1 JOB DESCRIPTION DIRECTORATE: SECTION: JOB TITLE: RESPONSIBLE TO: SUPERVISORY RESPONSIBILITY: Superfast Cornwall Digital Inclusion Officer Project Manager Potential shared supervision of ad hoc work experience placements KEY RELATIONSHIPS: Company: Council: External: Superfast Cornwall team, Members of Contract Services, Development Services, Business & Skills Officers within Economic Development, Children s, Schools & Families, Cornwall Library Service, Adult Education BT, BT Cornwall, voluntary & community Sector (incl Cornwall Rural Community Council, Cornwall Neighbourhoods for Change, Transformation Cornwall), mainstream training providers, various parish and community groupings, Cornwall Works, Scilly Works, health trusts, social housing providers MAIN PURPOSE OF THE JOB: To lead the delivery of Superfast Cornwall s digital inclusion programme, working with key local partners, community organisations and volunteers to facilitate, support and deliver basic IT provision to learners in Cornwall and the Isles of Scilly (IoS). KEY TASKS: Service delivery Development of a programme of direct training delivery, working with community groups, social housing providers and other partners, to provide basic computer courses and taster events to beginners Liaising with mainstream training providers and other training organisations to facilitate and support a wider programme of basic IT literacy training which will contribute towards an overall target of 1,500 learners by March 2015 Working with the volunteer network manager to identify opportunities to develop and build capacity within the network and providing support where required to initiate volunteer-led IT sessions Working with partners such as social housing landlords and Cornwall Council to deliver pilot schemes to increase availability of public access Internet Working with BT and partners in the care and health sectors to deliver activities to support the demonstration and use of telehealth and telecare applications

2 Promoting the programme s aims and securing new partnerships through participation in local networks and events Relationship management Build, develop and maintain relationships with key partners in Cornwall and IoS to promote and develop the digital inclusion programme and secure effective partnerships for delivery of training Build, develop and maintain relationships with funders to ensure they are aware of project achievements, and building a foundation for potential longer-term support Represent Cornwall Council and Cornwall Development Company at national or regional meetings and events to develop opportunities for new partnerships and/or business Service development To explore opportunities to extend the remit of digital inclusion activities incorporating the use of telehealth / telecare technologies Support the promotion of superfast broadband availability in Cornwall, working with community groups and venues to signpost to the programme s information and advice on installing a superfast connection Monitor and report to senior staff on emerging issues and potential opportunities to further develop the programme s digital inclusion activities Lead on cross-cutting project or team development activities as required to enhance the performance of Cornwall Development Company Technical Design appropriate methodologies for delivering basic IT training, utilising available best practice resources and integrating local knowledge to assure appropriate provision to learner groups Maintain up-to-date professional knowledge of digital inclusion policy changes, resources and interventions aligned with best practice Leadership & management Manage the delivery of train the trainer digital awareness sessions with JCP advisors, providing advice and guidance in enabling them to better support their customers Mentor, advise and guide members of the Superfast Cornwall Volunteer Network Oversee the delivery of specific tasks by work experience placement(s) - TBC Performance reporting & management Ensure appropriate systems are in place to record and report against targets and outputs as required by funders or other stakeholders Contribute to Superfast Cornwall programme board monthly reports and other internal reports as required by the company Maintain all internal files and data in accordance with audit requirements and company practices Resource management Monitor expenditure against agreed budgets, ensuring that value for money is achieved and that all spending is within agreed targets Customer feedback Maintain excellent communication channels with partners and funders, ensuring effective two way process of feedback is in place Provide written responses to enquiries or complaints for approval by senior staff
