Work Location (City and Address)/Hours of Work BREE, LEAH C; STATE OFFICE ADMIISTRATOR W Allegan Street / Monday-Friday General Summary of Function/Purpose of Position This position serves as recognized resource and State representative for activities related to developing and implementing strategies to better place and support effective educators. The consultant for this position will assume primary responsibility for coordinating compliance with state and federal requirements for the employment of paraprofessionals and certified or licensed educators including teachers, administrators, school counselors, and school psychologists. The consultant will provide substantial support to the local education agencies (LEAs) on appropriate placement requirements and out-of-state applicants under reciprocity, as well aiding in developing local pipelines of teachers to address educator shortages using the permit system and traditional and non-traditional preparation programs. The consultant will work jointly with the Professional Preparation and Learning (PPL) unit on reform efforts for licensure, including school leader certificate reform and professional learning, as it pertains to certificate renewal and progression. The consultant will have responsibility for assisting in the review and approval of out-of-state applications for educator certificates and taking the lead with the team members evaluating applications to provide consistency and integrity to the process. This entails the utilization of the Michigan Online Educator Certification System (MOECS), central understanding of the automated call distribution (ACD) phone line, and providing coaching, support and technical assistance to both OPPS constituents and our customers. Such support will involve analyzing data and legislation, as well as creating and interpreting the administrative rules that will guide this work and translating these into agreed upon operational procedures that are clear and applicable to the LEAs. Additionally, the consultant may be assigned to other duties in the Office of Professional Preparation Services as needed.

2 15. Please describe the assigned duties, percent of time spent performing each duty, and what is done to complete each duty. List the duties from most important to least important. The total percentage of all duties performed must equal 100 percent. Duty 1 General Summary: Percentage: 55 Serves as the recognized resource for the Office of Professional Preparation Services (OPPS) and the State for activites related to developing and implementing strategies to better place and support effective educators in Michigan K-12 schools following the appropriate placement requirements. Serves as the recognized resource for the assigning educators to specific courses or job duties at the K-12 level based upon the certification, endorsements, designations, grade levels/ranges, and authorizations issued to the educator or school. Understands, and coordinates with the Professional Preparation and Learning (PPL) unit within OPPS, the development of educator preparation program standards and requirements for specific areas or certification or endorsement. This includes involvement in stakeholder work and providing applicable connections with OPPS procedures and implementation of changes impacting the field. Works directly with the PPL unit to aid in the development of local pipelines to address educator shortages using the permit system and traditional and non-traditional preparation programs. Works jointly with the PPL unit on reform efforts for licensure, including school leader certificate reform and professional learning, as it pertains to certificate renewal and progression. Serves as a resource to LEAs regarding certification changes and implementation of certification laws, rules and procedures. Coordinates all activities related to the appropriate placement of educators, including: coordinating with other MDE offices in certification review and understanding and participating in or convening conferences and trainings for K-12 entities. Coordinates activities related to continuous improvement surrounding aspects of certification including: providing high level technical support to K-12 schools; analyzing certification data to monitor outcomes, needs, deficiencies, shortages and functionality; providing expert feedback to MDE regarding findings; preparing technical reports for OPPS, MDE leadership, educator preparation program providers (including university deans/directors) regarding certification needs and practical implementation in the field. Prepares technical documentation and presentation materials necessary to communicate certification processes, procedures, needs, and changes to all stakeholders Maintains accurate records, monitors and organizes processes, procedures and decisions, prepares technical reports and data, and communicates with internal and external stakeholders regarding aspects of educator certification. Duty 2 General Summary: Percentage: 15 Serves as the recognized resource for in-state applicants renewing, progressing and maintaining certification. Coordinates, plans and leads application processing for in-state candidates includes providing leadership and expertise around procedures, processes, data needs/analysis, quality control systems, and continuous improvement efforts. Analyzes data, creates technical reports, and communicates findings to management to help them resolve problems. Analyzes current research and policy literature related to reciprocity, state and federal legislative and regulatory policy related to evaluation of educators for certification and licensure, as well as State Education Agency (SEA) and LEA practices outside of Michigan. Anticipates, identifies and implements process improvement needs, which entail close collaboration with the Michigan Online Educator Certification System (MOECS) OPPS specialist and DTMB programmers. Collaborates with the Professional Preparation and Learning (PPL) regarding certification needs or issues or with the Professional Accountability Unit (PAU) regarding auditing and accountability, as appropriate. Maintains accurate records, monitors and organizes processes, procedures and decisions, prepares technical reports and data, and communicates with internal and external stakeholders regarding aspects of educator certification. Duty 3 General Summary: Percentage: 15 Serves as the recognized resource for out-of-state applicants and educators under reciprocity.

Analyzes current research literature related to certification. Analyzes data regarding certification and communicate findings to OPPS, MDE and stakeholders to better align the overall certification process. Serves as expert and lead resource for the OPPS regarding the educator certification process. This includes but is not limited to evaluating, revising and documenting the administrative rules. Maintains accurate records and communicates with internal and external stakeholders regarding the data, legislation, and administrative rules. Duty 5 General Summary: Percentage: 5 Other duties as assigned. Collaborates with office staff on special projects as requested by supervisors and cross-office/unit collaborative initiatives for implementation of MDE priorities and initiatives. Anticipates and recognize other work of the unit that needs to get completed and provide necessary support. Creates technical reports for the supervisor or director as needed. Fulfills data and information requests. Prepares correspondence, reports and communications. Develops State Board of Education items, Superintendent related forms, and communications to education entities. 16. What is the function of the work area and how does this position fit into that function? The Office of Professional Preparation Services is responsible for the preparation and certification of educators including teachers, administrators, school counselors, and school psychologists in accordance with Michigan School Code, Administrative Rules, and Federal mandates. The function of Professional Educator Certification Services unit is the issuance and maintenance of educator certificates, authorizations, and permits. This consultant position provides lead support in the unit. 26. What are the minimum education and experience qualifications needed to perform the essential functions of this position. EDUCATIO: Possession of a master's degree in a field of education. EXPERIECE: Education Consultant 14 Three years of administrative or consultative experience in the field of K-12 or early childhood education, including one year equivalent to an Education Consultant P13.

5 KOWLEDGE, SKILLS, AD ABILITIES: Considerable knowledge of Michigan s educator certification, laws and administrative rules. Skills for effectively coaching, leading and developing others. Effective independent judgement and ability to anticipate needs of internal and external constituents. Strong organizational skills. Competence in current technology and computer skills particularly database, and internet-based skills. Experience analyzing data and information to make data based decisions and process improvements. Effective written and oral communication skills. CERTIFICATES, LICESES, REGISTRATIOS: Michigan educator certification, valid or expired. Valid driver's license required.
