1 Terms of Reference for local training providers as Partner for Training of Homestay/small rural lodges, Operators, local tourist transport service providers and local guides 1. Introduction: Through the European Commission (EC) funded programme, Developing Technical and Vocational Education and Training (TVET) Methodologies and Services for the Informal Economy, SNV is implementing the programme High Impact Tourism Training for Jobs & Income (HITT). The HITT programme, aims to contribute to sustainable, scalable, pro-poor economic growth in 4 Sub- Saharan countries (Benin, Mali, Ghana and Mozambique) and 3 countries in Asia (Cambodia, Nepal and Vietnam) through the development and implementation of an integrated, market-driven tourism TVET system targeting the informal economy. More specifically, the HITT programme aims to expand access for disadvantaged groups (in particular women, youth, unskilled and semi-skilled) to practical and market-oriented vocational training and facilitate direct links with the tourism industry to maximise opportunities for production, income and employment for participants. SNV Vietnam is responsible for managing the programme component for Vietnam. To carry out the programme activities, SNV Vietnam is working in partnership with the Vocational Facilitation and Consultancy Center for Underprivileged Youth (REACH), a Vietnamese NGO that provides vocational training and job placement service for underprivileged youth. Through the Inception Phase, a number of occupations in the tourism sector have been revealed that are highly demanded by the private sector and are accessible to the target groups of the Programme. These selected occupations will be the focus of training development and provision under the HITT Vietnam programme. The trainings will be developed and delivered in joint collaboration with partner organizations and local technical and vocational education and training (TVET) institutions. The selected occupations in Vietnam are: Food and beverage servers (waiter/waitress/bartender) Housekeeper/room attendant Home-stay operators Informal local tour guides, which include village based guides and local transport service providers 2. Assignment objectives: SNV is looking for locally based innovative and market-oriented tourism training service providers to coordinate the implementation of the skills building training of home stay operators, local guides and local transport service providers and facilitate income generation and job placement for trainees. The selected training service providers will work in close coordination with the HITT Vietnam team. Supervision of the field work will be carried out under the leadership of SNV assignment lead advisor. 3. Responsibilities of the training service providers: The training service providers will be responsible for overall management and coordination for the training. More in specific, the selected service providers will: a) Provide trainers that could be train to deliver the home-stay & local guide curriculums using HITT learning methods. The trainers have to attend a ToT delivered by SNV/HITT. Each training course for beneficiaries consists of maximum two trainers. b) Organise the selection of beneficiaries following criteria provided by the HITT Vietnam programme c) Organize the training of beneficiaries as per recommendations provided in the training model, which include finding training venue (actual training rooms or places) for the trainings and provide training equipment. d) Register and assess learning of beneficiaries using HITT registration and training evaluation forms 2

3 e) Assess learning outcomes of beneficiaries f) Work with local tourism authorities to issues certificate and accreditation for successful learners g) Facilitate linkages between trained people with tourist companies for internship and business linkages. h) Support beneficiaries to find additional resources to upgrade their / products i) Provide the information and support necessary for the SNV advisors to carry out their duties effectively and efficiently. j) Settle working advance/payments with SNV for all related expenses of this assignment 4. Responsibilities of HITT Program Vietnam: SNV: a) Provide the advisors necessary to deliver the technical advice and training of trainers with regards to HITT adult learning methodologies under this agreement at its own costs and in a flexible way in consultation with the partner. b) Revise curricula and developing training materials on homestay management and local guide c) Organise and bear the costs of training of trainers for selected training service providers on HITT learning methods and teaching skills for home-stay and informal guides. d) Select qualified trainers to deliver the training of beneficiaries e) Assist selected training service providers in developing detailed budget breakdown for training beneficiaries in each province f) Support selected training service providers in identifying appropriate training places for beneficiaries g) Assist selected training service providers in working with local tourism authorities for issuing certificates and accreditations for successful learners. h) Conduct and impact assessment of the training delivered six months after the training took place REACH: a) Support SNV to select qualified trainers to deliver the training of beneficiaries b) Support the organisation of Training the Trainer Courses for selected local training service providers and monitoring training courses for beneficiaries c) Assist selected training service providers in register and assess learning of beneficiaries using HITT registration and training evaluation forms d) Conduct and impact assessment of the training delivered six months after the training took place and maintain database of trained beneficiaries. 5. Additional conditions of the assignment: a) As part of the delivery of its, SNV may work in coordination with other programmes (e.g. the ILO s inland tourism project in Quang Nam and EU Funded ESRT program) and hire additional expertise as the assignment requires. b) The partner s, HITT, SNV and EC logos will figure on the publications, training materials and certificates. As per the agreement between EC and SNV, intellectual and industrial property rights for all the materials produced under this partnership remain with SNV. c) After the ToT an evaluation of all ToT participants will be done to select the trainers that will be used to deliver the first skill building training for home-stay and local guide. Selection will be made in terms of performance during the ToT, attitude, communication skills, quality, technical knowledge, etc. Trainers who are graded as good performance will be selected to train beneficiaries. 6. Eligibility criteria: Proven experience delivering and organizing vocational trainings in the tourism sector Sound understanding of the tourism and education sectors Trainers have recognised qualification/s in nominated field/s of training is highly desirable. Trainers have a number of years of experience working in the industry of nominated field/s is highly desirable. Track record of working / building up partnerships with the private sector 8. Duration of the Contract: The selected locally based training service providers will be invited to participate training courses for trainers on homestay/small rural lodge operation and local guide in August, Then selection of target beneficiaries and training courses for beneficiaries will commence from September, 2012 and complete in September, Evaluation of outcomes will be conducted in the last quarter of Submission of Proposal: The interested training service providers should submit: Submit a letter of intent, CVs of proposal trainers, plan for training organization and offer daily rates for senior trainers and medior/junior trainers. 4
