DEPUTY EXECUTIVE DIRECTOR/HEAD OF BASIN WIDE PROGRAM & WRM (NBI Regional Recruitment) The Nile Basin Initiative (NBI) is an inter governmental organization initiated and led by the Nile riparian countries to promote joint development, protection and management of the common Nile Basin water resources. NBI has a Shared Vision, namely: to promote sustainable socioeconomic development through the equitable utilization of', and benefit from, the common Nile Basin water resources. The NBI provides a unique forum for the countries of the Nile Basin to move toward a cooperative process to realize tangible benefits in the basin and build a solid foundation of trust and confidence. The NBI intends to carry out an Internal (Nile SEC, NELSAP and ENTRO Staff only) placement process of qualified professional for the position of the Deputy Executive Director and Head of Basin Wide Program/ Water Resources Management. The job description for this position is given as follows: Purpose/Scope The position of Deputy Executive Director and Head of Basin Wide Program/ Water Resources Management is an Executive portfolio. The position is responsible for coordinating and integrating the implementation of a wide range of activities of a number of technical teams of the Basin Wide Program unit, which is the technical arm of the Nile Sec. The DED will also lead the resource mobilization efforts for Nile Sec in collaboration with other NBI Centres. The DED Provides leadership in strategic planning, water policy and water resource management functions of the NBI. S/He guides the participatory and sustainable development of the Nile Basin through provision of strategic analysis and policy formulation, sound planning for sustainable and equitable development of water and related natural resources, and rigorous management of Nile Basin Initiative programs. Job Description (Duties and Responsibilities) Responsible for Service Area: Basin Wide Program Development; Water Resource Management,

2 Planning, Monitoring & Evaluation and Reporting and Resource Mobilization Support to NBI Governance and Cooperation Platform Assist the Executive Director in providing technical support to the Nile Council of Ministers and take appropriate follow up actions as decided/directed by the NILE COM; Provide guidance to ensure that NBI governance, stakeholders and partners are timely informed of NBI Secretariat s work programs and achievements; Assist the Executive Director in providing leadership, technical supervision and management of the NBI Secretariat s operation in accordance with the plans and policies approved by the Nile COM/Nile TAC; Oversee collaboration with the National Focal Points in the Partner States for coordinated implementation of projects and programmes; Assist the Executive Director in supporting the process for the moving from transitional to a permanent institutional setup for the Nile Basin cooperation. Initiate, plan and oversee the organization of the regional science policy dialogue forums; Analyse periodic communications/reports from NBI member states institutions on issues relating to the management of the Basin as per applying NBI policies and guidelines; Basin Wide Program Implementation: Deputize the Executive Director in providing overall leadership, operational and strategic oversight in the implementation of the NBI basin wide program; Assist the Executive Director in realizing the goals and objectives of the NBI 10 year strategy and the NBI Secretariat five year Basin Wide Program; Lead the Water Resources Management program component of the Nile Sec providing technical leadership and operational management of the day to day implementation of the program component (as per the specific Job Description on this); Ensure overall seamless integration of program areas, consistencies, synergies and quality in implementation of the Nile Sec work program; Monitor the progress of basin wide program implementation adhering to the established M and E framework; identify challenges, risks and opportunities and propose commensurate strategies for addressing challenges, managing the risks and making use of the opportunities for expediting implementation of the basin wide program; Provide technical leadership and supervision in the development and implementation of systems for monitoring, evaluation and compliance with agreed policies and actions with the NBI governance and partner states; Assist the Executive Director in building synergy between the basin wide program and the subbasin level programs implemented by ENTRO and NELSAP CU; advise the Executive Director in addressing relevant emerging challenges and identifying and leveraging opportunities.

3 Guide identification and development of new projects and programmes, as strategic initiatives within the NBI mandate; Strategic and Development Communication Supervise and coordinate work of the Nile sec communication team to ensure timely, effective and target oriented communication of Nile Sec results through diverse communication outlets and formats; and communication support to key Nile Sec events ; Supervise the preparation of corporate communication (e.g. corporate report) and other communication materials; Oversee the preparation and dissemination of strategic communication materials by the Nile Sec communication team for raising the visibility of NBI in general and the Nile Sec in particular; reaching out to diverse spectrum of NBI stakeholders and development partners to enhance understating and buy in to the NBI and its work programs; address any miss conceptions about NBI; Planning and Resource Mobilization Provide leadership and programmatic guidance in the preparation of strategic plans and annual work plans and budget Support capacity building, institutional development and research priorities are mainstreamed in the Nile Sec work programs; Collaborate with other NBI centres in formulation and implementation of annual work plans and budget; Initiate and lead the development of new proposals for resource mobilization for the NBI basinwide program; Monitor resource mobilization and utilization progress of the Nile Sec, identify any possible challenges/hurdles and provide advice to the Executive Director and/or to the NBI governance on ways for addressing them; Provide leadership in maintaining productive working relationship and liaison with development partners; Ensure timely reports are provided to development partners in accordance with agreed reporting plans; Strategic water resources analysis to address priority basin wide challenges: Plan, organize and conduct water resources analysis making use of NBI analytic tools to address priority basin wide challenges Undertake and/or commission, as appropriate, specific hydrology and water resources studies as required in supporting development of sustainable water resources planning and management in the NBI countries and across the Nile Basin.

