Primary Purpose The primary functions of the Performance Analyst role are to provide routine performance monitoring, identify and implement reporting and process improvements, perform data modelling and provide analytical support as part of project work. The Performance Analyst role provides expertise and analytical support for service design projects that meet the remit of the Planning and Funding Team. This role is primarily focussed on non-financial performance; though from time to time there will be requirements to work with financial data.

2 Te Teo Herenga Waka (TTHW) is the name of the combined Planning and Funding and Maori Health Planning and Funding teams and is the arm of the District Health Board that determines how best to invest the funding received from Government to meet the health needs of our population. Deciding what healthcare services are purchased is carried out through planning and funding processes which includes consideration of the health needs of our population, Government s health targets, Minister s priorities and local and regional priorities. Some services are delivered through facilities such as Tauranga and Whakatane hospitals and district nursing, others through third parties such as GPs, Pharmacies and Non Government Organisations (NGOs). Te Teo Herenga Waka refers to where Nga Waka can anchor safely and discussions can take place on ways to achieve a common goal; Toi Ora (optimum health and wellbeing). Key Responsibilities Performance monitoring Ensure timely and accurate performance monitoring is provided to stakeholders. Outcomes The Performance Analyst role is accountable for the provision of routine performance reporting to stakeholders. Performance reporting will: be provided in a timely manner be provided in the most appropriate format to meet stakeholder requirements facilitate performance improvement where appropriate be based on accurate data, with metrics properly defined Ad hoc performance monitoring may also be required as part of project work or to facilitate service improvement. The Performance Analyst will be required from time to time to present Performance Reporting to Stakeholder forums, such as meetings, workshops etc.

3 Report and process improvement Identify opportunities for reporting and process improvement. The Performance Analyst will continuously seek opportunities for improving performance reporting or processes. This will include, but is not limited to: identifying opportunities to automate manual reporting processes liaising with stakeholders on an ongoing basis to ensure reporting and processes remain fit for purpose developing new reporting as requested documenting new reporting processes to ensure repeatability Data Modelling and trend analysis Perform data modelling that facilitates service improvement, equity for Maori, or improved performance against key health metrics. The Performance Analyst will undertake data modelling utilising available extraction and visualisation software. The Performance Analyst will make use of the wide variety of data sources available to: identify areas for service improvement identify opportunities that will drive equitable health outcomes for Maori answer the why underlying health metric performance Trend analysis of non-financial performance data (and occasionally financial performance data) will be completed to help measure: service effectiveness supply and demand of health services the impact of quality improvement initiatives Performance data trending will also help facilitate forecasting of future service demand, which is a key component of requests for new or additional funding.

4 Projects Provide analytical expertise for project work as required. Treaty of Waitangi Ensure the principles of the Treaty of Waitangi are part of all work undertaken. Planning & Funding Team Contribute to team culture, strategies and initiatives as required. Adhere to BOPDHB s CARE values. The Performance Analyst will complete agreed project in a manner that shows initiative, while ensuring work is completed on time and within agreed resource limits. The Performance Analyst will ensure the principles of the Treaty of Waitangi are actively promoted in all work. Equity of health outcomes for Maori is a strategic priority for BOPDHB. Therefore, the Performance Analyst will commit to undertaking work in a manner that helps achieve equitable health outcomes for Maori. 5 Person Specification Essential Desirable Qualifications and Experience Tertiary qualification in a numerical field, e.g. mathematics, economics, finance, and/or three plus years in an analytical role Advanced MS Excel skills Proven ability to work with and manipulate large data sets Knowledge of data visualisation software such as Power BI, tableau or equivalent Familiarity with statistical methods such as hypothesis testing and regression analysis Previous health sector experience Proven ability to translate data unto actionable insights for business improvement Familiarity with performance reporting Excellent problem solving skills Personal Attributes Self-motivated, proactive and innovative Curious and inquisitive Understanding of strategic drivers Ability to influence others Excellent written and oral communication Organised with a strong attention to detail Comfortable working both individually and as part of a team Customer focussed and can build trust Full Driver s Licence Values Demonstrates behaviours consistent with the BOPDHB values.

6 Health and safety, risk management, quality improvement and innovation: Adheres to BOPDHB risk management and safety policies and processes in all activities. Meets the health and safety requirements set out in BOPDHB policies and protocols and any other requirements set out in the Health and Safety at Work Act 2015, including the successful completion of health and safety training provided by BOPDHB Maintains a standard of health which will allow for the performance of all duties and functions of the position. All BOPDHB sites are smokefree environments Health Practitioners Competence Assurance Act 2003 You are required to maintain your current competency based practicing certificate. You must notify your Manager of any changes to scope or conditions on practice (determined by Regulatory Authority). You must complete the requirements of any competency programme. You must notify your employer of concerns relating to the risk of harm to the public of another health practitioner practicing below the required standard of competence.
