General Summary of Function/Purpose of Position This position serves as the Administrative Manager of the Forecasting and Economic Analysis section in the Office of Revenue and Tax Analysis Bureau. The primary functions of this position are to assist in planning and directing the Forecasting section staff to ensure that the department s goals are met related to economic, fiscal, and legislative analysis. The Forecasting section is a highly specialized area in Treasury that provides economic reports and forecasts to the Governor, State Treasurer, and State Budget Director. The primary function of the position is to define work objectives, establish priorities and direct the work of subordinate staff related to the economic forecasts, revenue forecasts, economic analysis, and inflation adjustments. The position works within general policies and procedures, exercises considerable independent judgment, and proposes tax structure reforms with only very broad policy direction. This manager works with state and local officials, legislators, Governor s aides, and professional associations to develop tax proposals and alternatives. The position presents economic analysis and revenue forecasts to a variety of key stakeholders including legislators, legislative staff, and the House and Senate Fiscal Agencies.

The total percentage of all duties performed must equal 100 percent. Duty 1 General Summary: Percentage: 50 Plan and direct economic forecasting and analysis. Develop plans, organize, and direct functions of Forecasting section. Oversee the development of statutorily required reports, inflation adjustments, tax accruals, fiscal analysis, and other reporting. Management of forecasting analysis and reporting: Plan and direct the reporting of fiscal analysis and economic updates for presentation to bureau director, State Treasurer, Governor, Legislature, and the public Supervise, review the work product, evaluate, and oversee the preparation of documents and data tables to support the Department s reporting requirements Oversee staff training in forecasting and tax policy and ensure staff maintain expertise on all aspects of assigned areas Manage and track the section s statutory reporting requirements and inflation adjustments required by law Delegate and manage staff to ensure timely reporting Oversee the generation and maintenance of computer programs, models, and data analysis, including the University of Michigan s RSQE models of the national and Michigan economy Evaluate and review the preparation of data to assist with analysis Maintain expertise in the department s data collection to oversee analysis and ensure quality Mentor and cross-train staff as appropriate. Identify staff development needs and oversee the preparation of annual staff training plans Duty 2 General Summary: Percentage: 20 Coordinate and supervise the Forecasting staff by scheduling work assignments, setting priorities, and reviewing/monitoring work assignments. Ensure appropriate labor relations and personnel policies and procedures are maintained. Take corrective and disciplinary action as appropriate. Evaluate employee performance through the review of the completed work assignments and work techniques. Develop and set policies and procedures for the work area.

3 General Management Responsibilities include: In alignment with Treasury s strategic objectives and initiatives, provide oversight and direction in the completion of bureau goals, development of business plans, policies, initiatives and program metrics Assist in the development and implement new approaches to administration Determine appropriate staff assignments Set priorities based on conflicting and competing requests and shifting deadlines Provide guidance, review, and direction on work product Track work assignments, delegate appropriately Formulate long term staffing plans Manage and Direct the overall workflow of subordinate personnel and review completed work Develop performance objectives for employees, in alignment with strategic initiatives and objectives Review and evaluate progress and performance of staff Discuss job performance and expectations with each employee on an ongoing basis. Discussions include job performance, employee s career path, and continuing education, training and professional development. Select and assign staff, ensuring equal employment opportunity in hiring and promotion Develop and update written procedures for all processes to ensure efficient and effective operations Participate in employee engagement, recruitment, and succession planning activities. Succession planning activities should include knowledge transfer, delegation of authority and cross-training.conduct staff meetings and conferences to discuss operating problems, personnel matters, technical problems and the status of programs and projects Perform routine supervisory functions including approval/coordination of leave requests Handle staff issues pertaining to disciplining staff and providing staff counseling Duty 3 General Summary: Percentage: 15 Oversee the Department of Treasury s responsibility for inflation adjustments of fees, taxes, and other regulatory policies. Develop policies and procedures related to inflation adjustments for other areas of state government Coordinate information for auditors, including both internal auditors and the Office of the Auditor General Ensure conformance with established guidelines, procedures, methods, policies and laws Develop and implement a work plan to meet deadlines related to the program Direct the revision of rules and regulations to meet changes in law Manage the staff responsible for the inflation adjustments to assist with analysis Maintain expertise in inflation measurements to assist with analysis Evaluate proposed legislative/policy changes, draft legislative amendments and recommend policy changes to the Bureau Director and Treasurer Duty 4 General Summary: Percentage: 10 Complete economic and revenue forecasts, analyze tax proposals, and evaluate pending legislation. With only very broad policy direction, analyze the effect of proposed national and Michigan tax policies on government revenues, expenditures, and the economy. Prepare presentations and responses to the bureau director, State Treasurer, Governor, legislative staff, the public and the media. With only very broad policy direction and exercising extensive independent judgment develop analysis for the State Treasurer, Budget Director, and Governor that are designed to address broad policy objectives or address specific policy needs.

4 Write narratives and design tables, graphs, and charts for use in detailed reports for presentation to the Bureau Director, State Treasurer, legislative staff, Governor, and the public Work with the Michigan Economic Development Corporation and the Michigan Strategic Fund to monitor the impact on state revenue from incentive awards Without readily available guidelines, direct the use of advanced economic analysis techniques to model the effects of economic and policy changes Prepare written reports and presentations on economic issues and tax policies Analyze economic events, tax proposals and pending legislation on Michigan revenues, without readily available guidelines Analyze the impact of federal and state legislation on state tax collections Provide advanced economic policy analysis of all aspects of Michigan tax Conduct special studies Communicate information on tax and economic issues to the public, businesses, special interest groups and the news media Provide technical assistance to other executive branch departments on matters concerning taxation issues Duty 5 General Summary: Percentage: 5 Other special projects as assigned Projects will vary. 16. Approve dissemination of statistical data and other information. Suggest required legislative language within established policy guidelines. Recommend tax policy changes to State Treasurer. What is the function of the work area and how does this position fit into that function? This Section is responsible for forecasting state tax revenue and the Michigan economy for the State Treasurer to present to the Governor and Legislature. The Bureau is also responsible for monitoring tax and economic issues. This position requires an extensive knowledge of research and analytic methods. It is also necessary to have an extensive knowledge of the legislative process, inflation adjustments, and the Revenue Act and many other tax statutes. 26. What are the minimum education and experience qualifications needed to perform the essential functions of this position. EDUCATION: Bachelor s degree in any major. Master s degree or Ph. d in economics or bachelor s degree in economics highly desirable, or a master s degree in business or public policy with emphasis in quantitative methods. EXPERIENCE: Four years of professional experience, including two years equivalent to the experienced P11 level or one-year equivalent to the advanced 12 level. Four years of experience in tax analysis and/or economic forecasting and the ability to develop statistical computer programs is highly desirable. KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of economic theories including methods and techniques of econometric and forecasting; micro and macroeconomic theory; economic research and survey sampling techniques; mathematical and statistical theory; economic indicators relative to national and local economic trends; state and federal laws and legislative processes. Ability to conduct research studies; gather and analyze economic data and present findings; develop statistical computer programs. Understanding of EViews and R statistical software is preferred.
