1 Our workforce North Wales Socal Care and Communty Health Workforce Strategy A summary

2 Hello Socal care and communty health servces are a bg part of communty lfe. They help people who need care and support. They help people manage llnesses ncludng mental llnesses. They help people wth learnng dsabltes, and people wth physcal dsabltes. They help chldren, young people, famles and the elderly. They help people n care homes. They help people stay ndependent n ther own homes. Workforce sze The workforce has to support people now, and n the future. There are: 14,400 people employed by NHS Health Board 5,494 full tme staff employed by local authortes socal care 369 health and socal care busnesses commssonng staff 12,000 workers n prvate health servces lke pharmaces, optcans, dental servces. A large percentage of people n each county work n Health and Socal Care: There are 44,000 health and socal care staff n North Wales. There are: Support workers Socal workers Anglesey 15% Flntshre 11.1% Communty nurses that work n nursng homes Conwy 16.7% Denbghshre 19.1% Wrexham Communty health workers n socal care Domclary carers Carers. Gwynedd 14.7% 14.6% Domclary care supports people n ther own home wth household tasks and personal care. 2

3 North Wales Workforce Board (NWWB) We make sure the socal care and communty health workforce s the best t can be. Our members come from: socal care and well-beng servces Socal Care Wales the sx North Wales Councls unverstes and educaton safeguardng boards Bets Cadwaladr Unversty Health Board Care Forum Wales the Thrd Sector lke voluntary and communty organsatons prvate servce provders. Our vson We re commtted to workng together. We want a confdent, engaged, motvated, and sklled workforce. We report to the North Wales Regonal Partnershp Board (NWRPB). They re responsble for developng partnershps and ntegrated servces n North Wales. Together we ve wrtten a new Workforce Strategy. Our Workforce Strategy Ths s a three-year strategy. It helps us: plan for the future work together face challenges make the most of opportuntes. 3

4 Reasons for the strategy We re facng lots of dfferent challenges. We have to meet more demands. Our workforce s large and growng but they re havng to do more. People are lvng longer whch s good, but ths brngs more health and well-beng ssues. More people want care at home or n ther communty. There s an ncrease n chldren and young people needng support. More people need support wth ther mental health. Fundng and resources. Lots of people work n socal care and communty health. It s an mportant area of work that supports communtes. Brext may change thngs. We get EU fundng for the workforce tranng and we re not sure what wll happen wth ths when we leave. The workforce has new laws to follow Socal Servces and Well-beng (Wales)Act ths sets out steps for mprovng the well-beng of people n Wales. It has fve new ways of workng we must follow: Long term balancng short-term needs wth long-term needs. Preventon stoppng problems happenng or gettng worse. Integraton thnkng about how ths plan works wth other plans. Collaboraton workng together wth other servces to meet our goals. Involvement nvolvng people so they have a say n decsons. Well-beng of Future Generatons (Wales) Act 2015 ths means servces must work better together. We must thnk about how our decsons wll affect people n the future Regulatons and Inspectons of Socal Care (Wales) Act 2016 ths s about mprovng servces and safety. It means all care workers have to be qualfed and regstered before they can work. 4

5 We need to support people s needs 2017 Populaton assessment shows us how we re meetng people s needs now and what we need for the future. You can read the 2017 Populaton assessment here: The North Wales Ctzen Panel asked people what they would expect from someone supportng them: Honesty, relablty and consstency They should be professonal, have good knowledge or be wllng to learn Be knd, wllng to help and have a sense of humour Be open-mnded and not prejudge They should be polte, carng, postve, frendly and cheerful Communcate well Our workforce needs to be stable What we know s: Health Board has an ageng workforce: 17% are 56 and over and only 15% of staff are 30 or under. Domclary care staff for adults and chldren numbers are fallng. 1,917 n 2014/15 1,682 n 2015/16 Resdental care staff numbers are fallng. 1,008 n 2014/ n 2015/16 Socal Workers numbers are rsng but they need tranng and development opportuntes. 1,294 n 2014/15 1,383 n 2015/16 They shouldn t promse thngs that aren t achevable Work together when makng decsons Regstraton Care workers wll need to be qualfed to regster under the new law. Ths means staff wll need to access the tranng requred. 38% of home care workers aren t qualfed. 36% of the resdental care workers aren t qualfed. (2016 survey) 5