4 Consult on priority analyses to be carried out (with Nile SEC management, NBI centres, Nile TAC and, as appropriate, thematic working groups) Design and commission specific studies to address priority water resources issues Present findings of studies to NBI governance and other NBI stakeholders (in governance meetings, stakeholder forums, etc) Plan, organize and implement climate change impact analyses and development of adaptation strategies to support sustainable water resources management in Nile Basin countries. Provide technical and analytical support and supervision (such as modelling and multi criteria analysis) to the water resources planning and management activities of the Nile. This includes supporting basin wide planning strategies by analysing ranges of WRM scenarios, including as appropriate, specific projects so as to enable study of potential benefits and impacts. - Provide technical oversight to modelling staff in developing Nile Basin water resources model - Guide staff in modelling and analysing selected scenarios; review models and results of analytic work and provide feedbacks and guidance to analytic team; - Liaise with project development personnel of the Subsidiary Action Programs to ensure that projects under identification and preparation are undertaken with due consideration to basinwide water planning and policy matters. Lead the identification, evaluation and prioritization of strategic water resources development and management options and their integration into sub basin and basin wide investment programs; Provide policy makers at Nile Basin with a high level strategic and analytical capacity to support Nile Basin trans boundary water resources management, planning and development basin wide. Design targeted training for high level policy makers on scenario construction and/or other strategic water resources planning Present findings of water resources analyses conducted by the WRM department Document discussion outcomes form high level consultation meetings and use the outcomes to refine work of the WRM department Formulation and operationalization of basin wide policies Take the lead role in operationalizing and promoting the implementation of the Nile Basin Sustainability Framework (NBSF) and related and emerging natural resources management frameworks. - Identify opportunities for mobilizing funding for operationalization of the NBSF - Incorporate priority NBSF component policies, strategies and guidelines in relevant project proposals to mobilize funding

5 Provide the necessary strategic technical expertise and leadership to the development of NBSF component policies, strategies and guidelines to support the core WRM functions of the Nile SEC and NBI at large. - Identify priority policies, strategies and guidelines that need to be formulated - Provide technical oversight and mentoring in the development of the policies, strategies and guidelines - Present and defend final policy documents at governance meeting and seek approval - When approved, oversee the dissemination and operationalization of the policy instruments River Basin Monitoring and Data Exchange Progressively take responsibility for oversight and coordinating the hydro meteorological elements of the planned Nile Basin Monitoring Framework, ensuring on going relevance, quality assurance, and cost effectiveness from a basin wide perspective. - Liaise with NBI governance to ensure that the ideals of a regional Nile Basin Hydromet System receives buy in and thereby ensure its sustainability - Provide technical oversight and leadership to implement all components of the Hydromet System - Liaise with NBI member countries to ensure needed national support are provided to implement the Hydromet System As the Basin Monitoring Network becomes effective, take the lead role in its implementation, coordinating its reporting functions, including preparation for eventual commissioning of a Nile Water Atlas, State of the Basin Report and Annual Water Resources Reports. - Liaise with NBI member states to get buy in and full participation in the generation of the information products - Liaise with NBI member countries to ensure flow of data for generation of the information products - Provide technical oversight to staff in generating the information products and their dissemination through NBI knowledge portals - Provide technical oversight in the preparation of the Atlas and State of the Basin Report Lead the implementation of Operational Guidelines for Implementation of the Nile Basin Interim Procedures for Data and Information Sharing and Exchange and the Project Information Disclosure Procedure. In this respect, monitor the progress and ensure that data and information sharing and exchange are conducted according to the Procedures and Operational Guidelines. - Liaise with NBI countries to ensure operationalization of the Nile Basin Data and Information Sharing and Exchange Procedures

