Boards Major Projects BA (as required)

2 Main duties and responsibilities i. Know-How including; To undertake business needs analysis and requirements capturing to support project s deliverables through the project life cycle from planning to transfer to BAU: to analyse and document as is and to be processes to support project delivery, including process outline, Visio process maps, data dictionaries and swim lanes to reflect different functions. To perform detailed gap analysis in examining processes and data requirements going forward and propose solutions to address these. To develop solution outlines to address business needs with focus on business processes, data analysis, information management, applications, policies and procedures. To perform training needs analysis to support signed off changes. To produce business cases, use cases, user stories and option reports where necessary to support projects plannning and delivery. To outline prerequisite, constraints, and dependencies, and highlighting risks and issues while working with work streams for the analysis, documentation and implementation and feeding into project plans, work packages, and deliverables, escalating issues in a timely manner and providing detailed information to support mitigation decisions and ways forward. Contributing to project planning and Programme planning by providing business analysis and data analysis including roll out plans for business change or system change To produce business analysis planning and outlines To produce training plans to support projects To work with the Programme Office Manager, project managers and Project coordinators to plan, manage and monitor projects and deliver the PMO service. To communicate effectively with the business and project memebers to outline business and project requirements, as is and to be processes, data sets and information management. To work collaboratively in the PMO with team members to deliver the PMO service. To engage with agencies and suppliers as necessary to ensure solution delivery against specification. To train staff as necessary, produce training plans, training materials and know how to support project delivery and transitions. To be able to influence, support and facilitate change through the application of business analysis technical knowledge and the provision of sound arguments and solutions. ii. Problem solving To develop business analysis metrics and tools in the Programme Office. To advise on suitable solutions and ways forward, to be processes and future states. To analyse business and project requirements and feed into key project stages and solutions. To think within multiple, substantially different procedures, standards, precedents to outline fit for purpose solutions and solve problems and consider wider implications on the Business.

3 Offer interpretation to support local application of policy and ensure new solutions fit well with current policy/procedures. To collaboratively develop the PMO work, processes and standards to achieve successful delivery. To engage proactively with the business and integrate multiple sources of data to arrive at coherant analysis and solutions outline and provide excellent business analysis using various methods and tools. iii. Accountability To work with the business and project teams to outline business and project requirements effectively as well as ways forward, solutions and benefits. To assist the promotion of solutions benefits within the business to improved operational effectiveness, enhance business intelligence, collaboration and efficiency. To support the Programme Office at key stages of the project lifecycle to ensure adherence to standards, policies, procedures and legislation Support the Programme Office in developing its strategy and ensure alignment. To support business change through effective business analysis General Responsibilities This job description sets out the duties of the post at the time it was drawn up.
