1 Job Title: Grade: Responsible to: Responsible for: Management Accountant MG1 MG3 Head of Finance and Business Partnering Payments Advisor, Accounts Receivable Assistant, Payment Assistant Role Purpose Support the development and effective delivery of high quality financial services on which livin can place reliance in order to meet its business objectives and the needs of all internal / external customers and other stakeholders. Maintain livin s Business Plan, Value for Money self assessment, monitor the Investment Programme and associated financial records. Provide Treasury Management and Service Charge functions Duties Assist the Head of Finance and Business Partnering with the provision and analysis of data in developing strategic plans for all aspects of financial services including preparation and control of livin s Business plan model and Departmental Budgets. Be responsible for the Treasury Management function and ensure appropriate arrangements and procedures are in place in accordance with relevant codes of practice. Be responsible for the production of monthly cashflow analysis and advise the Head of Finance and Business Partnering on best utilisation of cash resources. Be responsible for the maintenance of livin s capital accounting records and asset register. Provide relevant input to the production of the livin s statutory accounts in relation to capital accounting. Be responsible for the production and maintenance of livin s Annual Value for Money Self Assessment and Strategy Review. Ensure the financial integrity of all financial calculations, records and payments. Ensure that all relevant reconciliations are completed in a timely manner

2 Assist in maintaining the effectiveness of day to day financial management and associated systems ensuring that all accounting, rents and accounts receivable and payments to suppliers are delivered to high standards. Responsible for livin s service charges. Liaise with budget holders and provide financial assistance and advice Maintain the policies and procedures of the finance team and ensure that they are well documented Ensure that financial regulations and other policies are followed at all times Prepare relevant financial returns required by the HCA and other Organisations for approval by Senior Management Team and/or the Head of Finance and Business Partnering. Prepare relevant financial performance measures and monitor their performance on a regular basis. Assist in service reviews as required. Assist in providing financial advice/analysis for effective procurement in liaison with external Procurement advisors. Prepare accurate and timely financial management reports covering all aspects of the livin s operations. To monitor capital spend through livin s development and growth strategy, with particular focus on developments subject to the HCA Grant Regime. Assist in the submission of Grant Funding applications made by livin for Corporate Initiatives and review, approve and sign off all grant applications. Perform Equality Impact Assessments for the section where required. Assist the Head of Finance and Business Partnering with the production of accurate and timely financial management reports covering all aspects of the livin s operations. In particular producing the following: Monthly revenue budgetary control reports to all Budget holders Management accounts to Committee Management reports to livin s Board and various Committees Assist with the production of livin s Statutory Accounts, provide all supporting schedules required and assist/ liaise with external auditors as necessary. Provide information for / and liaise with the Internal auditors as necessary. Monitor and ensure that all internal and external timetables for the provision of financial reports and data are met.

3 Assist with data matching exercises under the National Fraud initiative and act as a contact for data sharing in respect of any fraud investigations. Co ordinate the production of the livin s Capital and Income and Expenditure budgets. Act as reserve to the Land and Property Valuer for the calculation of monthly Market rent charges for properties converting to Affordable rent Be responsible for calculating process, marginal and other costing models and performing other business costing analysis. Be aware of the duties and role of the Financial Accountant and provide cover when necessary. Undertake any other duties as directed by the Head of Finance and Business Partnering that fall within the remit of the post. The main duties and responsibilities of the post outlined above cannot fully define the existing or future activities that the post holder will be responsible for. At a time of substantial change these may vary without materially affecting either the character or level of responsibility of the post.

4 Experience Competence in use of PC based Systems, preferably Excel and Word Experience, knowledge and understanding of networked financial management packages. Experience of working in a Housing finance function Experience of providing a customer based service Experience of involvement in the corporate management of an organisation is desirable Experience of staff supervision Experience of dealing with non finance staff on finance issues Knowledge/Skills Strong management skills. Extensive knowledge of business planning (using Brixx Software) Value for money requirements and treasury management Education/Qualifications Relevant CCAB professional qualification or CIMA [e.g. ACA, ACCA, Cipfa] Experience in a Housing Association accountancy team Evidence of continually developing professional knowledge
