1 GOVERNMENT OF NUNAVUT POSITION DESCRIPTION Date: January 6, 2015 Position Number: Position: Vice President & Chief Operating Officer Incumbent: Vacant Reports to: President & CEO Location: Directorate Effective: January 6, 2015 President & Chief Executive Officer The Nunavut Housing Corporation Date General Accountability Reporting to the President/CEO of the Nunavut Housing Corporation (NHC, or the Corporation), the Vice President/Chief Operating Officer will be accountable for: 1. All aspects of operations in the three NHC District Offices; 2. Technical Services and Construction Initiatives; 3. All aspects of NHC programs. 1

2 Nunavut Housing Corporation Partial Organizational Structure Subordinates A total of six staff report directly to the Vice President/Chief Operating Officer: The Executive Director, Programs is responsible for the overall planning, implementation, coordination and administration of the NHC s Homeownership and Rental Programs, as well as Government Staff Housing. The Director, Infrastructure manages the Technical Services team that develops the technical guidelines and performance specifications for the design of housing units, provides project management, prepares contract documents, and administers guidelines and standards for the construction of houses under corporate programs. The team s responsibilities include the development of maintenance and utilities management guidelines and standards to maintain the approximately 6,500 housing units currently under the NHC control. Support is provided to District staff through the provision of advice, guidance, and training as required. The Director, Project Management Office, is tasked with meeting the objectives outlined in the NHC Business Plan The three Regional District Directors (Qikiqtaaluk, Kivalliq, and Kitikmeot) of the NHC are responsible for: o Ensuring Local Housing Organizations (LHO s) deliver NHC s housing programs in communities; o The implementation of Corporate Policies, Programs and Projects; o Bottom line management of Corporate Resources; o Ensuring effective financial management processes and practices at the LHO and District level; o Ensuring direct delivery of homeownership programs. 2

3 Nature and Scope The Nunavut Housing Corporation (NHC) is a public agency of the Government of Nunavut (GN) and operates at arm s length of the government. The NHC reports to the Legislative Assembly of Nunavut and to Nunavummiut through the President/ CEO, the NHC Board Chair and the responsible Minister. Located at the Directorate Office in Iqaluit, the Vice President/Chief Operating Officer shall assist the President/ CEO in providing sound advice and support to the Minister responsible for the NHC and to the Board of Directors, as well as advise on the development and evaluation of programs, services, standards, guidelines, policy and legislation. The Vice President/Chief Operating Officer will focus on the internal operations of the Corporation in order to ensure the NHC achieves its corporate mandate and objectives within budget, and in accordance with the NHC Business Plan and government mandate. The Vice President/Chief Operating Officer will develop and implement best practices in project management, including cost control and performance measurements for all project development, program and service delivery activities of the NHC while ensuring programs and services are consistent with Corporation s goals and objectives. The incumbent must also demonstrate that programs and services support the mission of the NHC, which is to work with communities to allow them to assume the role of providing housing to Nunavummiut. A vital component of the Vice President/Chief Operating Officer s role will be to work directly with District Directors in ensuring that the NHC programs and services are delivered in an effective, efficient, and consistent manner throughout all three regions of Nunavut. This will require the incumbent to develop and maintain effective working relationships with District Directors in order to understand regional needs and challenges faced by the districts in delivering the NHC mandate. As a senior manager in the Corporation, the Vice President/Chief Operating Officer will be expected to motivate teams of people and to develop and maintain positive relationships and partnerships with stakeholders at all levels. The incumbent will assist in creating a corporate environment that values creativity and made-in-nunavut solutions to problems that range from the simple to the complex. The incumbent will provide leadership in the areas of communication, conflict resolution, mentorship and change management. Efficient and equitable expenditures in a climate of fiscal restraint, and a commitment to work in partnership with community governments, local networks, designated Inuit organizations and the public, are challenges for the NHC. Responding to these conditions, the incumbent will balance limited resources against outcomes, providing leadership in the stewardship of resources and analysis to support decision-making and the identification of priorities. 4 Specific Accountabilities The Vice President/Chief Operating Officer is responsible for: The creation of Corporate Operational Plans. The Vice President/Chief Operating Officer will oversee, manage and direct the operations planning process necessary to achieve business plan outcomes, as well as ensure proper implementation and execution of such plans; Ensuring the efficient and effective operation of the three District Offices in delivering their programs and services. The Vice President/Chief Operating Officer will: o o o Ensure that district offices are structured and resourced with appropriate policies and procedures, so that human and financial resources dedicated to programs and services are allocated in the most effective and efficient way; Develop and implement training to District Offices on program delivery processes and mechanisms; Ensure the delivery of programs and services at the district level are based on the principles of fairness, equity, and in compliance with the Corporation s policies and procedures. While working closely with the VP/CFO, the VP/COO will maintain financial accountability for all Corporation funds and assets assigned to the (3) District Offices, the Programs Division and Technical Services. Responsibilities include budget planning, preparation and monitoring, cash management, financial management and reporting, accounting, expenditure and revenue control; Contributing to community development through the delivery of housing programs and services by working with various community groups, assisting local contractors and businesses, and providing training to build capacity and improve the overall economy and skill base of Nunavut communities; Ensuring the NHC programs and initiatives contribute to the creation of sustainable and vibrant communities; promote community and personal responsibility in addressing housing needs; contribute to an environment of healthy, educated people to improve quality of life; and provide opportunities for communities and individuals to become involved in addressing their own housing needs; Ensuring best practices for project management are used by the Corporation. The COO will be responsible to promote and implement the use of Life Cycle Project Management principles throughout the NHC and generally accepted project management processes; Overseeing the contracting and procurement process for all the NHC projects. 4

