Cherry Lane White Settlement, Texas The following items must all be submitted in order for an application to be considered: o Completed online application o Application fee ($75 nonrefundable) fee will be paid on-line o Official sealed transcripts of all college coursework (graduate and undergraduate) o Must be in sealed university registrar envelopes. o Copy of Mid-Management or Principal Certification (preferred) Signed District Agreement Form o Signed Mentor Agreement Form o Handwritten essay submitted to the Superintendent Preparation Program (document to follow) Upon receipt of your application packet, our TLC program staff will: o make certain the ESC application is complete and o analyze your transcripts to ensure that you have a GPA of at least 3.0 on your master s degree. Finally, a selection committee will consider the applications from qualified individuals and determine the individuals who will be admitted into the new TLC cohort for the coming year. Note: All submitted application documents become the property of ESC Region 11and will not be returned.

If you were the new superintendent of a school district, what would you want to accomplish most and why?

3 Education Service Center Region 11 Texas Leadership Cooperative (TLC) District Agreement Program Applicant: District: Mentor: Thank you for supporting the ESC Region 11 Texas Leadership Cooperative (TLC) Superintendent Preparation Program. Participation in the program obligates the district to the following responsibilities: 1. Recommend the superintendent candidate to participate in the program. 2. Ensure that a criminal background check is completed on the superintendent candidate and notify the TLC program staff if it is not clear. 3. Make appropriate practicum placements. Each TLC superintendent candidate must be assigned to a campus-level or district-level administrative superintendent candidateship/position. The position must require the superintendent candidate to engage in an administrative role 50% of the time for the duration of the practicum. 4. Arrange for payroll deduction of the superintendent candidate s fees if the district will be invoiced. 5. Assign a mentor superintendent to the superintendent candidate for the length of the program, and provide release time for the mentor to attend a half day of mentor training. Mentor superintendent qualifications include: successful experience as a superintendent, satisfactory ratings on the district s administrator appraisal system, excellent communication skills, and time and willingness to provide attention/assistance to the superintendent candidate. A Mentor Agreement Form must be signed by the mentor and returned to ESC Region 11 by the first day of summer training, 6. Allow the superintendent candidate to attend the required training. 4 7. Provide information regarding the superintendent candidate s performance to the TLC program staff as requested. Contact the TLC program staff immediately if the superintendent candidate is not performing satisfactorily. Then, in collaboration with the program staff, develop a plan to provide the superintendent candidate with the necessary support. 8. Evaluate the overall performance of the TLC superintendent candidate and, if the superintendent candidate has met district expectations and requirements of the program, sign and return the Recommendation for Certification Form near the end of the spring semester. 9. Provide the following experiences and opportunities for the superintendent candidate: TLC superintendent candidates must experience responsibilities and opportunities directly related to the role of a superintendent. This should include working with the Board of Trustees, attending district-level meetings and conferences, participating in personnel decisions, being involved in the district improvement process, and interfacing with the school district community. Specific skills accomplishments will be outlined for the superintendent candidate. A criminal background check has been completed on the TLC program applicant and he or she meets requirements for employment with our district. _ Signature of person completing criminal background check A signature below indicates that the district accepts the responsibilities and obligations outlined in this agreement form. Participation in ESC Region 11 s TLC program obligates the mentor to these responsibilities: 1. Complete an on-line mentor training session. This training as well as the actual mentoring may be counted toward professional development requirements for certification renewal. 2. Review the superintendent candidate s developmental plan in conjunction with the superintendent candidate s selected target areas for growth and assign projects related to the target areas for growth. Review the superintendent candidate s progress and provide feedback on an ongoing basis. 3. Monitor the completion of assigned projects and mastery of proficiencies. 4. Provide information/guidance to the superintendent candidate upon request and/or when appropriate. 5. Meet with TLC program supervisors during site visits. 6. Notify the TLC staff immediately of concerns related to the performance of the superintendent candidate when efforts to remediate problems on campus have not been successful. 7. Submit a written evaluation of the superintendent candidate s performance during the school year. 8. Make a recommendation for superintendent certification near the end of the school year.
