2 OIL SPILL RESPONSE TRAINING SERVICES The International Convention on Oil Pollution Preparedness, Response and Cooperation (OPRC 1990) sets the international framework for oil spill preparedness and response. In the UK, OPRC 1990 is implemented by The Merchant Shipping (Oil Pollution Preparedness, Response and Cooperation Convention) Regulations These include the requirement for oil spill response training to approved national standards. RPS Energy offers accredited oil spill response training courses to the above standards to meet the requirements of the UK Department for Business, Energy and Industrial Strategy (BEIS) Offshore Petroleum Regulator for Environment and Decommissioning (OPRED) for offshore operators on the UKCS. The courses are accredited by the Nautical Institute on behalf of OPRED and the Maritime & Coastguard Agency (MCA). The courses currently offered are summarised in the table opposite and detailed in the following pages. OPRED Levels 2 and 3 are purely aimed at the UKCS offshore oil and gas industry. The OPRED Level 4 and MCA Level 5 courses also carry equivalent International Maritime Organization (IMO) Levels, so are also suitable for those with international operations. 3 OPRED LEVEL 2 CORPORATE MANAGEMENT UK Offshore Industry OPRED Level 2: Corporate Management Course This UK OPRED approved Level 2 Corporate Management course is designed to increase the awareness of personnel with the responsibility to undertake the role of an executive or corporate decision maker, or their advisor, following an oil pollution incident. Such decision making may include the identification of response priorities and liaison with pollution response contractors, OPRED, MCA, Secretary of State s Representative (SOSREP) and any other relevant Government agencies. RPS Energy tailors the 4 hour course materials, as required, to suit the clients operations. Our specialist trainers will discuss your needs and adjust the course materials accordingly, ensuring that all sections of the course are relevant to your employees and their responsibilities. What does the course cover? The roles and responsibilities of all involved; Training and exercise requirements; Reporting procedures required under OPRC, proven by the use of the PON1 form; Oil Pollution Emergency Plans (OPEPs) and how the company procedures interface with those of other parties involved in the incident; Justification of the choice of strategy used to tackle the spill; Identification of reasons to deactivate a response. What will delegates take from the course? An understanding of the roles and responsibilities of senior management in an oil spill scenario; An understanding of the legislation and statutory requirements; An understanding of the company s OPEPs; An appreciation of claims and compensation schemes; A basic understanding of the various response options. Who should attend the Course? Management personnel who, in the event of an oil spill, are expected to represent the operator and make pollution response decisions and/or liaise with pollution response contractors must complete this training. Personnel advising managers in relation to the above must also complete this training. It should be noted that personnel qualified to OPRED 3 and 4 are deemed qualified to OPRED 2. When should I attend a refresher? OPRED Level 2 training must be repeated every three years to maintain the certification.

4 OPRED LEVEL 3 ONSHORE EMERGENCY RESPONDER UK Offshore Industry OPRED Level 3: Onshore Emergency Responder Course The approved OPRED Level 3 Onshore Emergency Responder course is designed to ensure that all relevant personnel are trained to identify and implement appropriate pollution response arrangements. Such response arrangements may include input from OPRED, MCA, SOSREP, pollution response contractors and other relevant Government agencies. Personnel must be capable of fully comprehending the actions agreed between the emergency responder and Government officials regarding any identified pollution response strategy. RPS Energy tailors the 3 day (24 hour) course materials as required to suit the clients operations. Our specialist trainers will discuss your needs and adjust the course materials accordingly, ensuring that all sections of the course are relevant to your employees and their responsibilities. What does the course cover? Roles and responsibilities; Role of the government authorities; How to assess the incident based on oil type, quantity and the environmental conditions; Surveillance and tracking of oil spills, use of dispersants and the fate and behaviour of the oil leading to the development of the Incident Action Plan (IAP); Response strategies; Oil Pollution Emergency Plans (OPEPs) - how to use your plan; Reporting procedures including PON 1 notification; Environmental impacts of the spill, marine and coastal clean-up, safety considerations and waste disposal issues; Deactivating the response. What will delegates take from the course? An understanding of the UK notification process and UK statutory reporting requirements; Ability to make and justify strategy based decisions; An understanding of the environmental impact of oil spills; Knowledge to conduct an initial spill assessment; The ability to develop and implement IAPs including suggesting possible response strategies; Experience of acting in the role of response advisor within the company s Emergency Response Management Team. Who should attend the Course? All personnel (staff or contracted) who are designated as Emergency Room Managers must undertake this training. In addition, all personnel who will be expected to hold the position of an Environmental Advisor during a response to an offshore oil spill event must complete this training. It should be noted that personnel qualified with a UK accredited certificate at IMO Level 2 will be deemed qualified to undertake these roles. Personnel, who are qualified to IMO Level 2 which is not UK accredited, will not be qualified at this level unless they have a UK endorsement covering the UK specific course content. When should I attend a refresher? Delegates must undertake a 1 day refresher course every three years within three months of certificate expiry. Failure to do so will require full re-certification by completing the entire training course to maintain validity.

