1 JOB SUMMARY CITY OF MANVEL Under general administrative direction of the City Manager Reviews permit applications and plans for zoning and code compliance and completeness of submittals; issuing building permits and collecting appropriate fees and forwards to the appropriate person for approval. Entering appropriate data into the computer system Provides general administrative information related to permits Counsels with builders, architects, owners of property, and inspectors. Prepares periodic reports on status and magnitude of construction Performs related work as required Attends meetings as requested. EXAMPLES OF ESSENTIAL FUNCTIONS Counsels architects, designers, builders, and owners on code and procedural issues Reviews and approves residential plot plans for zoning compliance and forwards to Building Official for approval Reviews permit applications for accessory structures, carports, and driveway approaches; ensures compliance to requirements and completeness and forwards to Building Official for approval Reviews plans for pools, spas, fences, and irrigation for permit issuance and forwards to Building Official for approval Receives permit applications; forwards to Building Official for approval issues permits, maintains records of permit activities; and responds to questions from contractors, property owners, and citizens regarding permit activities. Determines appropriate fees and collects monies for permits and contractor registrations. Creates and maintains department ordinance files including all amendments. Reviews changes of occupancy and reviews applications for Certificate of Occupancy; forwards to Building Official and Fire Marshal for approval; schedules inspections then issues Certificate of Occupancies. Assists contractors and citizens with requests for information regarding department procedures and City ordinances, and provides copies of requested documents. Trains other staff in departmental procedures and policies and provides work leadership. Effective 8/15/2012 1

2 Assists in scheduling inspections Communicates effectively and courteously with other employees and the public in writing, in person, and by telephone Administer and maintain current building, electrical, plumbing, HVAC, sign contractors, irrigators, sign electricians, sign permits, registrations and records and all renewals Create new project types in the online permitting software when applicable. Type and letters to Brazoria County for their assistance in setting culverts and road work for Public Works. Coordinate pre-development meeting with appropriate staff and consultants. Accepts and distributes plats and construction plans to the appropriate person for review. Verify all documentation and fees. Provide the City Secretary the necessary documentation for the placement on the Planning, Development and Zoning commission and City Council. Once plats are approved maintain the signed document until such time as to record the document at the county clerk s office. Maintain all On Site Sewage Facility (OSSF) information in the provided tracking software. Assist property owners with applications for fill dirt and/ or ditch clean out material. Keep all forms up to date. Accept and distribute elevation certificates to the city engineer (Note: The examples of essential functions as listed in this class specification are not necessarily descriptive of any one position in the class. MARGINAL FUNCTIONS Issue permits Review plans for conformance with building code and other standards Coordinate minimum urban standards inspections Keeps records of permits, citations, and inspections made Personal computer skills, use of internet, electronic mail, and network Provide services to the general public when emergency conditions warrant it, either in preparation for, or as a reaction to, one or more disastrous events such as: Effective 8/15/2012 2

3 a civil disturbance, hurricane, tornado, earthquake, flood, ice storm, fire, chemical accident including a hazardous material spill, possible public exposure to hazardous conditions, or other disasters which threaten the safety of the citizens REQUIREMENTS A. Training and Experience: Minimum high school diploma or GED Prefer one year of college level courses in business, construction, or related areas Texas Driver License Four years of experience is required in customer service, data entry, cash handling, providing services and complex information to customers, and switchboard operation. Two years of experience as a Permit Clerk is preferred. B. Knowledge, Skills, and Abilities: Ability to read, write, and communicate effectively in person or by telephone with the public in the English language Ability to establish and maintain an effective relationship and to communicate with departmental personnel, other City employees, contractors, and the public Knowledge of City building codes and ordinances, as well as methods and procedures used in the collection and reporting of cash assets advanced working knowledge of data entry policies and procedures and record formats advanced knowledge of how to organize data using appropriate software advanced understanding of office procedures and policies Requires knowledge of construction technology. Requires effective verbal and written communication skills Ability to make arithmetic calculations, using mathematical formulas Ability to read plot plans and subdivision plats. Ability to train others as required. Any work related experience resulting in acceptable proficiency levels in the above minimum qualifications is an acceptable substitute for the above specified education and experience requirements. Physical Requirements: Some tasks involve the regular, and at times sustained, performance of heavier physical tasks such as walking over rough or uneven surfaces, bending, stooping, working in confined spaces, and lifting or carrying moderately heavy (20-50 pounds) items D.
