1 Class Code: M/CC Date Adopted: City of San Bernardino Signature: Director, Human Resources Bargaining Unit: CLASS SPECIFICATION Senior Network Administrator EEOC Job Category: Officials and Administrators JOB SUMMARY Under direction, plans, supervises, coordinates and participates in administering the City's network infrastructure, operations and security; ensures work quality and adherence to established policies and procedures; and performs related duties as assigned. DISTINGUISHING CHARACTERISTICS Senior Network Administrator is an advanced journey-level class in the professional IT network class series. The incumbent has overall responsibility for administration of the City-wide network infrastructure, including installing, configuring, testing, maintaining and troubleshooting network operating systems, hubs, routers and other devices, ensuring reliable operations, connectivity and functionality and e-commerce access in order to provide efficient, reliable, high performance systems and support to meet City objectives. The incumbent plans, organizes and supervise the work of other network administration team members. Work requires advanced professional knowledge of the design, development and administration of network infrastructures, as well as strong project leadership and management skills. ESSENTIAL DUTIES AND RESPONSIBILITIES The duties listed below are intended only as illustrations of the various types of work that may be performed. Plans, organizes, controls, manages and evaluates the work of the network administration team; with staff, participates in establishing operational plans and initiatives to meet department goals and objectives; implements plans, work programs, processes, procedures and policies required to achieve overall department performance results; coordinates and integrates department functions and responsibilities to achieve optimal efficiency and effectiveness; participates in developing and monitoring performance against the annual departmental budget. 2. Plans and evaluates the performance of assigned staff; establishes performance requirements and personal development targets; monitors performance and provides coaching for performance improvement and development; provides or recommends compensation and other rewards to recognize performance; takes disciplinary action, up to and including termination, to address performance Senior Network Administrator Page 1

2 deficiencies, subject to management concurrence, in accordance with the City s human resources policies and procedures, Civil Service Rules and labor contract provisions. 3. Provides leadership and works with staff to develop and maintain a high performance, customer service-oriented work environment that supports achieving the City s mission, strategic goals and core values. 4. Develops and administers strategies, policies and procedures for network availability and security; designs and implements strategies to ensure City data security and integrity; writes specifications for, and installs and administers firewalls and security protocols; monitors systems to identify security breaches; ensures an ongoing stable environment for end users. 5. Analyzes, designs, configures and installs wide area network links; designs and writes specifications; configures and installs routers, bridges, and repeaters. 6. Analyzes, designs, configures and installs network equipment and devices for new or modified network segments including cabling and configuration of switches. 7. Analyzes, troubleshoots and resolves network-related problems; resolves compatibility problems across systems and networks; troubleshoots complex network failures, router problems and telecommunications problems; recommends and implements changes and improvements. 8. Analyzes network security and performance issues; identifies potential security and utilization or performance issues; designs strategies and recommendations to improve security and network performance. 9. Serves as technical resource in design and development of the City's network infrastructure architecture; projects and develops plans for network growth that supports the City s strategic direction; prepares project cost estimates and justifications for new or enhanced network system modifications; prepares requests for proposals for vendor/consultant services; evaluates bids and make recommendations on vendor selection. 10. Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of information technology. 11. Provides 24/7 emergency call-out support to the City. QUALIFICATIONS Knowledge of: 1. Operating system architecture, characteristics, capabilities, constraints and commands applicable to the City s information systems environment. 2. Network architectures and theory and principles of network design and integration, including topologies and protocols. Senior Network Administrator Page 2

Principles, practices and methods of systems/network administration and maintenance, including configuration, performance tuning and diagnostic tools and network management tools and utilities. 4. Principles, methods and techniques for installation, configuration and operation of network systems, equipment and devices. 5. Methods and techniques for performing connectivity testing and network analysis and troubleshooting, including the uses of diagnostic tools and equipment. 6. Internet/intranet technologies and design concepts and techniques, including router and firewall configuration and applicable programming languages. 7. Systems analysis and design principles and development methodologies and tools. 8. Database management systems and software, including architectures, diagnostic tools, commands and utilities, applicable to systems administration responsibilities. 9. Principles and practices of sound business communication. 10. Principles and practices of effective supervision. 11. City human resources policies and procedures, Civil Service Rules and labor contract provisions. Ability to: 1. Plan, organize and coordinate the work of professional staff engaged in network infrastructure development and administration. 2. Configure and maintain the operations of operating and network systems to achieve optimal technical performance and user support. 3. Troubleshoot complex systems hardware, software and/or connectivity problems and make modifications and fixes to resolve problems. 4. Ensure systems and network security through the use of advanced security software and protocols. 5. Understand and apply the analysis of functional requirements to the development of specifications and recommendations for efficient, cost-effective systems and technology solutions. 6. Develop and maintain effective client relationships with City managers and end users. 7. Prepare clear, concise and accurate program documentation, reports of work performed and other written materials. 8. Make sound independent decisions within established guidelines. 9. Communicate clearly and effectively to diverse audiences of technical and non-technical personnel, orally and in writing. Senior Network Administrator Page 3

4 8. Keep technical skills current to meet continuing network management assignments. 9. Exercise sound, expert independent judgment within general policy guidelines. 10. Exercise tact and diplomacy in dealing with sensitive and complex issues and situations. 11. Establish and maintain effective working relationships with City managers, employees, vendors, consultants and others encountered in the course of work. Education, Training and Experience: A typical way of obtaining the knowledge, skills and abilities outlined above is graduation from a four-year college or university with a major in computer science, information systems or a closely related field; and five years progressively responsible development and administration of systems and network infrastructures in an information systems environment similar in size and complexity to that of the City, at least two years of which were in a lead or project management capacity; or an equivalent combination of training and experience. Must pass a police background investigation. Must be able to carry a pager and respond to emergency service calls on a 24-hour, 7-day-week basis. Licenses; Certificates; Special Requirements: A valid California driver s license and the ability to maintain insurability under the City s vehicle insurance policy.
