2 SAFETY COORDINATOR/ ENGINEERING TECHNOLOGIST 1. IDENTIFICATION 1.1 Organisation: City of Campbellton 1.2 Department: Engineering 1.3 Job Title: Safety Coordinator/Engineering Technologist 1.4 Job Status Non-Unionized 1.5 Immediate Supervisor: City Engineer/Director of Operations 1.6 Last revised date: October 8, TASKS AND RESPONSIBILITIES 2.1 Summary of Responsibilities In his Safety Coordinator role, the incumbent is responsible for developing, implementing, coordinating and monitoring programs to promote and improve workforce safety. The incumbent may provide direct workforce training and/or coordinate training with outside vendors. This position entails a high level of interaction with various City Managers, municipal employees, the Joint Health and Safety Committee, training service providers and provincial Safety Inspectors. In his Engineering Technologist role, the incumbent is responsible for providing technical support to various municipal departments and to the City Engineer/Director of Operations. He also assists the Public Works (Streets) Manager with the supervision of the operations, as part of a rotation team. 2.2 Tasks Profile SAFETY COORDINATOR: Develop and coordinate compliance programs in accordance with local, provincial and federal occupational Health and Safety requirements; Develop and coordinate employee safety policies and procedures; Develop and maintain a Safety Manual for employees; Monitor implementation of safety programs to ensure constant awareness and to ensure proper practices are followed; Inspect municipal buildings and identify Health and Safety issues; Identify risks and assess vulnerability of City operations; - 2 -

3 Coordinate and develop training programs designed to reduce risk and promote safety consciousness, and conduct or oversee training sessions; Maintain records on safety orientations, training programs, job site inspections, reporting, etc.; Inspect work sites and conduct inspections of work site activities and equipment to ensure proper safety measures are being used; Investigate conditions under which accidents or near-miss incidents have occurred and recommend safety procedures, training or equipment to correct unsafe conditions and to reduce the potential for accidents; Attend the Joint Health and Safety Committee meetings and prepare minutes; Follow up on issues arising from the Joint Health and Safety Committee meetings; Attend conferences and meetings to insure the effective implementation of safety program guidelines and policies; Use computer applications such as spreadsheets, word processing, calendar, s and database software in performing work assignments; Assist Managers and staff on return-to-work programs; Provide documentation to various departments, as required, to assist with tailgate meetings; Provide information, advice and direction to City Managers regarding the interpretation and application of OHS legislation, regulations, guidelines and codes; Participate in the Health and Safety performance review of City Managers; Prepare annual Health and Safety budget; Be a resource for workers either reporting unsafe conditions or practices or not satisfied with the resolution of a health and safety issue; Ensure all Health and Safety Communication Boards meet provincial and municipal requirements and are maintained; Continue self development of knowledge/skills through Health and Safety associations, groups, networking, etc.; Perform any other duties assigned by the City Engineer/Director of Operations, CAO and/or Council. ENGINEERING TECHNICIAN: Provide technical assistance to various municipal departments; Prepare reports, maps, cost analysis, etc. for City Engineer/Director of Operations and/or other departments; Act as Foreman on some construction projects; Conduct various tests and collect data; Calculate and/or record results; Utilize various computer-aided mapping and design equipment; Perform land surveying; Maintain engineering equipment; Perform various inspections, as required; Assist all departments at the Department s request with engineering related activities; Perform any other duties assigned by the City Engineer/Director of Operations, CAO and/or Council

4 3. AUTHORITY LEVEL The incumbent reports to the City Engineer/Director of Operations. In his Safety Coordinator role, the incumbent can order employees/contractors to stop any activity/work that in his opinion is performed in an unsafe manner until the situation is rectified. Supervision of staff is not a responsibility of this position; however, the Safety Coordinator is authorized to give a verbal and/or written notice to employees and/or Managers that are not in compliance with OHS legislations, regulations, guidelines, codes. First lines Managers are responsible for the enforcement of Health and Safety rules within their respective operations. Repeated offenders have to be reported to the City Engineer/Director of Operations. In his Engineering Technologist role, the incumbent gets directives from the City Engineer/Director of Operations and provides assistance to various departments on municipal projects. He may be asked to take the lead on projects and supervise staff. Supervision of staff is required on phone rotation duties and Manager s replacement duties (Streets department). In both roles, the incumbent has the necessary autonomy to bring to term his tasks and responsibilities. 4. POSITION REQUIREMENTS 4.1 Mandatory Education Possess a college diploma in Civil Engineering Technology 4.2 Special Knowledge Health and Safety related certifications and training Excellent working knowledge of Health and Safety laws and regulations applying to municipal operations 4.3 Mandatory Requirements and Experience A minimum of 4 years of relevant experience in a related field (Safety and engineering/construction) Member in good standing of the NBSCETT Valid CET or PTech designation Proficient in the use of various engineering related softwares; Intermediate Microsoft Office knowledge (Word, Excel, Power Point, Outlook) Bilingual (Fluent in both French and English languages; written and spoken) Good writing skills Valid Driver s licence Availability to work evenings and weekends Own or have access to a car

HOURS OF WORK Minimum of 40 hours per week - This position is a full time permanent position On-call requirements Some overtime and weekend work 7.
