WORK ORGANISATION The position involves full time employment for the duration of the contract (100% occupancy) The position is not epected to involve travel abroad. 5. POSITION ON ORGANISATIONAL CHART The NTA answers directly to the General Coordinator of the Human Capacity Development Fund (HCDF). 6. JOB PURPOSE Objectives In the framework of their donor assistance programmes supporting the Republic of Kosovo, the Grand Duchy of Luembourg and the Kingdom of Norway are contributing a total of 3,5 million Euros to assist Kosovo s efforts to meet the requirements of the Stabilisation and Association Agreement (SAA) with the European Union (EU). The SAA, which has entered into force in spring 2016, is the first document establishing a contractual relationship with the EU, and provides, for a period of 10 years, the main reference framework for Kosovo s progress towards European integration. In order to meet its SAA obligations, Kosovo needs to engage in further democratic reforms, achieve social and economic development, and progressively align with EU legislation and standards, so that it is able to fully implement the EU acquis upon accession. Policy background Support is being provided in 19 key policy areas: 18 EU negotiation chapters and one horizontal theme: Chapter 1: Free movement of goods; Chapter 3: Freedom of establishment and freedom to provide services; Chapter 4: Free movement of capital Chapter 5: Public procurement; Chapter 6: Company law; Job Description - Technical Assistant - RHU_132_uk.doc Page 1/7

2 Chapter 7: Intellectual property law; Chapter 8: Competition policy; Chapter 9: Financial services Chapter 10: Information society and media Chapter 12: Food safety, veterinary and phytosanitary policy; Chapter 15: Energy; Chapter 18: Statistics; Chapter 19: Social policy and employment Chapter 23: Judiciary, fundamental rights; Chapter 24: Justice, freedom and security; Chapter 27: Environment Chapter 28: Consumer protection and health Chapter 32: Financial control Public administration reform. These chapters are of high immediate relevance for the implementation of the SAA. Public administration reform entails in general terms the improvement of policy planning, the strengthening of the human resources of the administration and public finance management reforms. Overall, while general knowledge is present in all parts of the administration, specialist knowledge on the practical implementation and day-to-day enforcement of the EU acquis is insufficient. Current assistance programmes offer many trainings but these are of limited potential. Therefore, other forms of Human Capacity Development (HCD) are planned to be delivered through this project. The types activities that may be financed include a wide range of possible measures, comprising innovative ones in the Kosovo contet (Trainings / trainings of trainers; TA and coaching; Study tours and secondments to member state institutions involved in acquis implementation; In-depth research of EU policies to support the formulation of national policies). The main beneficiaries of the project are the MEI as the main coordinating institution, as well as line ministries and national-level independent institutions and agencies engaged in the implementation of EU law in Kosovo. Envisaged results Specific key deliverables include that that: A Human Capacity Development Fund is set up and implemented (to strengthen the human resources of the Kosovo administration); Key topics of the integration process are effectively communicated By the end of the project, MEI should be able to continue to organise capacity development activities, using national funds as well as donor assistance, to the key departments of the administration responsible for implementing the NPISAA. Necessary management support to MEI In order to deliver the above, the workload of MEI is epected to be considerable. Therefore, Luembourg and Norway will finance four eperts to work with MEI on the implementation of the project: one international EU Integration Capacity Development Epert providing strategic programme management advice (already recruited), and three national technical assistants to help MEI organise and implement the project with specific regard to: project management, organisation & logistics (subject of the present job description) Job Description - Technical Assistant - RHU_132_uk.doc Page 2/7

3 financial administration and management public procurement The successful candidates will work as part of one integrated team. Their personal profiles should match at least one of the 3 areas of work indicated above. Assistants will work at the premises of MEI, and support those responsible for implementing the assistance project within the Ministry of European Integration. They will also co-operate with the EUI Capacity Development Epert, as well as LuDev and the Norwegian Embassy. 7. DUTIES AND MAIN TASKS 7.1. Main Tasks Assist in every aspect of project management and preparation of the Steering Committee. Participate in the planning and eecution of project activities plan, organize, and manage project events, trainings, study tours as well as technical assistance missions by eternal eperts, etc.; Monitor agreed project activities and the delivery of contracted services to ensure efficient and timely implementation liaising with the departments of MEI, project beneficiaries, as well as eperts and contractors; Manage project budgets keeping track of financial flows, preparing payment forecasts based on agreed activities, assist in the acquisition and allocation of donor funds in the Treasury to ensure project cash-flow, facilitating the timely and regular eecution of payments in line with eisting agreements and contracts, supporting accounting and financial reporting processes; Help ensure the regularity of implementation verifying that all activities comply with applicable legal regulations, agreed management processes and documentation requirements, working for the prevention, identification and correction of any irregularities or any misuse of funds (verification of project outputs and compliance with deadlines, controlling and archiving project documentation, on-the-spot checks of project implementation, etc.). Contribute to the production of monitoring reports and the organisation of evaluations at the request of MEI, LuDev and the Steering Committee supervising the implementation of the project. Facilitate communication between the relevant departments of the Ministry of European Integration, eperts, and other relevant stakeholders Secondary Tasks Assist in procurement processes prepare and co-ordinate the recruitment of eternal eperts, eecute small-scale procurement of logistical and other services, as well as supplies needed for project management. Participate in the preparation of technical specifications and terms of references and other tender documents, and in the selection of contractors; Assist in financial management verifying and archiving invoices and other supporting documents underlying ependiture, determining the eligibility of reported costs, supporting the processing of payments (preparation of documents) tasks by the Ministry of European Integration; registering electronically financial flows and documentary evidence in the projects IT support system.
