1 Education & Child Protection Manager, Somalia Location: [Africa] [Somalia] Town/City: Garowe Category: Project Management PURPOSE OF POSITION: To provide management leadership and guidance to successfully support World Visions efforts to promote Child Protection and Education programs in Puntland State of Somalia. The Project manager will provide overall leadership and management (planning, implementation, supervision, monitoring and evaluation) of all Child protection and Education projects in the two states. S/he will provide technical, administrative, financial and human resource management oversight in accordance with WV policies. S/he will ensure effective and efficient implementation of the project including ensuring visibility and effective communication with all key stakeholders. The Manager shall fully comply with safety and security procedures, child safe organisation policies of WVI and program / humanitarian accountability practices and ensure partners adhere to these and be accountable for it. S/he will also help facilitate the integration of the project with the WV and Governments longer-term development programming on child protection and Education in the two states. KEY RESPONSIBILITIES: Leadership and Management: Provide leadership to the project team in fulfilling of the project objectives. Provide guidance and create conditions necessary for the effective execution of projects by the staff team, partners as well as the community. Project Design Implementation and Monitoring: Manage teams to implement protection and education related programming according to proposal specifications.

2 All document guiding implementation such as budgets, DIPs, projections are prepared and used correctly. Ensure that projects are initiated where needs arise in child protection and Education. This could include meeting donors to discuss grant opportunities, developing project designs with program teams and developing budgets with finance team and the Programme Development Unit. Ensure needs assessments and surveys conducted, data analyzed and suggestions made for appropriate interventions as need arises in the field of Child Protection. Regular monitoring and reporting of project implementation. Timely Submission of quality narrative and reports to line manager on project progress, program team and donors. Coordination and Networking: Maintain and create strategic partnerships and networks with donors, UN, and other NGOs. Actively participate in Protection and Education Cluster meetings in Somaliland to ensure WV Somalia programming information is shared and request for cluster mechanisms are responded to. Keep and share information from INGO meetings, government correspondences and internal World Vision Lessons Learned. Ensure that World Vision is represented in coordination forums and review meetings. Liaison with donors, UN/NGO partners, bilateral, multilaterals and Support Offices is maintained. Staff Management and Capacity Building: Conduct recruitments as per HR policy and local considerations. Build Capacity of protection staff basic project management which includes proposal and logframe design, budget management, in collaboration with administration and Finance departments. Staff appraisal done and clear performance goals agreed upon. All project staff issues are managed to required expectations. Staff capacity is constantly improved to meet the challenges of their job. 3 Community and CBO Capacity Building: Collaborate with local authorities, communities and local partners to ensure child protection programming is driven by community-identified need. Work closely with existent community structures to facilitate the implementation of child Protection interventions at the village level and government level. Actively seek to build community capacity to protect the rights of children; access to Education and freedom from Abuse and exploitation. Assist Education/Protection related ministries set up and supervise Child Protection/Education programming. Identify relevant and vibrant CSOs and CBOs and conduct CA and undertake systematic capacity building. Financial Control and Budget Management: Ensure appropriate financial systems, procedures and controls are used in the effective management of human, financial and physical (supplies and assets) resources. Monthly financial projections are prepared and submitted for funding in a timely manner. Management response to audit queries is done on a timely basis. Asset inventory in place. All assets are adequately safeguarded. Facilitate preparation of program budgets, narrative reports, updates, financial reports and submit them with the agreed time frames. KNOWLEDGE, SKILLS & ABILITIES: Masters degree in relevant field (International development/international relations).

4 Experience in blending development in aspects of gender, education and child protection in project design, implementation, monitoring and evaluation in a complex humanitarian context. Extensive knowledge of development issues and understanding of the Child Protection and gender issues. Excellent application knowledge of MS Word, Excel, Power Point, Lotus notes and internet applications. Experience in writing proposals, project documentation, reporting, program information for donors and the World Vision partnership. Familiarity with grant compliance and procedures of key donors in the field of Child Protection and Advocacy as well as SPHERE Standards and Good Enough Guide. Capacity to provide solid leadership and decision-making skills for efficient and effective day to day project implementation. Ability to work with different partners, local authorities, local organizations and NGOs, to develop and maintain positive relationships. Willingness to assume other project tasks as required. Demonstrate well developed interpersonal skills, excellent communication skills, both verbal, written (in English) as well as negotiation skills. Strong understanding of systems design and implementation protocols. Strong inter-personal skills, and proven team-player. Excellent written and oral communication skills. Proven ability to manage competing priorities. Able to solve complex problems and to exercise independent judgment. Able to work in a cross-cultural environment with a multi-national staff. Perform other duties as required. Work Environment/Travel: Work environment: Field Based in Hargeisa Somaliland. Frequent travels within Somaliland to meet beneficiaries and
