1 Quality Assurance & Strategy Manager, WV Somalia Location: [Africa] [Somalia] Town/City: Hargeisa Category: Strategy, Collaboration, & Innovation PURPOSE OF POSITION: To develop, lead and promote an enhanced culture of learning and discipline in the skills and practices of Quality Assurance (QA), Humanitarian Accountability, Knowledge Management and Strategy throughout World Vision Somalia. The QA & Strategy Manager will develop and implement an organization-wide strategy in DM&E, including quality program development, monitoring and reporting. The QA & Strategy Manager will also provide capacity building and coaching to program staff to help them move through the donor program/project cycle. In addition, the Manager will provide leadership to the QA/DME team. KEY RESPONSIBILITIES: Technical Assistance: Spearhead the development of tools that accurately and appropriately monitor project outputs, outcomes, and articulate impacts which align with donor and WV expectations. The development of protocols and systems for the aggregation, analysis and articulation of program-level information. Lead the M&E team in coordinating and implementing M&E plans for all projects, providing regular monitoring and feedback to Operations/PDQA leadership on field team achievements and challenges in this regard. Coordinating with Technical Unit to undertake periodic project-level monitoring in support of accountable implementation. Support in the development of new proposals, including guidance and technical input on logframes and indicator development.

2 Encourage and support adherence of grants to NO strategy as well as to Child Well Being Outcomes. Humanitarian Accountability & Standards Promotion: Responsible for the development, implementation, maintenance and effective use of an Humanitarian Accountability System. Aggregate and articulate HA and quality challenges to WV leadership for decision-making purposes. Provide guidance to the Operations team regarding the effectiveness of current accountability systems and process. Assessment, Evaluation & Monitoring: In close collaboration with HEA ensure context monitoring system is in place and providing real time information for decision-making and planning purposes on a seasonal basis. In close collaboration with Operation teams, spearhead assessment and evaluation processes, taking lead in the development of tools, engagement of consultants, planning/coordination of field visits. Responsible for providing technical oversite in the design and implementation of the Third-Party Monitoring systems in WFP, SomRep and Global Fund. Knowledge Management: Responsible for implementation, maintenance and effective use of Horizon (Program Management Information System). Provide QA leadership across WVS programs: SomRep, Global Fund, WFP Country Wide, developing information sharing platforms to promote cross-departmental learning. Promote learning of quality standards between sectors and regions, using data for program and operational improvements. Information systems are developed, monitored for quality, and updated on a regular basis (CTS, NTS, HMIS/Nutrition Monitoring, 4Ws, etc). Working closely with PDQA and Tech Unit, identify and design operational research initiatives which promote learning

3 and WV thought leadership. Liaise with other organizations and WV NOs to collaborate in standard setting and learning activities. Ensure aggregation and planning tools are regularly updated, of highest quality and understood by end-users (Documents Library, Regional Disaster Management Plans, Operational Footprint Maps, etc). Strategy and Program Reporting: Responsible for producing annual Child Well Being Report. Responsible to responding to other QA/ KM/HA related requests from the WV Partnership. Provide technical support for WV Partnership initiatives such as the PCPR, GNOD, Gender Scorecard, etc. Lead Regular Review Meeting (RRM) planning and implementation process. Develop, monitor and report against World Vision National Office Strategy. Coordinate the development and review of Technical Approaches as per LEAP guidelines. Contribute to National Office (NO) Initiatives and Leadership Activities: Participate in NO committees as necessary (ie Audit/ Risk Management Committee), Procurement Committee, SMT etc. Support WVS leadership in reaching strategic goals to facilitate measurable and sustainable development. Lead and Manage QA team: Supervise work plans, professional development, and activities of M&E, HA and KM staff in Nairobi and in the field. Ensure WV performance management is used in staff learning and development. Provide technical support to field-level DM&E staff. Page 3/5

4 KNOWLEDGE, SKILLS & ABILITIES: A Masters Degree in social sciences, development studies or other relevant degree. At least 5 years experience in relief and development work, out of which three years in grassroots relief and development work. Minimum of 3 years experience in monitoring and evaluation work and social research. Extensive experience and recognized expertise in the full range of evaluation theories, models and tools, and ability to adapt, contextualized and apply appropriately to all project scenarios. Proven track record as a staff and community trainer and capacity builder in DM&E using a wide variety of training methods, facilitation and capacity building strategies, and organizational development. Thorough understanding and experience in quantitative and qualitative data collection methods, including comparative random sampling, questionnaire and survey design, data entry and analysis, and the application of these methods to project Design, Monitoring and Evaluation standards in key technical sectors. High-level expertise in Results-Based management, Logical Framework Analysis, and Result-Based Performance Monitoring and Evaluation. Ability to link professional, academic and community-based learning models. Excellent verbal and written communication skills, facilitation skills. Demonstrate strong people management skill. A strong aptitude for organizational change, participatory and servant leadership, innovation, learning, team building. Experience in adhering to/working with HAP, Sphere Standards and international humanitarian standards. Full ability to communicate cross-culturally and be cross-culturally sensitive. Strong understanding of systems design and implementation protocols. Strong inter-personal skills, and proven team-player. Proven ability to manage competing priorities. Able to work in a cross-cultural environment with a multi-national staff with varied skill sets. Page 4/5
