Voice Over Announcer Male INTRO The Workforce Investment Act assists customers with work preparation, employment attainment and career development. The program s primary objective is to provide customers with training opportunities, education, and employment programs to meet employment needs. One component of WorkForce One s program is the use of "Individual Training Accounts" which allow adult customers to get the skills and credentials needed to succeed in the labor market through training. In this video orientation, you will learn the program participation eligibility requirements, specific program rules and procedures, and the availability of other WorkForce One services. Please Note: there are eligibility requirements for this program andall information provided in this video is subject to change. Final program eligibility will be determined by your case manager. To best take advantage of this program it is important that you pay attention to the material covered in this video. During the video, special graphics will display questions related to the topics covered in each section of this video presentation. You will be given multiple choices for the answers to these questions. In order to complete this video course you must successfully answer all the questions. Lets go out to one of our centers and Reporter Richard Stone Richard. - Male Our Locations WorkForce One has three full-service offices located in Broward County. WorkForce One North is located in Pompano Beach. WorkForce One Central is located on Oakland Park Boulevard in Fort Lauderdale. And WorkForce One South is located in Hollywood. (Show address on screen) Extended Hours of Service In order to better serve our customers all WorkForce One centers now have extended hours. We are opened on Mondays through Thursdays from 8 AM to 7 PM and on Fridays from 8 AM to 5 PM. During weeks with a legal holiday, all centers will operate from 8 AM to 5 PM and will close on the holiday. For instance, if Memorial Day falls on Monday, the centers will be closed on Monday and the schedule of operation for the remainder of the week will be 8 AM. to 5 PM. The center will return to its regular schedule the following week. Dress Code If you are coming to any of our centers, WorkForce One requires that all participants dress in business casual attire. For our male customers this means dress slacks or khakis with a dress shirt. Sweaters, either pull over or cardigan type and dress shoes or dress boots. For our female customers this means dresses and skirts at or below the knee, dress slacks, or dress suits. Sweaters and blouses, dress pumps, sandals, boots, or flats. Please dress appropriately and conduct yourselves in a professional business like manner as we often have employers in our centers looking to interview applicants on the spot. Now back to you in the studio. - Female What is WorkForce Investment Act WIA Workforce Investment Act is a program designed to provide employment related services, to help job seekers return to the workforce. Our ultimate goal for this program is job attainment. WIA Eligibility There are three funding streams in WIA. Adults The first funding stream is the Adult Program. Adults are individuals over 18 years of age who may not fit the criteria for the other categories. Eligible program participants must 3

4 fall within certain income guidelines and have a barrier to employment in order to be eligible to participate. To establish that you meet the income standards, any and all income received within the last six months prior to your WIA application is required in your income determination. If you're married or have a family, you must provide income information for the last six months for you and your spouse as well as all individuals determined to be part of your family. A family consists of husband, wife and dependant children only. Extended family income is not required. The number of people in your household at the time of your application will also be counted to determine your family size and income level. The only exception is if you are receiving food stamps, cash assistance or Social Security Insurance benefits, if so we will not need verification of your income. You must provide verification to prove that you are receiving these services to be eligible to participate in our program. The documentation could be a paycheck stub, a public assistance print out - either from food stamps or SSI. If you have not worked in the last six months, then you must bring in a notarized letter from a family member stating that they support you financially and how long they have supported you. If you have been recently laid off or terminated and are receiving unemployment, you do not need to bring in income verification. Documentation that shows your family size will be required. This can be a marriage license if married, and certificates and Social Security cards for all children/dependants. As we previously mentioned, participants must have barriers to finding and keeping a job. A barrier to employment may be physical, mental, emotional, relationship based issues, career, and/or financial issues. Whatever your barrier(s), if you are able to work WorkForce One is able to help you! Now Richard will cover dislocated workers and the youth program Richard? - Male Dislocated Workers The second funding stream is called the Dislocated Workers Program or DW for short. A Dislocated Worker is an individual who has been terminated or laid off (or has received notice of a termination or lay off) and is eligible for unemployment or has exhausted unemployment benefits A secondary part of the dislocated workers program is Displaced Homemakers. The term displaced homemaker means an individual who has been dependant on the income of another family member but is no longer supported by that income and for that reason has diminished marketable skills. 4