6 - Provide suggestions to the Nile TAC on required improvements and amendments to the Interim Procedures of data sharing to respond to emerging needed - When approved, commission a study to improve the Interim Procedures - Oversee the flow of data and information as per the Interim Procedures Knowledge management Initiate, develop and operationalize the NBI knowledge management strategy; Oversee the development, operationalization and effective use of the NBI Integrated Knowledge Portal (IKP). Provide technical guidance and oversight in the development, operational use and maintenance of component databases of the IKP; Ensure Nile Sec generated knowledge is synthesized and disseminated through the IKP in formats appropriate to the specific target stakeholders and intended end use; Analytic capacity strengthening Provide leadership and technical oversight to ensure the smooth operation of the Nile Basin Decision Support System (NB DSS) at the Nile SEC, SAPs and NBI countries. This includes technical backstopping, organization of user trainings, and provision of specific advice on use of the Nile DSS. - Provide guidance to appropriate staff to bring together Nile DSS users in the NBI countries, including through a dedicated DSS user (virtual) community. - Provide technical oversight to staff of WRM department in timely resolution of issues raised by DSS users - Develop and design training modules (face to face and e Learning) including training plan, in consultation with SAPs and national NBI focal point institutions, and budget Leadership and management of the water resources management team Provide business like leadership to, and management of, the water resources management team of the Nile Sec. Work with staff to develop annual performance targets, assess yearly performances and provide feedback to staff Induct new staff to the WRM department, familiarize with annual work plans, performance targets, team and WRM work environment. Ensure integration of activities by water resources team with communication and stakeholder engagement cross cutting function;

7 Develop and periodically update priority activities as per Nile SEC 5 year Basin Wide Program and agreed upon project specific implementation plans Perform any other duties as may be assigned by the Executive Director. Academic/ Professional Qualification Ph. D. with specialization in water resources and/or hydrology is a core requirement. Advanced training required in the following: Water resources modelling (rainfall runoff and basin system modelling) Hydro diplomacy Results Based System in project planning and management Minimum Experience Required Twelve (12) years post PhD relevant experience with at least five (5) years in senior management position in the area of water resource management. Proven Experience of at least 10 years in proposal preparation and resource mobilization with Donors Excellent understanding and proven ability in time series data analysis, yield studies and resource assessments; and in the use of rainfall runoff models, river flow simulation models and optimization models for both policy development and operational purposes; together with a demonstrated capacity to communicate the outcomes in ways that are relevant to management and stakeholder decision making. Demonstrated understanding of international and trans boundary aspects of the management of shared river basins and ability to apply this to policy and strategy development in a shared riverbasin context. Proven capacity to operate constructively and successfully, finding common ground, in a multicountry sensitive hydro political and complex hydrological setting; Proven ability to operate in a multi cultural environment and to interact positively with a wide range of stakeholders within a regional and institutional context. Demonstrated experience in project preparation and management. Excellent report writing, presentation and inter personal skills for communication. Excellent analytical and reporting skills English language. Knowledge of French is an advantage. Desired Skills and Competencies In depth knowledge of trans boundary water resources management, economics, and corporate governance and trends at national, regional and international levels, including in depth understanding of river basin initiatives in the global marketplace

8 The ability to represent all Nile Basin countries is critical for ensuring the effectiveness of the NBI and its Secretariat, as well as for maintaining the broad support and confidence of member states and the international community. Strong leadership and skills to foster teamwork; develop and motivate staff, resolve conflicts as well as ability to provide direction, guidance, momentum and vision in order to achieve organizational objectives Strong communication and presentation skills, including ability to develop proposals, concept papers, position papers as well as write reports and prepare relevant publications High level interpersonal and cross cultural skills including ability to build alliances and collaborative relationships with sensitivity to diversity Strong expertise in strategic management, project planning and budgeting, resource management, implementation as well as monitoring and evaluation Proficiency in computer applications such as word processing, spread sheets, accounting packages, , internet and the workflow process Ability to develop and implement performance management systems, giving candid performance feedback, rewarding desirable behaviours and providing support to professional development efforts linked to strategic objectives Ability to empower staff by removing obstacles hindering the achievement of strategic objectives, focusing on results and delivering what is promised, on time and within budget Ability to maintain high standards of ethics and integrity; establish straightforward, productive relationships; treating individuals with fairness and respect, demonstrating sensitivity for ethnic, cultural and gender differences Ability to initiate and implement planned organizational change, adapt to rapidly changing conditions as well as align programs in the appropriate direction with cohesiveness and a sense of urgency Strong interpersonal skills and ability to create and maintain relevant networks and collaborative relations internally and externally Ability to work in a multi cultural and diverse environment Duty Station. The Employee will be based at NBI Secretariat in Entebbe Uganda with possible travel within or out of the Basin Countries as may be deemed necessary by the Employer. Period of Service This is a regional position with an initial Contract duration of Three years renewable annually based on satisfactory performance, availability of funds and need for the services.
