1 Recruitment of Chief Executive Officer for Healthwatch Cornwall CIC Healthwatch Cornwall CIC is the independent people s champion for publicly funded health and social care services in the county. Healthwatch Cornwall CIC was established in 2013 as part of the Health and Social Care Act It is led by a Board of Directors, which includes the Chief Executive Officer, and employs a core staff team to deliver its contractual and statutory responsibilities and additional services and contracts as appropriate. The Board is looking to appoint a new Chief Executive Officer who will be a Board Director and provide executive leadership to the organisation. Job Outline Post Title: Healthwatch Cornwall CIC Chief Executive Officer Salary : 35,000-38,000 p.a. (full time) Hours : Negotiable for the right candidate Annual leave: 28 days per annum plus paid bank holidays Pension : A stakeholder pension will be available from April 2017 Location : Truro, Cornwall Contract : Permanent Role Summary The postholder will provide strong, inspirational executive leadership for Healthwatch Cornwall CIC including: Working with the rest of the Board to develop and deliver the organisation s strategic and operational plans Ensuring high quality delivery of the Cornwall Council/Healthwatch Cornwall contract Providing leadership, management and support to the staff and volunteer team Ensuring Board compliance with the legal requirements of Companies House 1

2 Key responsibilities Strategic leadership Ensure that Healthwatch Cornwall is user-focused and able to champion the voice of users in the health and social care system and with particular regard for equality and diversity issues Work with the rest of the Board to review the organisation s mission, policies and procedures and strategic business plan Identify and implement appropriate methods for monitoring and reviewing the business plan on a regular basis Ensure that Healthwatch Cornwall CIC complies with its governing document, company law, relevant legislation and statutory regulations, including those of Companies House Work with the rest of the Board to ensure that Healthwatch Cornwall improves performance in line with identified best practice Identify and develop new business opportunities and services, including the preparation of bids and tenders, that are in line with the aims of the organisation and without compromising its position of independence Operational management Lead on management of the contract with commissioners and take responsibility for ensuring that contract requirements, objectives and performance measures are met Organise and participate in the arrangement and management of Healthwatch Cornwall CIC Board meetings, seminars and workshops Ensure that an effective information and data management system is in place to provide a reliable evidence base which underpins the work of Healthwatch Cornwall Ensure that Healthwatch Cornwall has all the appropriate systems in place with regard to management of information and data, quality assurance processes and procurement and commissioning procedures Ensure appropriate reports and presentations are made to the Board and other agencies as appropriate on the activities and performance of Healthwatch Cornwall Prepare an annual budget for the Board and present quarterly financial reports Ensure best use is made of financial resources, property, equipment and information technology Relationship management Take overall responsibility for all internal and external communications Lead the public face of Healthwatch Cornwall in promoting and furthering its aims and objectives, including relationships with the media Ensure good relations and high levels of influence across the health and social care sector in Cornwall, including with the Health and Adult Social Care Overview and Scrutiny Committee and the Health and Wellbeing Board Develop and maintain good relationships with Healthwatch England, other local Healthwatch organisations, Care Quality Commission, NHS England Promote collaboration and strategic engagement between voluntary and community organisations, statutory and government bodies, schools and colleges, NHS organisations, the police and other relevant bodies Ensure appropriate representation of Healthwatch Cornwall on a wide range of local, regional and national committees, boards and groups as required and determined by the Board 2

3 People management Develop and manage a motivated and expert team of paid staff and volunteers able to deliver the business and operational plans of Healthwatch Cornwall Establish objectives, performance management and appraisal processes which are personcentred and support the aims of the organisation Work with the Board to develop and implement policies that promote equality and diversity, Support the Chair in the continued engagement and involvement of all members of the Board General Maintain personal and professional development to meet the changing demands of the job Undertake any other duties and training as may be reasonably required and which are consistent with the general level of responsibility of this role Undertake health and safety duties commensurate with the post To demonstrate and promote high standards of behaviour in the public sphere through the seven principles of public life: o Selflessness o Integrity o Objectivity o Accountability o Openness o Honesty o Leadership 3

4 Person Specification Essential criteria Qualifications Educated to degree level or qualified by relevant experience Desirable criteria Qualifications Qualified in a health or social care discipline Management qualification Experience and skills Significant experience at senior management level in either public and/or voluntary sector Excellent communication, presentation, influencing and interpersonal skills Capable of playing an active role at meetings Good ICT skills, including Microsoft Office and use of databases Ability to work well as part of a team Good analytical skills Financial planning and budget management skills Ability to negotiate and influence at a strategic level Excellent time management and ability to work under pressure, meeting deadlines Experience of working in partnership Experience of managing people Experience of managing difficult situations and relationships Experience and skills Experience of working at senior level with NHS or local authority Understanding and experience of working with a Board Experience of business development, securing funding and income to sustain and grow operations Experience of writing bids and tenders Experience of public representation and/or influence Experience of using effective involvement and engagement techniques Knowledge Strong understanding of the role of Healthwatch, public engagement and commissioning process Good understanding of the health and social care environment at a local and national level and the challenges and changes Good understanding of approaches to organisational and individual performance management Good understanding of equality and diversity issues Good understanding of approaches to project management Knowledge Knowledge of the CIC model and the opportunities it provides Good understanding of research methodology and its application to the work of Healthwatch Cornwall Personal qualities Leads by example with the professional conduct expected of the Chief Executive Officer role Self-motivated and innovative in approach to problem solving Flexible, adaptable, open-minded Self-aware and reflective 4

5 Additional requirements Ability to travel independently to attend meetings and events regularly across Cornwall and less frequently regionally and nationally Ability to work flexibly, including occasional evenings and weekends, to meet the demands of the job A satisfactory DBS check Legally entitled to work in the UK 5