5 In general, this program is for individuals who haven't worked in a long time. It applies to both males and females, married or single who find themselves returning to the workforce because their economic support has stopped. This could be due to divorce proceedings or any other crisis that can be documented. Income determination is not required in the Dislocated Worker program, but participants must maintain a job search list. No matter which program you are enrolled in, you are eligible to receive the same services from WorkForce One. WorkForce One will decide which program you qualify for and will place you in the correct program. Youth Program The Workforce Investment Act (WIA) Youth Programs provide employment and training activities for economically disadvantaged youth ages 16-21, who has one of the barriers to employment as identified in the WIA program. These barriers include: i. Individuals who are school dropouts ii. Individuals who are basic skills deficient iii. Individuals who are pregnant or parenting iv. Individuals with disabilities, including learning disabilities v. Individuals who are homeless or runaway youth vi. Individuals who are offenders vii. Other eligible youth who face serious barriers to employment The objective of WIA youth is to ensure the employment needs of Broward County s young people are met and to develop programs that will help all eligible youth to succeed and become self-sufficient. The following four program elements are used in developing a youth's individual career strategy: Improving educational achievement (including such elements as tutoring, study skills training, and instruction leading to secondary school completion; dropout out prevention strategies, and alternative secondary school offerings) Preparing for and succeeding in employment (including summer employment opportunities, paid and unpaid work experience, and occupational skills training) Supporting youth (including meeting supportive services such as bus passes, clothing vouchers, and providing adult mentoring, and comprehensive guidance and counseling) and Offering services intended to develop the potential of youth as citizens and leaders (including leadership development opportunities). Work is first. Not all WIA candidates qualify for training. Eligible participants must need training in order to get a job or a better job. However, if you possess the skills to get a job with a sufficient wage now, then we will assist you with getting a job not training. How do I qualify for Training Assistance? The WorkForce One Case Managers will make the determination based on your work history, education history, and the demand for job seekers with the same skills that you possess. By taking the online orientation today your name goes on the list. Please ensure that your name and telephone number are correct. Please print your certificate at the end of this course and bring it to your nearest WorkForce One Career Center, in order to get assigned a Career Counselor and get your initial appointment scheduled. When you meet with the WIA case manager, they will tell you that it is important that you register into our state system which is the Employ Florida Marketplace (EFM). Everyone must register at the Employ Florida Marketplace (EFM). You can do this online at Also it is very important to create or upload a complete resume onto EFM. This is because often employers will check through the resumes on EFM when looking for potential applicants for their open positions. Remember that all the services at WorkForce One are at no cost to you. Please take advantage of them. The fax machines, usage of the phones, the computers, and the Internet for job search activities, are all tools that will help you find employment. 6

7 Targeted Occupations If you are found to be eligible for training, WorkForce One will provide you with a regional targeted occupations list that shows the occupations in demand in Broward County. On this list are many job categories. Such as accountants, bookkeepers, cement masons, computer programmers, cost estimators, database administrators, dry wall and ceiling tile installers, first line supervisors, firefighters, graphics designers, health and technology, insurance underwriters, legal services, real estate brokers, securities and financial service sales agents, ship engineers, surveyor's, teachers, truck drivers, and welders just to name a few. Over 100 different job categories are listed. Included on this list are annual job openings, annual percentage growth within the job or industry, the entry-level wage rate as well as the mean wage rate. This information should give you a good idea of what jobs to look for based on your interests and skills. You can also use this list to help you select the type of training you want to go into. Approved Training Providers List WorkForce One has an approved training provider list called an