February 2018 Open Web: IRA & COP Survey Questions Patrick VanGuilder Risk Assessment and Mitigation

2 Agenda Goal: Clarify the purpose of certain IRA & COP Survey questions. What data is WECC looking for? Why is it important to know this information? How is WECC using this data?

3 Transmission Facilities Please provide a list of tie-lines that your entity has with other Registered Entities. (applicable to BA, TO, TOP, DP, GO, GOP) Include in the list: The name of the Registered Entity that has a tie-line with your entity. The number of tie-lines the Registered Entity has with your entity for the specified Functional Registrations. The number of tie-lines the Registered Entity has with your entity at each voltage level.

4 Transmission Facilities

5 Transmission Facilities What data is WECC looking for? Entities tied with, total ties for function and voltage Why is it important to know this information? Coordination planning, operations, and maintenance How is WECC using this data? Coordination risk, Neighbor dependency, Flow-through system

6 Generation Facilities In the table below, please provide the following detailed information for the BES generators which are owned or operated (wholly or jointly) by your Registered Entity. (applicable to GO, GOP) Facility Type Fuel Rating Ownership BA TOP GO GOP Use

7 Generation Facilities

8 Generation Facilities What data is WECC looking for? Generating unit capabilities, fuel types, facility use, and functional entities, ownership % Why is it important to know this information? Coordination for planning, operations, and maintenance Largest single contingency, BES impact for total capacity Fuel dependencies, Blackstart, reserve sharing, peaking How is WECC using this data? Risk Factor criteria, BA/TOP dependency, TO impact

9 Load What is the maximum real power capacity, in MW, that your entity is responsible for delivering? (applicable to TO, TSP, DP, RP) MW

10 Load What data is WECC looking for? Real power delivered to customers Why is it important to know this information? Load modeling, manual load shedding How is WECC using this data? Risk Factor criteria, BA/TOP/TO impact

11 Load What is the peak capacity (load and transfers), in MW, on the transmission system that your entity is responsible for monitoring or operating? (applicable to RC, BA, TOP) MW

12 Load What data is WECC looking for? Real power that is on the transmission system Why is it important to know this information? Flow-though system, coordination, voltage support How is WECC using this data? With other criteria to scope coordination and emergency related Requirements

13 Load For the system you are responsible for planning, monitoring, or operating, please provide your load profile curves for the last three years and projected for the next three years. (applicable to RC, BA, TOP, TO, TSP, DP, RP) If there have been significant changes in the past three years or expected in the next three years, please describe the changes in load profile that your entity has experienced and how you are managing those changes.

14 Load

15 Load What data is WECC looking for? Load composition (residential/commercial/industrial) Daily load curves Seasonal load curves Why is it important to know this information? Planning for sufficient generation and transmission How is WECC using this data? Properly scope planning Requirements

16 Organizational Characteristics Does your entity have any agreements (such as delegation agreements, interconnection agreements, assignment agreements and/or contracts) that transfer or share compliance related tasks for BES Elements with another Registered Entity? For instance, operating or maintenance agreements. (applicable to all NERC Registered Functions) o o Yes No If yes, please upload an executed copy of the agreements.

17 Organizational Characteristics What data is WECC looking for? Tasks associated with compliance obligations Why is it important to know this information? Ensure proper coordination of compliance How is WECC using this data? Understanding of how compliance tasks are completed

18 Organizational Characteristics Does your entity have any agreements that result in the transfer of compliance responsibility for NERC Reliability Standards from one entity to another? (applicable to all NERC Registered Functions) o o Yes No If yes, List the delegated tasks, the entity responsible for performance, and/or the entity responsible for demonstrating NERC compliance. Please upload an executed copy of the Agreements.

19 Organizational Characteristics What data is WECC looking for? Delegated compliance responsibilities Why is it important to know this information? Determine compliance responsibility How is WECC using this data? Remove or add Requirements and/or BES elements to monitoring scope

20 Questions Are there any questions regarding the IRA & COP Survey questions covered today?
