2 MOSL CANDIDATE PACK 2 Introduction Welcome to the MOSL Candidate Pack and thank you for showing your interest in working for us. The purpose of this pack is to give you an idea of what makes MOSL such a great place to work, and to give you an insight into who we are and why we want you to join us. You will also find out more about our vision, values, and strategic objectives. Who we are MOSL is responsible for the smooth and efficient running of a new and growing market for water and wastewater services. The new market opened in April 2017 and for the first time, 1.2 million small businesses, public sector bodies, charity and non-for-profit organisations in England and Wales can choose who supplies their services. The market is highly dynamic and fast paced, which means we, as an organisation and as a team, need to respond quickly and proactively to opportunities and challenges as they arise. We work with many different types of companies and customers both large and small. It s our responsibility to create a level playing field and drive competition, by working fairly and impartially with the market for the best interests of all parties. We make it possible for new businesses to enter the market. When customers choose to change suppliers, we enable the transactions in our central IT system, and we ensure that smooth settlement and payments take place between the wholesale companies providing the water, and the retailers providing the new service. We have a fundamental duty to make sure it is easy for companies to switch customers and do business at a low cost. We are funded by our members the wholesalers and retailers who trade in the market and make sure that the market runs efficiently for the benefit of the market and its customers. Our success depends on building great platforms and strong relationships with our members and driving improvement. Our story MOSL was established in 2015 as a non-forprofit company to operate, develop and design the new market. We played a key role in the preparations to launch and open the market, by designing, building and implementing the central IT systems - known as CMOS - which sits at the heart of the new market. We actively supported the development and evolution of the market codes and arrangements which govern the market,through the Market Arrangements Code (MAC) Panel. As well as providing important assistance to both wholesaler and retailer water companies preparations, to make sure the market opened on time, on budget and in good shape on 1 April The market is now firmly in its second year of operation. As the market operator, we continue to provide infrastructure, information and governance services which allow this competitive retail water market to operate efficiently for the benefit of customers.

Our purpose To provide infrastructure, information and governance services effectively and efficiently to enable the competitive retail water market to operate and evolve for the benefit of customers. Moving to a new home In February 2018, the MOSL Board decided to relocate its headquarters out of London. This was part of a wider strategic review about what was in the best interests of both the market and MOSL. It was the result of several key factors: Our commitment to our members to constantly look for the most cost-effective way of operating With the market now open, this was the right time for the company to look forward to its medium term future and how we could best deliver both our three to five year strategy and our Business Plan for 2018/2019 Moving the company from Central London significantly reduces our cost base, and allows us to think and act longer-term. So, why Southampton? Southampton is one of the most vibrant and fastest-growing economies in the UK: in 2017 it ranked third in the UK in PWC s Good Growth for Cities report for highest ranking cities and fifth on the list of top 10 improvers. Significant improvement in new business and income distribution were given as two of the reasons for its increased score. Southampton has an ambitious 3 billion plan for improvements. It is attracting more businesses and start-ups than ever before. The Master Plan, launched by Southampton City Council in 2012, is projected to bring 24,000 jobs to the city by 2030 through a new business quarter and a 175 million redevelopment of the cultural quarter and waterfront area. Southampton is a thriving university city, home to both Southampton and Southampton Solent Universities, with a strong candidate pool of talented graduates, especially in the area of data science and analysis. We want to attract and invest in high-quality, highly-skilled people and allow them to fulfil their potential. Moving to Southampton marks an exciting step in our journey.
