1 University of London Job Specification Job Title: epartment: Section: Level: Health & Safety Manager Property and Facilities Management Sustainability, Health, Safety & Fire 08 (AMP) The post fulfils the University s legal obligation under Regulation 7 of the Management of Health and Safety at Work Regulations 2005, to appoint one or more competent persons to assist the University with its statutory health, safety and fire duties. The post holder will promote, facilitate and enable a culture at the University where all staff and students understand their health and safety obligations and the contribution they must make to assist the University achieve its statutory and corporate health, safety and welfare objectives. This to be supported by monitoring and reporting of key performance indicators that allow the University to assess progress in advancing this culture. Job Purpose: Reporting to the Head of Sustainability, Health, Safety & ompliance, the post holder will be the lead professional defining, developing and implementing the delivery of health and safety strategies that meet the University's strategic plan objectives and legal obligations for ensuring staff, students and visitors work and live in a healthy and safe environment. Job ontent: % 1. Prepare and maintain a health and safety policy that sets out the University commitment to achieve a high standard of health and safety management practice and an effective organisation of roles and responsibilities for meeting statutory obligations and delivering the strategic health and safety objectives. 2. Take responsibility for the strategic development of all Health and Safety management systems within the University that will ensure that the University fulfils its statutory obligations and minimises risks to staff, students and visitors.

2 3. evelop methods to monitor and review the effectiveness of the University Health and Safety Policy and supporting procedures and action plans. This is to include working collaboratively with colleagues in HR and the University's occupational health service providers to develop methods for monitoring staff health and wellbeing. 4. Notify the Vice-hancellor in the event of risks with the potential to cause loss of life, serious injury or a serious work-related illness, significant property damage, loss of services or other events likely to have a serious impact upon the operation of the University and any events likely to lead to investigation or prosecution by a relevant health and safety law enforcement body, civil litigation and potential damage to the reputation of the University or its officers and staff. 5. Engage with academic and support services departments and colleagues to make them aware of their health and safety responsibilities and to support and advise Heads of epartment so that hazards are identified and risk assessments used to determine proportionate controls to mitigate the risk, with ongoing monitoring and suitable review. 6. Provide expert advice to the University with regards to new or changing legislation and codes of practice, and to take the lead role in developing or updating Health and Safety policies and procedures. 7. evelop relevant Key Performance Indicators and targets in order to benchmark and improve the University's Health and Safety performance and to report these on a regular basis through relevant committees. 8. Provide comprehensive Health and Safety guidance and advice for academic and support departments, ensure the investigation of reported accidents, incidents and near misses, identifying cause, including systemic failures, and ensuring appropriate corrective actions are implemented in a timely fashion to prevent recurrences. 9. Liaise with recognised Trades Unions safety representatives and elected representatives of employee safety, as necessary to keep them informed of all matters affecting the health, safety and welfare of the staff they represent. 10. To establish and manage a formal auditing system to monitor statutory compliance, progress against the key performance indicators, departmental health and safety management performance and to enable benchmarking with other higher education sector providers. 11. Work collaboratively with HR colleagues to establish suitable arrangements for staff health and safety training to ensure staff are aware of their statutory responsibilities for health and safety and sufficiently competent to fulfil any health, safety or fire duties associated with their role. 12. Work collaboratively with the Head of Residential Services to ensure that suitable fire safety information and advice is included in the induction provided to students living in University residential premises. 13. oordinate the network of First Aiders, collaborating with the Facilities Services Manager to ensure that the University's emergency response arrangements are robust and in compliance with statutory requirements. 14. Take a leading role, in collaboration with the University Fire Safety officer, to ensure the University complies with all relevant fire safety regulations, including premises fire risk assessments, fire safety strategies and fire emergency plans, staff training, routine inspections, fire evacuation drills and the appointment of fire wardens.

Provide leadership to staff in the Sustainability, Health, Safety & ompliance team, ensuring that necessary skill and competency levels are maintained, and that they provide staff and students with the very best advice possible on all matters relating to health and safety. 16. Provide advice to the Procurement team to ensure that health and safety considerations are included in purchasing arrangements and that the University terms of business incorporate the necessary health and safety due diligence and contract terms. 17. Support the University Health and Safety ommittee, preparing reports as necessary and dealing with actions promptly. 18. Support departments requiring assistance with complex or specialist H&S hazards, including the provision of specialist advice on relevant topics (e.g. hemical, radiation, bio-safety) and requirements for licenses, permits etc. 19. Other similar duties which are commensurate with the specific requirements detailed above as required by the Head of Sustainability, Health, Safety & ompliance. 20. Reports to: Responsible for: Head of Sustainability, Health & Safety Fire Safety Officer Additional demands of the role: Person Specification EXPERIENE & PERSONAL QUALITIES Sound knowledge of Estate Management and health & safety compliance processes within the HE/FE sector. Must have extensive experience as an occupational health and safety competent person, including as the lead professional providing strategic direction and advice to a large and diverse organisation, preferably in the HE sector. Must be able to demonstrate effective professional engagement and support in a research environment where challenging and leading the way people think can be just as critical as technical knowledge. Must be able to manage a small team of professional health and safety practitioners, developing capability and optimising performance to deliver a high quality service to the University that meets the key performance indicators.

4 Previous experience developing a health & safety strategy and up-to-date familiarity with English health and safety and fire safety regulatory requirements. Substantial experience of safety management and contract management in a complex technical environment. Fully conversant with auditing contracts and contractor practices and particularly statutory complaince. Experience of determining and promoting Value for Money for all types of minor works. Experience of analysing AFM Performance Management and KPI Reports. An accomplished communicator, capable of adapting their communication style according to the audience and circumstances and keeping abreast of the opportunities offered by advances in communication technology.