5 OPRED LEVEL 4 / IMO LEVEL 2 ONSHORE EMERGENCY RESPONDER UK Offshore Industry OPRED Level 4: Onshore Emergency Responder Course The approved OPRED Level 4 Onshore Emergency Responder course provides an additional 8 hours of practical training to the OPRED 3 course and provides an IMO Level 2 equivalent qualification. IMO level 2 is a qualification obtained under the OPRC Convention and is aimed at Supervisors and On-scene Commanders. Personnel trained to this level may hold a staff position or be contracted as part of identified pollution response arrangements. The course will ensure that all relevant personnel are trained to identify and implement appropriate pollution response arrangements. Such response arrangements may include input from OPRED, MCA, SOSREP, pollution response contractors and other relevant Government agencies. Such personnel must be capable of fully comprehending the actions agreed between the emergency responder and Government officials regarding any identified pollution response strategy and also possess a good understanding of the OPRC Convention and the relevant regional and international boundaries and agreements. RPS Energy would tailor the 4 day (32 hour) course materials, as required, to suit the clients operations. What does the course cover? Activation of contingency plans; Statutory reporting procedures; Response strategies and development of a response action plan; Assisting in establishing and organising a response structure; Assisting in activating an operational response; Environmental impacts, marine and coastal clean-up, safety considerations and waste disposal issues; Management and control of an ongoing response; Decisions to deactivate a response; Debriefing and reporting; Management of the media; Practical spill response exercise. What will delegates take from the course? Delegates will be capable of working with and understanding the actions being agreed with Government Agencies about any response strategy. Delegates will also have a good understanding of the OPRC Convention and protocols involving regions, international boundaries and agreements. In addition, delegates will have undertaken at least 8 hours of practical training in the use and limitations of the various oil spill response options and equipment types available to the response team. Who should attend the Course? The course is designed for personnel who require a more detailed knowledge of practical oil spill response equipment configuration and deployment. Those qualified to OPRED 4 (or UK accredited certificate at IMO Level 2) are deemed to be qualified at OPRED 2 and 3. Personnel who are qualified to IMO Level 2 which is not UK accredited, will not be qualified at this level unless they have a UK endorsement covering the UK specific course content When should I attend a refresher? 6 MCA LEVEL 5 / IMO LEVEL 3 OIL SPILL RESPONSE EXECUTIVE COMMANDER UK Offshore Industry MCA Level 5: Oil Spill Response Executive Commander Course The approved Maritime and Coastguard Agency (MCA) Level 5 Oil Spill Response Executive Commander course is designed for those in overall control of an oil spill clean-up operation. It is also designed for personnel who would form part of the team that makes executive decisions related to oil spill clean-up response, sets priorities and deals with external liaison. The award for this course also carries the equivalent of IMO Level 3. RPS Energy tailors the 5 day (40 hour) course materials as required to suit clients operations. Our specialist trainers will discuss your needs and adjust the course materials accordingly, ensuring that all sections of the course are relevant to your employees and their responsibilities. What does the course cover? Activation of contingency plans; Sources of oil in the Marine Environment; Behaviour and Impacts of Oil in the Marine Environment; Oil Pollution Emergency Planning; International Cooperation; Response Strategies; New Technologies; Oil Spill Response Safety; Decontamination; Waste Management; UK National Response System; Oil Spill Response Management; Response Objectives and Policies; Response Termination; Claims and Compensation; Dealing with the Media. What will delegates take from the course? The course will provide participants with a detailed understanding of the management aspects of response including: the safety issues concerning response personnel and the public; response limitations; identifying and working with stakeholders; crisis communications and media relations; legal framework; response team dynamics and team development; response management and the post-operational requirements. Who should attend the Course? Individuals that will be involved extensively in an oil spill response for an oil operator with international operations, which may include responsibilities for oil spill response strategy decision making at an executive level, are required to undertake this training course. When should I attend a refresher? Delegates must undertake a 1 day refresher course every three years within three months of certificate expiry to maintain validity. Failure to do so will require full re-certification by completing the entire training course.

7 OIL SPILL PREPAREDNESS SERVICES Effective planning and training for emergencies are critical to successful response execution. In turn, your company s response to an oil spill event may have a far reaching impact on its local, national and international reputation. RPS Energy is able to offer several oil spill preparedness services which comprises the following: Capability Audits; Oil Spill Contingency Plans; Oil Spill Modelling; Shoreline Protection Strategy Plans / Shoreline Sensitivity Mapping; Training and Exercises; and On-Call Support and Incident Management. Capability Audits A Capability Audit is the first step in assessing the level of oil spill preparedness and comprises a review of key elements such as Oil Spill Management Framework, Contingency Planning, Response Arrangements and Training and Exercise Programmes. Oil Spill Contingency Plan (OSCP) / Oil Pollution Emergency Plan (OPEP) RPS has a great deal of experience in the production of OSCPs and OPEPs for drilling and production operations, both on the UKCS and overseas. Our regulatory knowledge and experience ensures that all plans are produced in line with current regulatory requirements, best practises and expectations. Oil Spill Modelling RPS Energy is able to provide worldwide marine surface and subsurface oil spill modelling studies for risk assessments, contingency planning and exercises utilising oil spill modelling software OilMap that has been used and developed by modellers, scientists and researchers at RPS. We are also able to provide modelling from land based spills such as pipelines and storage tanks using OilMapLand. A 24/7 subscription based on call oil spill modelling service to marine spills is available, thus providing critical situation awareness related to the future movement and direction of spills, where and when impact to shoreline is likely to occur and what response strategy would be optimal. Shoreline Protection Strategy Plans / Shoreline Sensitivity Mapping A Shoreline Protection Strategy Plan (SPSP) is required when a UKCS block lies within 40 kilometres of the coastline, either wholly or partly. Exercises Exercises offer numerous learning opportunities that serve to validate preparedness arrangements, thus ensuring an effective and rapid response. Exercises encourage team work and team building, good working relationships and familiarisation of roles among people who are likely to be involved in a real incident. Exercises can be tailored to the client s requirements, from a simple table top exercise to a full scale incident management exercise. On-Call Support and Incident Management An additional capability selected by a number of our clients is the provision of trained and experienced RPS support personnel within the client s Incident Management Team itself. This often takes the form of an RPS Duty Manager who may also fulfil the role of HSE Advisor, and additional Log Keeper support. RPS is able to provide a fully equipped Emergency Response Room in Central London and Relative Response assistance.