6 The strategy Ths sets out the competences and sklls we need n our workforce. Competences the ablty for someone to do ther job properly. The Golden Threads Some sklls are essental. We call these the Golden Threads. We must have: Good leadershp and management sklls to make changes and develop future plans. Good safeguardng sklls to keep people safe. Good Welsh language sklls to provde servces n Welsh. Other competences and sklls We must have a workforce that: has the rght sklls and can work together can gve the rght nformaton, advce and help can support people to take part n Communty Conversatons and Strength based approaches can dentfy what s needed, plan for the future and buy the rght goods and servces add to communtes and brng socal value knows when someone needs support to be heard and offer people advocacy servces can offer servces that need specalst sklls. Communty Conversatons help people have a say n what they need now and n the future. They make a bg dfference to plannng and delverng servces n a communty. Strength based approaches focus on what a person can do based on ther sklls and resources. 6

7 The Golden threads Leadershp and management sklls Good management and leadershp sklls are mportant. They help mprove and develop servces that meet people s needs. Managers and leaders need to have the sklls to: support change work together wth communtes, servces and organsatons plan for the future be responsble. develop leadershp sklls plan the tranng and development of future leaders. Safeguardng sklls Keepng people safe s mportant. The Safeguardng Board Workforce and Tranng group has an Acton Plan. It shows what tranng our workforce needs. The Volence aganst Women, Domestc Abuse & Sexual Volence (Wales) Act Ths means all Councls and Health Boards must deal wth ths. The North Wales Regonal Strategc Board s developng our regonal strategy. be aware of safeguardng and the tranng our workforce needs n ths area support a regonal approach to safeguardng tranng. Welsh language sklls Dfferent areas have more Welsh speakers than others. We must meet people s language needs wherever they lve. Actve Offer our workforce must actvely offer to provde servces n Welsh. We need to recrut Welsh speakers and help staff learn Welsh. make sure staff gve the actve offer support staff to develop ther Welsh language sklls actvely promote the Welsh language. 7

8 Other workforce sklls We want the workforce to have the rght sklls and work together All care and support must put people frst. It must meet ther needs and mprove ther lves. We wll make sure the workforce: can work together can make changes can follow the new laws and ways of workng can gve people a say n decsons that affect ther lves make better use of the resources and sklls they have. We want the workforce to gve the rght nformaton, advce and help Supportng people n the rght way, at the rght tme can stop ssues gettng worse. Staff need to be able to gve people the rght nformaton. They need to be able to pont people to the rght care and support servces. We wll support tranng for nformaton, advce and assstance staff so they: are qualfed, confdent and able to do ther job have the rght conversatons can gve the rght advce. We want the workforce to help people take part n Communty Conversatons and strength based approaches These help people to keep ther ndependence and acheve what matters to them. Staff may need tranng n both. work wth Natonal and Regonal Programmes to develop tranng have nformaton and tools to support staff to work n these ways. 8

9 We want the best outcomes for everyone gettng support and usng servces All partners, ndependent provders and organsatons, must have the rght sklls. Ths ncludes beng able to nvolve people n plannng the care they get and what support they want. make sure partners, ndependent provders and organsatons have the rght sklls n place check what tranng ther staff need and support them to do t. We want our workforce to connect people to advocacy servces Advocacy servces help people have ther voce heard when they need help. We wll make sure: staff have the sklls to spot when people need advocacy servces staff have the confdence to assess people s need for advocacy staff know the Advocacy Code of Practce and follow t. We want to add to communtes and brng socal value Socal value sn t just about value for money, t s addng value to the communty. Many socal care and health busnesses already add value to people s lves. They brng job opportuntes and tran ther staff n new sklls. promote socal value make sure everyone understands our goals share and develop good practce gve opportuntes to develop new cooperatves and socal enterprses. We want our workforce to have more specalst sklls Some servces need a specalst traned workforce. These nclude Dementa Care for adults and supportng Looked After Chldren. dentfy the specalst sklls we need dentfy the tranng people can do develop any new tranng we need. 9

10 Prortes for the workforce There s an acton plan to help us reach our workforce goals. It has three areas we wll focus on frst. Prorty 1 A stable workforce We wll work to stablse the workforce. We need to show people, ncludng young people, that ths s a great workforce to be part of. Prorty 2 Sklls We wll support the workforce at all levels to learn and gan sklls. Learnng and development s mportant to our workforce. They want support to tran and do ther jobs well. Prorty 3 Data and nformaton We wll get the rght nformaton and data so we can plan better. There sn t enough nformaton about our workforce. Ths s an opportunty to change ths. We wll agree what nformaton we need to collect to plan for the future. Next steps Ths strategy needs everyone to work together towards our vson. We need all partners to brng the rght resources, ncludng people and money. We are responsble for delverng ths strategy. We ve set out who s responsble for what, so everyone knows the part they play. The Regonal Partnershp Board wll check the work we do.
