1 Position Description Position Details Title Reports to Location Authorised by Management Accountant, Facilities Infrastructure Remediation Programme Finance Manager, Facilities & Development Grafton, Auckland District Health Board Director, Facilities & Development Date September 2018 Primary Function To provide sound management accounting and financial support and advice to the managers within the Facilities & Development Facilities Infrastructure Remediation Programme (FIRP) in a manner that enables decisions and actions which add value to the achievement of the organisation s vision and goals. Key Accountabilities Key Result Area Expected Outcomes/Performance Indicators Financial Management Provide effective business partnering with Quantity Surveyors (QS), Workstream Managers and Project Managers. This should result in building and maintaining effective working relationships with managers and staff Identify financial risks and implement appropriate mitigations Prepare monthly management accounts and reporting packages for projects and the programme as a whole Prepare monthly balance sheet reconciliations for the FIRP capital WIP Ensure reports are accurate, relevant, timely, with robust analysis, financial prudence and clear strategic intent Investigate variances of actual from budget/forecast and resolving the underlying issues with the managers Attend projects financial performance reviews with the managers Forecast monthly results, commitments and cashflow Ensure effective communication with the Finance Manager ensuring that communication channels are open, transparent and timely

2 Have effective systems, processes and controls in place to ensure adherence to delegations, budget limits and all ADHB policies Facilitate appropriate application of financial practices within Facilities & Development Business Planning Assist managers to establish realistic project budgets for the FIRP Tranches and projects ensuring that risks are covered and suitable contingencies agreed with the Programme Director Ensure that forecasting process including use of contingency is accurate and complete Contribute to the development of the financial component of business cases within the Facilities Infrastructure Remediation Programme which enable organisational objectives to be achieved Drive the capital planning and cashflow process within the Facilities Infrastructure Remediation Programme plan, assist and help manage the development of capital budgets with managers Liaise with the Director, the Finance Manager, and where appropriate Corporate Finance, to meet the requirements for budget/forecast Business Support Ensure integrity of all information provided Assist to resolve day to day financial issues Contribute to the development and implementation of capital planning model for the programme. Liaise with the Asset Planning Manager where appropriate to ensure that the allocation of Capex and Opex costs is accurate Assist managers to gain an understanding of their monthly financial position and ownership of their project(s) forecast Determine trends and suggest initiatives that may contribute to the overall effectives and efficiency of projects and the programme Develop and provide appropriate financial training Proactively identify and recommend areas for improvement that add value to the organisation in accordance with ADHBs goals and objectives Assist managers with the preparation of business cases and capital expenditure requests Assist managers with post implementation reviews Provide assistance to other members of the Finance team as required of requested by the Finance Manager Reporting Document and maintain complete and accurate supporting information for all financial transactions Maintain detailed project expenditure records for the use of contingencies Assist in the acquisition of capital assets and ensure that assets are properly recorded, amortised, and disposed of as required Provide guidance and support to managers to ensure accuracy, consistency and timeliness of project reporting

5 Person Specification Essential Professional Relevant tertiary qualification in accounting and/or business Experience/Knowledge Minimum 3 years experience in management accounting Demonstrated professional and personal credibility Demonstrated track record in building productive relationships with stakeholders Excellent communicator, both verbal and written Desired ACA or CA membership of CAANZ (or equivalent) Health sector experience Experience in supporting large project finances in a large organisation Oracle financials experience Our Shared Values and Competencies Required For The Role Competency Teamwork Organising Self-Management Analytical Ability Communication/Interpersonal Skills Description Collaborates with fellow team members and other work groups to achieve objectives for the good of the whole.
