1 TERMS OF REFERENCE TENDER TITLE: RECRUITMENT OF A CONSULTANCY FIRM TO FACILITATE WATER AND SANITATION CORPORATION IN THE RECRUITMENT OF STAFF AND ORIENTATION (FRAMEWORK CONTRACT) TENDER NUMBER: /1251/S/NRB/17-18/PROC-CEO/AM/lm Background The Water and Sanitation Corporation (WASAC) is a company created out of the Reforms that the Government of Rwanda (GoR) is implementing in the Water and Sanitation Sector. This is aimed at improving the performance of the Company to meet the national targets for Water and Sanitation Services as laid out under the Economic Development and Poverty Reduction Strategy (EDPRS) II and other national policies. The WASAC wishes to retain for twelve (12) months services of Two (2) competent and professional recruitment and selection firms to assist the Management and the Board of Directors of the WASAC in the process of recruiting and orienting staff for Management positions and other categories that will fill the positions of Company. One (1) for the recruitment of staff in the Administrative positions (Law, Finance, Commercial, Procurement, ) and one (1) for technical Position ( Engineers, technicians, ) 1. Scope of Work The main objective of this assignment is the Consultant/Firm to assist the WASAC s Management and BoD in the recruitment and selection services that will provide appropriate recommendations to the BoD/Management regarding suitable candidates. With regard to the detailed specific tasks, the Consultants should carry out the following: a) The firm will collect all applications form WASAC and categorize them according the position in the WASAC organisational structure to be launched b) Spear heading the Pre-selection processes with the support of the WASAC human resources staff c) Propose the methodology for recruitment for each category of staff. Methodology has to be approved by WASAC Board of directors or Management depending of staff to be recruited

2 d) For the staff to be interviewed, the company will assist WASAC to select the panel of experts in preparing and conducting oral interviews, e) Propose placement options for staff with relevant skills and experience f) Advise on staff that have not found appropriate placement in the organization g) Submit the results of all interviews conducted to the WASAC for approval and publication; h) Prepare and submit the final report for both oral and written interviews 2. Duration of each assignment This work should be undertaken and closed within a period of One (1) calendar month for all deliverables. The Consultant should provide a detailed proposal/report that depicts the key milestone deliverables on priority basis within this period. The report shall be reviewed and endorsed by Management 3. Deliverables a) Submit the results of all interviews conducted to the WASAC for approval by management and publication; b) Prepare and submit the final report for both Aptitude, oral or written tests. Conduct a full recruitment process and Report thereof based on fair and competitive basis for any residual positions that could not be filled by transferred staff. 4. Preparation of Technical Proposal The Technical Proposal shall provide the following information to include the following; (i) A brief description of the firm s organization and an outline of recent experience on assignments of a similar nature. For each assignment the Outline should indicate inter alia, the profiles of the staff proposed, duration of the assignment, contract amount and firm s involvement. (ii) Any comments or suggestions on the Terms of Reference, a list of services and facilities to be provided by the Client. (iii) A description of the methodology and work plan for performing the assignment and the extent of involvement of Management and other line managers and HR staff as part of the Skills and Knowledge transfer requirement.

3 (iv) A profile of reputable client references where the firm has recently conducted such an activity in the last three (3) years with clear description of the scope of work, outputs and deliverables (iv) The list of the proposed staff team by specialty, the tasks that would be assigned to each team member and their timing. (The Water and Sanitation Sector is an engineering and technically laden Company. Special attention should be placed on a technically competent team from a company perspective) (v) CVs recently signed by the proposed professional staff and the authorized representative submitting the proposal. Key information should include number of years working for the firm/entity and degree of responsibility held in various assignments during the last Four (4) years. (vi) Estimates of the total staff input (professional and support staff staff-time) needed to carry out the assignment supported by bar chart diagrams showing the time proposed for each professional staff team member. (vii) A prioritized schedule of all deliverables and estimated time of delivery within the cap of One (1) month provided. NB: - Managerial to Professional level shall be having 3 steps of selection: aptitude test, written test and interviews, - Officers shall be having two stage selection: Written test and Interview - Operators shall be having written or practical tests depending on the post The Technical Proposal shall not include any financial information. 5. Preparation of Financial Proposal In preparing the Financial Proposal, consultants are expected to take into account the requirements and conditions outlined in the specific national (RFP) documents as may be required. It should list all costs associated with the assignment including; (a) Remuneration for staff assigned to the assignment and; (b) Reimbursable expenses such as subsistence (per diem, accommodation), transportation (international and local, for mobilization and demobilization), services and equipment office rent, insurance, printing of documents, surveys, and

4 training, if it is a major component of the assignment. If appropriate these costs should be broken down by activity. (c) The Financial Proposal should clearly identify as a separate amount, the local Taxes, duties, fees, levies and other charges imposed under the law on the consultants, the sub-consultants and their personnel, the financial proposal should be based on the cost of recruiting one staff in each category as stated in the scope. NB: The financial proposal will be submitted with the Technical EOI in separates envelopes (d) The Proposal must remain valid for 60 days after the submission date. During this period, the consultant is expected to keep available, at his own cost, including the professional staff proposed for the assignment. (e) The Client will make his best effort to complete any negotiations as soon as possible within this period. If the Client wishes to extend the validity period of the proposals, the consultants shall agree to the extension. 6. Qualification And Experience Of The Firm The firm will be required to provide following key staff: 1. A Team leader with minimum of a Masters degree with at least 10 years experience in recruiting activities 2. The firm must be composed of multidisciplinary team of people with expertise and qualification of at least Master s degree or Bachelor s degree with 5 years experience in the following areas: Finance, Accounting, Administration, ICT, Law, Water engineering, project management and Social Sciences, logistics/ related domains etc 3. The firm must have extensive experience (at least 3 years and above) in the preparation; organization and the correction of recruitment tests (provide credentials and certificates of successful completion). 7. Methodological Approach The written exam should include questions designed to assess the technical knowledge of the candidate on the theoretical and practical depending on specifics of these positions. The questions of the interview will give an assessment depending on the position of the candidate s personality, leadership and management styles, maturity and level of competence in his/her field.

5 The preparation and conduct tests must be based on job description and profile of staff to be recruited. The panel for the interview and the team preparing the award examinations will be set up and composed of: Staff members from the recruiting firm, Representative of the WASAC. 8. Selection Criteria Selection shall be made based on the Qualification and Experience of the Firm as outlined in seven (7) above. 6 2) Adequacy for the Assignment (relevant education, training, experience in the sector/similar assignments ) : [35] 3) Relevant experience in the region and language(s): [5] Total points [100] The minimum technical score (St) required to pass is: [ 70 ] The selection being CQS (Consultant Qualification Selection) the two first qualified consultants shall be invited to the opening and negotiation of their financial proposals. 9.
