1 VACANCY POSITION: DURATION REGION: PORTFOLIO: SENIOR MANAGER: COMMUNICATIONS AND MARKETING x1 3 YEAR CONTRACT NATIONAL OFFICE CSU 03 July 2015 JOB LEVEL: 5 PURPOSE: To lead the development and implementation of integrated communications, marketing and public relations strategies, programmes and activities aimed at enhancing the organisations brand, reputation and performance. REPORTING: This position reports to the Executive Head: CSU 1

3 JOB DESCRIPTION KEY RESPONSIBILITY AREAS Integrated communications and marketing Public and client relations KEY RESPONSIBILITIES Accountable for the development and implementation of an integrated marketing and communications strategy, policies and plans Popularise the strategy to the organisation Undertake regular reviews of the strategy, policies and plans Undertake capacity building and popularisation of communications and marketing policies Coordinate communication and marketing activities across the organisation Direct and manage corporate communication and brand management Provide strategic support to executives in communication matters Lead the public relations functions including community engagements Identify and pursue organisational brand building opportunities e.g. exhibitions, fairs, roadshows, social media Coordinate corporate events Provide guidance and support for stakeholder and client relations management across the organisation Direct and be accountable for client relations Writing and/or facilitation of development of speeches/speaker notes and other public relations material for executives

4 Media relations and monitoring Web (internet and intranet) and publications management Lead the development of an organisation-wide public and client relations management system Champion the formulation/adaptation and spearhead the implementation/application of public and client relations management practices, processes and procedures. Undertake the monitoring and evaluation of the effectiveness of public and client relations management practices, processes and procedures. Lead the process of automating client relations management tools, processes and procedures. Spearhead annual budget allocation for public and client relations management Act as a chief media liaison and spokesperson for the organisation Facilitate responses to media enquiries including engaging media representatives Undertake media monitoring to keep the organisation up-to-date on relevant issues and development Coordinate media briefings Identify media advertising/profiling opportunities e.g. radio, television etc Manage the publication of corporate documentation, brand building, development and advocacy material Undertake proof reading, quality assurance, design, layout, printing and distribution of corporate and programme related material (such as the annual report, corporate plan etc) Undertake quality control of corporate content, products and branding Be responsible and accountable for final approval for all mass printing/publishing of corporate and programme material

5 Financial management and governance Be responsible and accountable for electronic publication on the website, including decommissioning of the material Be responsible for sourcing, quality assurance, layout design and uploading/printing of material for publication, i.e. website and hard copy material Lead the design/refreshing of the look and feel of the website and intranet Develop and be accountable for corporate logo, brochure and templates (e.g. letterhead, memo, etc) and protection thereof where necessary. Develop and manage Sub-unit budget and institute effective control measures. Manage the application of requisite resources to achieve Sub-unit goals. Support the development of revenue generation strategies. Cultivate an appropriate culture and awareness around financial matters within the Sub- Unit. Compile Sub-unit and support compilation of Unit performance reports in accordance with the organization s governance protocol. Manage Sub-unit and support Unit risk management, statutory compliance and other governance matters. Drive the alignment of the Sub-unit mandate with corporate goals (clearly define, interpret, communicate and manage). Direct performance contracting processes at Sub-unit and individual level. Sub unit leadership and management Establish performance accountability structures/platforms and systems. Ensure achievement of Sub-unit planned goals and targets. Manage high priority performance threats and pursue optimisation of opportunities relating to attainment of goals.

6 Guide and support regions in public and client relations management as well as marketing initiatives. Develop Concepts/Terms of Reference for, and manage outsourced marketing and communications assignments. Support the process of crafting the Unit vision. Support the development and the implementation of the business development strategy for business growth. Develop and manage strategic and business plans for the Sub-unit. Direct the operational planning process for the Sub-unit. Create operational competitive advantages around the following (among other) in relation to the Sub-unit: o Competence; o Capacity; o Business processes and systems; o Retention of key skills; o Training and development; o Innovation; o People management. Establish effective balance between in-house and outsourced capacity for Sub-Unit functions. Identify, build and maintain relationships with key stakeholders Provide support in the coordination and integration of business delivery activities within the Unit.

7 Develop close working relationships with IDT programme/portfolio staff and other key stakeholders to establish a shared vision for adaptive corporate learning and continuous operational improvements. APPOINTMENT REQUIREMENTS / LEARNING INDICATORS COMPETENCY TYPE APPOINTMENT REQUIREMENTS DESCRIPTION Formal Qualifications A minimum of a post graduate degree in Corporate Communications, Public Relations, Journalism, Marketing or related field A minimum of 10 years work experience in corporate communications, public relations or marketing, 3 of which should be at management level Job Related Work Experience Knowledge and proven experience in formulating and implementing internal and external communications strategies, campaign development, brand management, events planning and execution, media relations and management of publications Strategy development Campaign management Specific job competencies and Knowledge Marketing Exceptional business communications skills Business planning Events management
