1 OPERATIONS Policy No. Revision OPS POL 001 Ø POLICY TITLE : EXPANDED PUBLIC WORKS PROGRAM (EPWP) PHASE 11 MANAGEMENT Effective date 29 July 2011 The EPWP is a nation wide short to medium term government initiative aimed at alleviating poverty by utilizing public sector budgets to draw significant numbers of the unemployed into productive work whilst enabling these workers to gain skills while they work. Target Refers to the various employment and training opportunities established for the organization, based on directives from National Government and the City of Johannesburg (CoJ). Work Opportunities (WO) Opportunity to work provided to targeted individuals for any period of time. Quality of WO is measured by duration and level of income and regularity of employment. 1. DEFINITIONS Person days of Employment The number of person days of employment created during a period. This is calculated by aggregating the duration of each of the job opportunities created and dividing the total by the appropriate unit (days, weeks or months). The result is the number of person days for any given review period. Labour intensive projects Projects in which the labour content has been optimised and will in most projects comprise between 30% and 80% of the project costs. Project Budgets The total expenditure aggregated for all EPWP projects inclusive of all the sectors, infrastructure, environment and social. Person Training Days The total number of training opportunities aggregated and expressed in the equivalent number of person training days. Demographics The number of job opportunities created for women, the youth and people with disabilities expressed as a ratio of the total number of job opportunities created for any given period, for each of the four sectors. 2 Project Daily Rates Where applicable rates for the same or similar tasks will have to be uniform for the City. Task and time rates will have to comply with the terms of the Ministerial Determination act. To ensure compliance with the general requirements of the EPWP and specific requirements of any of the conditional grants such as the MIG, the MOE s and Departments will have to record, monitor, evaluate and report on the KPI s in a standard and uniform manner. To provide a framework for the implementation of the Expanded Public Works Programme (EPWP) within Johannesburg City Parks through the utilisation of contractors. 2. POLICY STATEMENT The policy framework seeks to create work opportunities coupled with training for the unemployed using Johannesburg City Parks expenditure in the short to medium term (next 5 years), in line with the national government s directive, the IDP and JCP strategy and the JCP supply chain management policy. By channelling a substantial amount of its overall annual budget allocation towards the implementation of its EPWP, Johannesburg City Parks seeks to achieve the following objectives: 3. POLICY OBJECTIVES To create short to medium term jobs for the unemployed within local communities through inter alia the implementation of labour intensive infrastructure Environmental projects. To develop skills within communities through on the job and/or accredited training of workers and thereby developing sustainable capacity within communities; To develop contractors complying with the requirements of the EPWP as an alternative method of service delivery; To capacitate SMME s and emerging contractors within local communities by facilitating the transfer of sustainable technical, managerial and financial skills through an appropriate Learnership Programme; and To maximise the percentage of the CoJ s annual total budget spent and retained within local communities by promoting the procurement of goods and services from local manufacturers, suppliers and service providers. To become an accredited training provider for specialist training in the local government green industry; EPWP Policy Page 32

3 To create work opportunities and facilitate skills training in terms of JCP s short, medium and long term resources management strategy; To develop specific EPWP procurement documentation, specifications and standards for local government green industry; To develop performance management guidelines and procedures to ensure quality service deliver by contractors within local government green industries. To integrate JCP EPWP with identified customers needs and results obtained from the annual customer satisfaction survey undertaken within CoJ regions, and To execute JCP EPWP within sound environmental management practices. All the MOE s and Departments involved in the provision of projects are expected to contribute to the EPWP. Conditions placed on the Municipal Infrastructure Grant (MIG) require that municipalities use the Guidelines for the Implementation of Labour intensive Projects for the identification, planning and design of projects. 4. GUIDING PRINCIPLES (for measuring success) International and local experience has shown that with well trained supervisory staff and an appropriate employment framework, labourintensive methods can be used to successfully implement projects involving inter alia: Low volume roads Sidewalks/Open Spaces Storm water drains; and Trenching Parks and Cemeteries maintenance Street Trees Horticulture Maintenance The approach to be adopted by Johannesburg City Parks in the implementation of labour intensive projects is that existing and planned projects are reviewed to incorporate the philosophy of labour intensive methods through the utilisation of contractors selected via the Supply Chain Management Policy of the Company. The Guidelines for the Implementation of Labour intensive Projects provides a framework for the implementation of labour intensive projects under the EPWP and gives guidance on; The identification of suitable projects The appropriate design for labour intensive construction The specification of labour intensive works The compilation of contract documentation for labour intensive projects EPWP Policy Page 33

4 Scope Management is the process required to ensure that all endeavours executed by the City and its entities which satisfy the EPWP objectives are included in the City s EPWP. 5. SCOPE AND APPLICATION The EPWP Management Plan consists of the following elements. Integration Management Scope Management Time Management Cost Management Communication Management Sector Plans Contractor Management The abovementioned will be applied on capital development projects as well as a variety of relevant maintenance programmes, including but not limited to horticultural, environmental and aboricultural maintenance. The roles and responsibilities of the entities responsible for the coordination of the EPWP are outlined in the following sections: EPWP Steering Committee (CoJ) The EPWP Steering Committee is chaired by the Executive Director of the Department of Economic Development or his designate, of which JCP is a member. City Parks is responsible for: The appointment of a dedicated EPWP Champion : ROLES AND RESPONSIBILITIES The selection of suitable projects for inclusion in the City s EPWP; Participating in setting task rates for workers to be employed on labourintensive projects; The identification of projects which are suitable for inclusion in the City s learnership programmes; Ensuring that the planning, design and contract administration of labour intensive works are carried out by consultants who have completed the necessary skills training; Monitoring and reporting on the implementation of EPWP projects in terms of standards and outputs; Selection of contractors via JCP supply chain management policy and the related contractor management; Ensuring training and development requirements are in line with National Governments guidelines and policies. 5 The EPWP Office (CoJ ) The CoJ EPWP Office forms part of the Department Economic Development. The EPWP Office will fulfil the role of advisory body providing support to the EPWP Champions and other role players. Support functions include the following: Development and implementation of the CoJ s EPWP policy, strategy and annual plans; Coordination and monitoring of the city wide EPWP implementation; Development and monitoring of EPWP targets; Monitoring, evaluation and reporting on KPI s; Ensuring SMME development and training; Ensure sustainability of jobs created; Chair Citywide EPWP Steering Committee Meetings. 7. DELEGATION OF POWERS AND DUTIES This policy provides that the Board of Directors hereby delegate all powers and duties to the Managing Director which are necessary in the implementation of this policy and applicable legislation, to: Discharge and comply with the responsibilities conferred on him/her; Maximize administrative and operational efficiency; Enforce reasonable cost effective measures for the prevention of fraud, corruption, favouritism and unfair and irregular practices 8.
