1 WESTERN AUSTRALIAN LOCAL GOVERNMENT ASSOCIATION POSITION DESCRIPTION Position Title: Procurement Specialist Reports to: Procurement Manager Unit: Business Solutions Date Reviewed: September 2017

2 1 POSITION OBJECTIVES 1.1 Objectives of Position: To assist in the development and management of the Association s designated Preferred Supplier Program and support the delivery of Tender and Contract Management Services which provide key service requirements of member Local Governments harnessing the collective purchasing power of the sector. 1.2 Within Unit: To be a key member of the Business Solutions team contributing to the coordinated pursuit of the Programme outcomes for WALGA s Services programme. 1.3 Within Organisation: To be an integral member of a harmonized, multi-disciplinary staff team with a shared focus on the achievement of the Association s corporate goals as a united voice for Local Government which provides leadership and services to its members. 2. REQUIREMENTS OF THE JOB 2.1 Skills Ability to assist with the successful development, establishment and operation of a procurement service. Demonstrated ability to understand and apply contract development and management processes together with other procurement skills. Sound negotiation skills. Excellent written and oral communication, and presentation skills. A self starter, capable of achieving results with minimal direct supervision, in a busy business environment which demands initiative Demonstrated capacity to be a committed team player within a multi-disciplinary environment. High degree of computer literacy, particularly word processing and spreadsheet functions to prepare reports and analyse data. Time management skills. Proven organisational ability and capacity to work under pressure. Ability to operate in accordance with budget requirements, internal policies and administrative procedures. Sound problem solving, research, analytical and conceptual skills 2.2 Knowledge Sound understanding of the commercial/business imperatives/service & supply needs of local governments Knowledge of Local Government legislative and regulatory operating requirements or the demonstrated ability to fast track knowledge. 2.3 Experience Demonstrated experience in the marketing and implementation of business strategies. Demonstrated experience in procurement related activities, including contract planning, formation, evaluation, negotiation, contract award and contract management. 2

3 2.4 Qualifications and/or Training Tertiary qualifications in a relevant discipline (e.g. business management), or equivalent experience in a similar role. 3 KEY DUTIES/RESPONSIBILITIES Effective Service Development and Management Support the development and management of contracts under the Preferred Supply Programme primarily within the relevant Category Portfolio. Assist with the management of contractual/partnering arrangements with external bodies engaged by WALGA for the delivery of Association commercial services, as determined. Contribute to the research, development and running of new Association Procurement Services initiatives and enhancement of existing Procurement Services programmes. Support Association Members undertake public tender processes, other procurement activities such as document preparation and commercial negotiations which provide optimal results for the Association, its members, and in accordance with probity standards. This includes facilitating the development of contracts on behalf of client stakeholders under the Tender and Contract Management Services programme. Provide advice and assistance with procurement activities to both the Association and its members. Keep abreast of the procurement and service delivery needs of Local Governments and assist in the development of strategies to meet areas of need in consultation with Executive Managers, Managers and staff. Assist in the development of annual Business Plans for WALGA services by identifying opportunities for business development. Assist in responding to enquiries relating to contracts from customers and deliver information about access and details of Preferred Supplier Arrangements. Assist with administrative and support tasks as required. Providing procurement information and advice to WALGA members through presentation and workshops. Assist with the resolution of contract performance issues on behalf of client members. Resolve commercial and contractual issues in relation to tender documentation and in conjunction with the Procurement Manager, assist with the resolution of technical and procurement issues that arise during the tender process. Customer Service Develop and maintain harmonious relationships with all clients, potential clients and service providers. Ensure that telephone, facsimile, , written and personal enquiries from client Local Governments are attended to in a timely and professional manner. 3

4 Contribute to Organisational Strategic Goals Support other Business Units within WALGA as required under reciprocal arrangements to guarantee continuity of quality service to customers across all Association Commercial Services Contribute to organisational strategic planning and Business Solutions operational planning workshop discussions. Be at all times committed to the Association s pursuit of its corporate goals across all activity areas, as a team-focused member of a multi-disciplinary staffing compliment. Maintain harmonious relationships with all members of WALGA staff in the pursuit of the Association s corporate goals. Contribute to staff meetings. NOTE: The position may require occasional intra & interstate travel and some work outside normal hours 4 ORGANISATIONAL RELATIONSHIPS: 4.1 Responsible to: Procurement Manager of the relevant Category Portfolio team 4.2 Internal Works closely with: Executive Manager Business Solutions; Finance and Accounts; Other Category Portfolio teams; and Procurement Systems and Improvement Services team 4.3 External Procurement Officers in Member Local Governments Member Local Governments CEO s and/or Senior Officers. Representatives of partner organisations and service providers to the Association and its members 4

5 5 EXTENT OF AUTHORITY This position operates within the limits of Association s policy and relevant legislative constraints. This position may exert influence in the areas of: Development and enhancement of Association services. Developing customer service initiatives All positions require some degree of problem solving, creativity and judgment in order to fulfil the objectives and requirements of the position. This position undertakes problem solving through consultation, negotiation, research and the development of innovative solutions. This position may make recommendations to the Business Solutions Managers and Executive Manager, Business Solutions on potential commercial partnerships, contractual arrangements with suppliers and other contracted bodies, establishment of new service initiatives, improvements to scope of services and service delivery processes, and marketing strategies.
