1 Basic details of job Job title: Senior Economic affairs officer (Economic Diplomacy project) Unit/mission: Economic Affairs Department / CG New York Job level: 08 (lokale schaal) Number of hours: 40 Job number: TBD General features of job The senior economic affairs officer is primarily responsible for providing people, businesses and institutions with information and identifying their information needs. The senior economic affairs officer is responsible for helping develop and execute policy and for drawing up project plans for the section or sections concerned. The senior economic affairs officer is accountable to the head of section for effectively helping to develop and execute policy and drawing up and amending project plans and closely collaborates with the Innovation Attaché network. The senior economic affairs officer takes decisions about the quality of the analysis of collected data and the translation of overall ministerial policy frameworks into proposal for specific action by the Embassy. The senior economic affairs officer takes decisions on the information to be provided, requests to experts to provide additional information, and proposals for improving communication with people, businesses and institutions. Determining overall economic & public diplomacy strategy for the efforts of the Consulate-General, in accordance with the US-wide public diplomacy strategy of the Netherlands. The work is carried out in accordance with broadly formulated assignments. To a large extent the employee makes his/her own choices and decisions about approach and way of working. Possible duties Helping to develop and execute policy by: Example 1: Contributing, on the basis of experience in the field, study of literature and reports, to studies and advice on the policy concerned, involving independent interpretation and analysis of the collected data. Example 2: Monitoring developments in the area of interest. Example 3: Consulting with the economic field and (Innovation attachés) colleagues on wishes and opportunities within the policy area concerned. Example 4: Translating overall ministerial policy frameworks into proposals for specific action by the consulate general. Identifying information needs in the relevant field of work by: Example 1: Monitoring and analysing questions and request patterns. Example 2: Informing experts on the results of monitoring and analysis.

2 Example 3: Making proposals for improving communication with people, businesses and institutions. Gathering information in the relevant area of work by: Example 1: Contributing to studies and advice on the relevant policy, based on the study of literature and reports. The employee must interpret and analyse the collected information independently. Example 2: Monitoring developments in the area of interest. Example 3: Consulting with others on how to obtain information Maintaining a network (and database) of professionals both in the US (and international) as in The Netherlands; Example 1 Identifying important contacts within the policy area concerned and sharing of these contacts with a relevant network within the embassy and the partners in The Netherlands. Actual duties (to be completed by mission) DUTIES AND RESULT AREAS Description of duties: Develop policy and strategies to effectively present and position the Dutch Energy (focus on Offshore Wind) and Life Science & Health sectors in the US. Develop communications and market strategies for activities organized by the economic affairs department and in cooperation with the innovation attaché in charge for activities on the edge of Innovation and Economy. Research and maintain (in collaboration with EA-senior officer in New York) the main target groups for the business development efforts of the Consulate General of the Netherlands Build/expand and maintain strategic network of relevant American partners, companies and knowledge institutes. Collaborate on the development of story lines about the Dutch Energy and Life Science & Health sector for the US in collaboration with the Economic Affairs department, the Innovation attaché network and the Embassy (building blocks). Oversee the online and social media activities of the economic affairs department of the Consulate General. Description of result areas: Focus Offshore Wind Offshore wind development in the northeast US has taken on new life with three landmark events taking place in the past 18 months. One, the first offshore wind field in the US opened near Block Island, Rhode Island. Two, the state of Massachusetts established a large pool of funds and incentives to develop offshore wind production to a target of 1600mW, and three, New York State has awarded a project that may lead to the development of a sizable offshore wind farm in that state. In the 2017 State of the State, NY Governor Andrew M. Cuomo

