1 CITY OF KENOSHA invites applications for the position of: Engineering Technician IV-PW (Land Surveyor) An Equal Opportunity Employer SALARY: $ $34.95 Hourly $4, $6, Monthly $56, $72, Annually OPENING DATE: 05/03/16 CLOSING DATE: 06/05/16 04:30 PM GENERAL OVERVIEW OF POSITION: This recruitment is open to all qualified applicants and will establish an eligibility list which will be used to fill the current vacancy and may be used to fill any other openings in this classification which occur in the next 12 months. This series encompasses positions whose duties involve the performance of tasks ranging from subtechnical to technical to professional engineering and planning work. Progressing from relatively simple routine and repetitive tasks performed under close supervision to highly responsible and complex technical, supervisory, and/or professional work under general direction. person can be employed who has a relative who is already employed by the City of Kenosha in a position covered by the Civil Service Ordinance or who has a relative in any elected office or elected position in City of Kenosha government, as defined in Section V of the Civil Service Ordinance. "Relative" includes any member of the immediate household; or anyone whose relationship by blood or marriage is as close or closer than first cousin, including "step" relationship or any grandparent or grandchild. EXAMPLE OF DUTIES & RESPONSIBILITIES: Functions as Survey Crew Chief; operates level and total station to establish elevation along center line of survey to set grade stakes and bench marks; makes necessary mathematical calculations for grade, etc. Plots survey notes to scale showing alignment to topography and profile. Responsible for the maintenance of office and field records and maintains official maps, quarter sections, and plats. Prepares and updates maps of various scales. Prepares special graphs, charts, and tables in forms suitable for reproduction and use in 1 of 6 05/03/ :50 PM

2 presentations for the Common Council, Committee meetings and various public hearings and meetings. Performs drafting of non-routine nature. Verifies accuracy of survey data, including but not limited to, property lines, benchmarks, and characteristics of property such as features, grades, etc. Supervises Technicians, as assigned, in preparation of all documents related to surveys. Researches records for information for public including legal records, survey records and land titles to obtain information for boundaries, zoning and city limit information. Codes and files engineering reference materials. Utilizes computers in various aspects of engineering and drafting work. Assists engineers and planners in various projects activities in the office and field. Researches and prepares reports involving census data. Prepares certified survey maps, legal descriptions, easement documents, boundary limits, and other legal documents, including but not limited to, right-of-way vacations. Reviews Certified Survey Maps or plats submitted to City for review. Maintains survey equipment. Develops procedures and revises procedures needed to applicable municipal surveys. May be required to assist in snow and ice removal activities. Performs other related duties as required to meet the needs of the department and City. REQUIREMENTS: Training & Experience (Minimum): External Candidates Licensed as a Registered Land Surveyor in the State of Wisconsin is required. Two years of land surveying experience. Valid driver's license. Two years of experience in computer-aided drafting, desirable. Internal Candidates Satisfactory performance evaluation and recommendations by the Department Head. Licensed as a Registered Land Surveyor in the State of Wisconsin is required. Two years of land surveying experience. Knowledge, Skills & Abilities: Knowledge of drafting. Knowledge of computers, including the following programs: GIS, MicroStation, Excel, PowerPoint, and surveying programs. Knowledge of surveying principles and equipment for as-built, construction staking, legal property boundaries, horizontal and vertical control. Knowledge of geometry, calculus, statistics, arithmetic, and algebra and their applications to surveying. Ability to communicate with others as to surveying principles and work requirements. Ability to maintain and effectively develop working relationships with others inside and 2 of 6 05/03/ :50 PM

3 outside the organization. Ability to manage time to meet deadlines. Ability to read and interpret legal documents such as State Statutes, Code of General Ordinances, and zoning ordinances. Ability to incorporate field notes and survey data into computer-aided drafting software. Ability to train, mentor, and supervise team members as assigned. Physical Requirements: Task involves the regular, and at times sustained, performance of heavier physical tasks such as walking over rough or uneven surfaces, bending, stooping, working in confined spaces, and lifting or carrying moderately heavy (20-50 pound) items. Task involves the continuous operation of hand tools, calling for full coordination of sensory and manipulative ability in order to achieve full production to acceptable standards. Task may involve occasional heavy lifting or moving, but the emphasis is placed upon the coordination and manipulation skills. Ability to handle reasonably necessary stress. Environmental Requirements: Task is maybe performed with exposure to adverse environmental conditions. Sensory Requirements: Task requires color perception and discrimination. Task requires depth perception and discrimination. Task requires visual perception and discrimination. Task requires oral and written communications ability. Other Requirements: Possession of a valid driver's license and a good driving record. May be required to provide a personal vehicle for use on the job. METHOD OF SELECTION: Applicant's education, training and experience will be analyzed. Written, oral, proficiency and/or other exams may be given to determine if the applicant has the necessary knowledge, skills and abilities.