5 Other specific accountabilities of the Vice President/Chief Operating Officer are to: Provide effective advice and counsel to the President/CEO on changes in the NHC operational objectives and in particular, sensitive and significant problems that arise in meeting the mandate of the Corporation; Represent the Corporation and the President/CEO as required; Provide executive leadership and strategic advice on NHC priorities; Manage the delivery of all Corporate Programs under their authority; Promote the development of partnerships with LHO s in the delivery of social housing programs; Deliver multiple concurrent projects on schedule and on budget to the satisfaction of all stakeholders; Provide expert advice and counsel as a member of the Corporate Executive Committee; Serve on inter-departmental committees that impact the delivery of Corporation programs and initiatives; Provide counsel and support to the President/CEO on the Corporation s involvement with the Government of Nunavut, the Canada Mortgage and Housing Corporation (CMHC), the Federal Government, other stakeholders, the private sector, and financial institutions in relation to accessing financial resources; Coordinate and administer the Corporation s Inuit Employment Plan in conjunction with the Government of Nunavut s guidelines; Assist the President/CEO as required in identifying, negotiating, and securing funding agreements to facilitate the implementation, development and delivery of new housing units; Contribute to the provision of efficient and effective leadership, management, delivery and administration of Corporation legislation, policy, programs and services; Contribute to the Corporation s long range planning by identifying, recommending, and rationalizing requirements. 5

6 The Vice President/Chief Operating Officer will develop and maintain positive working relationships with the following: All levels of the NHC staff, including management; Local MLA s, Mayors and Hamlet Council members; Government Departments; LHO Staff and Board Members; Legal Counsel/Solicitors; Community, Territorial, & Federal Partners; Nunavut Tunngavik Incorporated, (NTI) Regional Inuit Associations Canada Mortgage and Housing Corporation (CMHC) Knowledge, Skills and Abilities An experienced senior manager, with superior leadership, organizational, and managerial skills, who adopts a team-based approach to management, with strong team-building and supervisory skills to mentor subordinates in both formal and informal arrangements; Extensive knowledge and experience in Project Management, including cost control and cost estimating processes, and knowledge of contracts administration and contract law; Thorough understanding and experience of strategic planning processes and their implementation; A broad base of experience including housing design and construction, management and program development. Knowledge of the northern construction industry would be a definite asset; In depth knowledge and understanding of the property (real estate) development business including construction and property management/maintenance. Understands and manages with on time, on budget mentality. The ability to translate visions, concepts and plans into action that gets things done; Knowledge of northern government structures and issues, including political and constitutional development, land claims, and traditional knowledge would be highly beneficial to the position; Knowledge of computer technologies and their application for communications activities and information management systems, including proficiency with various software, particularly the Windows Office suite of products; Several years of proven supervisory experience in an office setting, with superior problem solving, conflict resolution, negotiation, facilitation and presentation skills; Financial management skills necessary to effectively monitor contracts and project and program budget expenditures; 6

7 Strong written and oral communication skills, with the ability to interact with officials at all levels of government and to work effectively with a wide range of stakeholders in a cross-cultural environment; Ability to provide consultative services to senior management in program development, corporate policy development, and planning processes; Proven ability to motivate teams and simultaneously manage multiple projects; Ability to speak Inuktitut / Innuinaqtun would be a definite asset. The incumbent may have acquired these skills with ten or more years of construction project management experience, working in the areas of commercial and residential development and property management, or through a combination of experience and the completion of a Degree in Engineering, a Degree in Business Administration, or a Degree in Public Administration. Working Environment Even though Nunavut is a unique place to live and work, there are many factors that can have an effect on the working environment. The very fact that Nunavut contains a fifth of Canada s landmass, a third of its coasts, and spans three time zones can cause significant challenges for the NHC in communicating with its Offices and individual Local Housing Organizations. Weather delays due to fog or blizzards are common in many communities, which can make travel unpredictable, and require patience, collaboration and perseverance, values that Inuit have held for generations. All travel in Nunavut is done by air, as there are no roads that connect communities. The isolation, lack of sunlight, and extreme cold temperatures can have an impact on morale and performance. The incumbent must be able to work effectively in a cross-cultural environment, where Inuit Qaujimajatuqangiit (Inuit Traditional Knowledge) is valued in both daily life and the workplace. 7
