PSC s key accountabilities include: Supporting strategic workforce planning and analytics to ensure government has the human resource capacity, now and in the future, to effectively deliver programs and services to Albertans and provide the best policy advice. Ensuring effective human resource strategy, policy, programs and processes exist across government so that APS employees have a consistent employment experience, which allows for appropriate flexibility that reflects departmental operational requirements. Providing support in building productive workplaces by advancing employee engagement, business excellence, and organizational capacity-building strategies. Ensuring the development and delivery of valuable and high-quality learning opportunities on a wide range of topics to meet the development needs of employees. Designing and managing the GOA Jobs Website as the primary information source of all employment opportunities in the APS. Delivering a corporate executive search program to attract and recruit executive managers and senior officials to the provincial government, and offering search consulting services to select public agencies. Leading a coordinated approach to APS internal communications. Collaborating with departments and public agencies to promote a consistent approach to public agency governance, recruitment and compensation. For more information about PSC, visit our website at Position Summary As a critical player in our human resource (HR) transformation, you will inspire innovation and excellence in leading consolidation in the key areas of labour and employment policy including collective bargaining, essential services negotiations, and dispute resolution. Reporting to the Assistant Deputy Minister, Labour and Employment Practices, and collaborating closely with partners across the system, you will provide strategic direction toward new models of service delivery and champion bold approaches that are client-centered, responsive and solution-focused. 3 Major Accountabilities Providing strategic leadership in the development of human resource strategies and policy frameworks for labour relations, employment policy, collective bargaining and essential services negotiations. Leading the design, development and implementation of innovative and responsive programs that integrate stakeholder requirements with corporate objectives and priorities and respond to changing environments. Providing strategic options, policy advice, and recommendations in the areas of negotiations, dispute resolution, collective agreement interpretation and policy development and analysis to the Assistant Deputy Minister, Labour and Employment Practices; Deputy Minister, Public Service Commissioner; Sector HR Executive Directors; the Provincial Bargaining Coordination Office; and senior leadership across government. Representing the Government of Alberta as the employer in negotiating, interpreting and administering the Collective Agreement, Essential Services and on any employment-related disputes before adjudication boards and administrative tribunals. Establishing and maintaining a respectful labour relations climate and relationship with the union at a corporate level. Developing and managing a cost effective and fair dispute resolution process that resolves disputes without compromising the employer s interests. Directing staff and outside legal counsel to represent corporate interests in the resolution of employment disputes and issues when acting as the employer spokesperson before adjudication boards, administrative tribunals or before the Courts. Leading the employer s bargaining team, overseeing the development of contract language proposals for the Collective Agreement, and recommending negotiation strategies for the Collective Agreement. Developing and maintaining open, consultative and effective relationships with clients, stakeholders and shared service partners in providing quality services, enhancing business processes, coordinating approaches, resolving issues and implementing initiatives to support the corporate mandate. Representing the department on cross-ministry, interprovincial, national and other committees and teams and directing research, jurisdictional scanning, and analysis of emerging issues, trends, and best practices. Leading a team of management and HR professionals and managing fiscal resources effectively to meet government and organizational needs. The Labour and Employment Policy branch includes the functional areas of labour and employment relations, collective bargaining, and essential services negotiations and works in coordination with the Employee Relations Shared Services team. Financial and Human Resource Management The Executive Director is accountable for the effective management of a staff complement of approximately 40 full time equivalencies and a significant budget. Contacts Contacts include the Deputy Minister, Public Service Commission; members of the Deputy Minister Human Resource Integration Committee; Assistant Deputy Ministers; staff in the division and within other areas of the Public Service Commission; members of ministry executive committees across government; the Provincial Bargaining Coordination Office; and various administrative councils. Other contacts include representatives from the Alberta Union of Provincial Employees, the Alberta Pensions Administration Corporation, other jurisdictions, the private sector, consultants and service providers. Issues / Challenges Collaborating with colleagues, partners and stakeholders on the delivery of key milestones to achieve the HR transformation, including the launch of centres of excellence, shared service centres and the transformation of classification systems and processes. Developing corporate collective bargaining strategies that bring together the mandate set by Cabinet and interests of individuals ministries in alignment with corporate goals. 5 Balancing interests, expectations and requirements while encouraging cooperation among divergent and competing stakeholders including government, the HR community and union representatives. The Person (1) Knowledge/Skills/Experience Extensive related senior management experience with strengths in leadership, stakeholder engagement, and building organizational capacity. Understanding of the labour and employment, economic and political environment. Proven track record in building relationships, creating effective partnerships and leading initiatives involving multiple partners including senior executives, and shared resources to achieve corporate goals. Demonstrated ability as a leader with a commitment to create, support and sustain an environment to enhance engagement and innovation, enable staff to achieve results, and build organizational capacity for the future. Broad knowledge of human resources functions, management practices and strategies and employment legislation, regulations and policies. Understanding of strategic policy development and implementation. Exceptional communication skills, political acumen and the ability to lead, influence and negotiate innovative solutions to complex and diverse issues. Advanced analytical, problem solving, and strategic thinking abilities. Strong project management, organizational abilities and contract management skills, including the ability to manage a number of demanding issues while delivering results. Experience leading and managing significant fiscal and human resources. (2) Academic Background A degree in a related field is preferred.
