Background Information - Myanmar UNOPS Myanmar is one of UNOPS leading o ces in Asia, acting as fund manager for three of the largest development programmes in the country, namely the Access to Health fund, the Livelihood and Food Security Fund (LIFT) and the Joint Peace Fund (JPF). In addition, UNOPS is Principal Recipient for the Global Fund in Myanmar and for the Global Fund s regional artemisinin-resistance initiative targeting drug resistant malaria in the greater Mekong sub-region. UNOPS provides procurement, infrastructure and project management services to a wide range of organizations in the country, including the Government of Myanmar, international development partners, other UN agencies, NGOs and INGOs. UNOPS plays a critical role in ensuring that the quality of services provided to its partners meets stringent requirements of speed, e ciency and cost e ectiveness. 1/6

2 Background Information - Job-speci c UNOPS is Fund Manager for the Access to Health Fund starting January The Fund is established by a consortium of four donors to support health outcomes in Myanmar. Under the overall supervision of the Fund Director, and direct supervision of the Manager, Fund Director s O ce and Communications, the Communication andcoordination Analyst will coordinate and communicate across programme teams and the Fund Board. S/he will work closely with the Communications Unit and the Fund Board, and will collaborate with o ces across UNOPS and Access to Health Fund. Functional Responsibilities The main functions of the Communications and Coordination Analyst include: Liaise with the Fund Director to establish programme information needs of the Fund Board and be responsible for the delivery of the requests. Prepare factsheets and materials needed for workshops, seminars, brie ngs, and events. Manage the organisation of programme eld visits by Fund Board members or other relevant stakeholders and coordinate others by preparing itineraries, brie ngs, travel authorisations etc. Identify and encourage cross-programmatic approaches and support implementation of crossprogrammatic initiatives. Plan and coordinate the assessment of proposals submitted for funding and the production of recommendations to the Fund Board, consistent with the Fund s strategy and operating guidelines. Contribute to the design and implementation of external and internal communications strategies for Myanmar and international audiences, including digital strategies, visibility guidelines and strategic event and campaign strategies. This may include support to branding exercises, or preparation of written and visual content for distribution to stakeholders. Manage the timely submission of key reports such as monthly updates and inputs to progress and annual reports. Manage inputs from across programme teams during the preparation of Terms of Reference for national and international consultants. Develop and maintain strong advocacy channels and networks with media and government (in particular the Ministry of Health and Sports), maintaining relevant contact lists and content libraries. Support in the coordination of Fund Board member inputs to Fund Board decisions and feedback to the Fund Management O ce. Monitor adherence to Joint Cooperation Arrangement and other relevant governance documents. Support the Chair, including preparation for Fund Board meetings and drafting of correspondence to support the Chair s lead role in communications. 4 A Master s degree in international development, public administration, communications, economics, business administration, or eld related to the functions above is required. A Bachelor s degree in combination with 2 additional years of relevant experience may be accepted in lieu of the Master s degree. b. Work Experience Minimum 2 years of professional experience in project or programme management or communications is required. Strong English writing skills and speaking skills required. Experience working and/or cooperating with development partners, including donors, and local partners is desirable. Prior experience working in health projects is desirable. Computer literacy in Microsoft packages (MS Word, MS Excel, MS Access) is required, along with the ability to use software tools to present data clearly and concisely. Fluency in both written and spoken English and Myanmar language is required. c. Languages Fluency in both written and spoken English and Myanmar language is required.