3 proposed an unprecedented commitment: to develop up to 2.4 gigawatts (GW) of offshore wind by 2030, enough to power 1.25 million homes. Furthermore, the state of Maryland as of 2013 has the Renewable Energy Portfolio Standard (RPS): 25% of all electricity consumed in the state should be from renewable energy by the year The wind field is very competitive, and while the Netherlands is not presently home to any turbine manufacturing operations, there are a range of Dutch companies involved in virtually every aspect of design and development of these projects. Activities and Results Closely monitor the developments in this sector to create access for Dutch companies into this emerging market. Facilitate and employ economic diplomacy to open doors for Dutch businesses who supply hardware, software, or technical services that help to advance projects. Create opportunities for the Dutch sector to participate in planning initiatives and studies such as the Offshore Wind Master Planning effort that New York State is undertaking now in collaboration with the federal government. The candidate should be able to investigate the different fields where US-NL collaborations will be valuable within the broad sector of offshore wind: from business development opportunities and collaborations to positioning the Netherlands as a frontrunner in the field and exchanging knowledge. Furthermore, the creation of a platform for more collaboration between the US east coast (New York State, Massachusetts, Rhode Island, potentially New Jersey and Maryland) in pooling resources and expertise and therefore paving the way for Dutch businesses and institutions to enter this market. Focus Life Science and Health Both in the life science and the health (tech) areas, there are tremendous opportunities in New Jersey, New York and Boston. In New York City alone, there are nine major research centers, 50+ hospitals, 100+ research foundations and an overwhelming amount of talent. Boston is considered the life science capital of the US. Due to the relative proximity of Boston and New York/New Jersey, this is a perfect collaborative space for (business) relations between the Netherlands and the US east coast focused on life science & health. The candidate should be able to investigate the different fields where US-NL collaborations will be valuable within the broad sector of life science and health: from business development opportunities and collaborations to positioning the Netherlands as a frontrunner in the field and exchanging knowledge. Furthermore, the creation a platform for more collaboration between the US east coast and Canada in pooling resources and expertise and paving a way for Dutch businesses and institutions. The candidate s role is crucial to seek out where the opportunities are and how capacity and programs can be set up so that they are as efficient as possible. Initially, this will be an exploration of the Dutch and US subsectors within life science and health, from biotech to digital health. Results The main purpose of a concentrated focus on LSH is to increase business development opportunities and collaborations for the Dutch LSH ecosystem with northeastern US hubs. With a bigger and more in-depth network amongst different subsectors, incoming Dutch companies can be matched with counterparts and promote sustainable partnerships. By integrating universities, research institutes and (innovation labs from) hospitals with companies from the Netherlands, positioning the Dutch expertise in LSH in the US east coast

4 regions. Furthermore, strengthening the Boston and New York/New Jersey connection and positioning the region as one hub for Dutch organizations to do business with and collaborate. WORKING ENVIRONMENT The Consulate-General of the Netherlands is part of the network of Dutch diplomatic Representations, which closely work together in a unique way. The Consulate in New York is situated in the Chrysler Annex building, a modern and excellently equipped office. The Consulate-General and the Netherlands Foreign Investment Agency (NFIA) have 22 employees, four Dutch expats and eighteen locally hired. Most colleagues are Dutch nationals. The Consulate has three departments: the economic department, the cultural department and the department of operational management and consular affairs. The Netherlands Foreign Investment Agency, although a separate entity, is part of the organization. The Dutch Mission to the United Nations is housed in the same building, facilities are shared. The CG works closely with the Embassy in Washington, especially in the field of public diplomacy. The Economic Affairs Department collaborates closely with the US Innovation Attaché network, especially with the Boston Office. The Senior Economic Affairs Officer will be working from the Boston office, in close collaboration with the Innovation Attaché, but is accountable to the head of the Economic section of the Consulate-General in New York and is directly positioned under the Consul General. JOB REQUIREMENTS & COMPETENCES Knowledge and areas of experience: At least 3-5 years of experience in the fields of Energy, Cleantech and/or Life Science & Health; Affinity with business and commercial development; Hands-on, able to work independently and take responsibility; Result driven; Excellent writing skills; Interest in and affinity with working within a network of diplomatic representations; Willingness to quickly acquire the necessary specific knowledge; Excellent social and communication skills; Strong networking skills, able to independently and self-assuredly approach outside contacts and take the initiative to make contact; Team spirit and flexibility.

5 Knowledge and skills Level of education: university level or higher professional level Level of experience: at least 3-5 years experience required Understanding of economic and specialised developments in relation to the area or areas in which the economic affairs department operates. Knowledge of general training methods and techniques for drawing up project plans and performing evaluations, and skill in using them. Understanding of relevant ministerial frameworks and legislation in the policy area concerned. Skill in translating insights and information into advice, plans and reports and in assessing their policy and financial implications. (Near-) Native speaker of English Knowledge of Dutch language is a pre. Contacts Team of Consulate General, the attaché network, the embassy and the other consulates. With people, businesses and institutions, to analyse information needs and provide information on policy matters. With experts, to request additional information on policy matters and make proposals concerning public information. Other remarks (to be completed by mission) Short description of the desired colleague: A colleague who is knowledgeable about and experienced with the Energy and Life Science & Health sector both in The Netherlands and the United states. Ideally, we are looking for a person who is familiar with the American culture of doing business. Someone who has relevant contacts and contributes to positioning the Dutch innovative sectors with a substantial economic diplomacy program and help to develop this further in the future. Our colleague needs to be able to see the Dutch perspective and to position/connect the message in the relevant business landscape in the United States. We are looking for a resultoriented team player, who can adjust quickly to the work environment and considering the positioning at our Boston office, the ability to work independently is an absolute must.