ITA list. This list can only be displayed online. Please take note of the web address shown on the screen. On this list you will see the approved schools, course names, links to the courses, costs of the course and/or school, the contact person's name at the school and phone number. Please complete your research by visiting the schools. Ask questions. Select what is best for you. For example, don't select a training program that takes two years to complete when you know you can only attend class for six months. Select something in which you know you can succeed. Education If after looking over the regional targeted occupations list of occupation, you find that you are interested in going back to school or getting retrained through a training program, please speak to your case manager. WorkForce One requires that you apply for the PELL grant if you are interested in a long-term training program that lasts six months or longer. If you plan to attend a program that is shorter than six months, or if you already have a post-secondary degree, such as a bachelor s or higher, you need not apply, as you will not meet the PELL grant eligibility requirements. It is important to provide documentation if you are determined eligible or have been accepted into a training program -- either way we need documentation. If for any reason you are determined in-eligible to apply for financial aid, it will not impact your eligibility for any of the other services that you can receive through the Workforce Investment Act Program. 8 Show Graphic Question #2 WorkForce One will provide two lists to assist you in determining employment interests and training. They are: A Adult Program Job Lists B Online Research List and Online Development List C - Targeted Occupations list and Approved Training Providers List D - None of the above The correct answer is C Cut to Field Reporter - Male Selective Service Almost all male U.S. citizens, and male Aliens between the ages of 18 and 25; who were born after Dec. 31, 1959, and reside in the United States, are required to register with Selective Service. Although this was previously called the draft, it is important to note that registration does not automatically induct a man into the U.S. military. Failure to register for the Selective Service will make you in-eligible to receive WIA training or other federally provided services. For instance, you will not be eligible to receive financial aid, if you do not register for selective service. If you are over the age of 26, and have not registered, it is too late to do so. The only exception is if you were out of the country, or incarcerated between the ages of 18-26, and have documentation to support this. 9 This list will help to ensure that you provide us with the documents needed in order to determine your eligibility for participation in the WIA program. You can check off the boxes as you gather each of the required documents to ensure that you have all of the documentation needed to verify your information. A checklist of these items is available at your local WorkForce One Center. If you have difficulties obtaining any of these documents or have questions, please do not hesitate to contact your Case Manager. Information that needs verification includes: Information Being Verified Name Social Security Number Age Citizenship Broward County Residency Selective Service (males born after 12/31/59) Acceptable Documentation Picture ID or Marriage Certificate Social Security Card (original) Picture ID or Birth Certificate Birth Certificate, US Passport, or Alien Resident Card Picture ID or Utility Bill Printout from Last 6 Months of Income Only one (1) source of Income is required Family Size Background Check Education & Work History Paycheck Stubs Public Assistance Printout (Example: Food Stamps or SSI) If you have not worked in the last 6 months, then you must bring a Notarized letter from family member stating that they support you financially and for how long. A Name, Social Security Number, Age, Citizenship B Broward County Residency, Selective Service, Income C - Family Size, Background Check, Education & Work History D - All of the above The correct answer is D Cut to Field Reporter - Male Follow-Up After you have completed the WIA program, which means that you have successfully completed your training and/or have found that right job, the WIA counselors will call you periodically to see how things are going. Your Career Counselor will conduct followup with you for one (1) year after your case closes, this is mandatory. The purpose of the follow-up services is to ensure that you remain employed. Our Career Counselors can help you with the problems you may be experiencing and connect you with resources to help. For WorkForce One performance tracking purposes, we are required to collect your employment information once a new job is obtained. This information makes it possible for us to continue to provide quality services to the community at no cost. Please complete let us know PRIOR to your start date that you have obtained employment. Upon successful completion of the test you should print a completion certificate. You must take your completion certificate to the WorkForce One center nearest to you to receive an initial assessment appointment. During this appointment, you will meet with a WIA case manager to determine if you are eligible for the WIA Program.
