Please note in Samaritans branches, the duties typically required of a CEO are the responsibility of the Branch Director. The title CEO has been applied throughout this role description. All staff and volunteers as agreed with the CEO. Role Description Main purpose and scope of the role: Assist the CEO to ensure the effective management and operation of the service by taking responsibility for developing robust policies, procedures and good practice in volunteer and staff management. Coordinate existing and develop new outreach and ESOB services and projects on behalf of Samaritans Liverpool & Merseyside as agreed with the CEO. Coordinate the recruitment, selection and retention of volunteers and develop new initiatives to maximise the volume of volunteers to the branch. Pursue and develop agreed funding and partnership opportunities with relevant statutory and non-statutory agencies as agreed with the CEO. Line manage allocated staff and volunteers to ensure the smooth running of the Helpline and ensure compliance with appropriate Membership Scheme and Quality Marks. Create a positive working environment in which equality and diversity are well-managed, dignity at work is upheld and people can do their best. 2 Key Duties and Responsibilities Volunteer and Staff Management Provide sound leadership to all levels of the organisation to ensure all staff and volunteers are motivated, valued, developed and performing to their potential and as part of the Samaritans Liverpool & Merseyside team ethos. Ensure leadership and good communication is effectively developed and maintained across the organisation. Ensure the provision of line management to staff through appropriate support, supervision, appraisals and learning and development for paid staff and volunteers working in the organisation as agreed with the CEO. Ensure the individual training and development needs of paid staff and volunteers are identified and met. Supervise the maintenance of individuals' training records. Act as the nominated Human Resources Lead and assist the CEO in ensuring that statutory requirements arising under Employment law, Health and Safety, anti-discrimination and any other relevant legislation are met. Ensure full compliance with all relevant quality assurance measures including conducting a comprehensive review and implementation of branch policies and procedures and the formulation of appropriate handbooks and manuals. Keep the CEO, Trustee Board, Leadership Team and relevant sub-committees updated on all aspects of HR matters arising within the organisation including complaints raised and addressed through the Samaritans Problem Solving process. Attend appropriate meetings as held by the different teams to remain informed and to demonstrate engagement and leadership across the organisation. Volunteer Development Ensure that volunteers have opportunities to develop and maintain motivation. Ensure activities to recognise and reward volunteers are in place and delivered. Develop suitable policies and procedures for volunteer management and ensure volunteers are aware of how they operate. Develop the branch's volunteering strategy and annual work plan. Ensure volunteers' views and needs are considered within any strategic plans, and change management. In conjunction with the Management Team, formulate the branches yearly training and development plan for new volunteers. Ensure exit interviews are conducted with volunteers and that suggestions feed into the annual business and strategic planning. Volunteer Recruitment and Selection Coordinate the recruitment, selection, retention, training and development of high quality volunteers who are motivated to contribute to the organisation s objectives and programme of work, in association with the relevant volunteer teams. Work with appropriate Deputy Directors to develop a range of volunteer roles to meet the branch s needs. Promote volunteer opportunities by using different channels to target identified groups as agreed with the CEO. 3 Ensure new volunteers have a good quality induction into the learning programme for their role. Service Development Assist the CEO in drawing up an annual Business Plan for Samaritans Liverpool in advance of each financial year to integrate the organisation s programmes and activities including developing the areas of: o Income generation by developing a range of sellable services including training. o Marketing, Promotion and Publicity of the branch and its services. With support from the Branch Outreach Assistant, coordinate existing branch Outreach and ESOB services including: o Prisons, o Schools, o Network Rail Develop strategic partnerships across the Liverpool City Region and establish new Outreach services in order to safeguard and to promote the interests of the organisation as agreed with the CEO. Strategically promote and publicise the organisation at relevant forums to ensure a sustainable volume of volunteers are recruited as identified in the annual Business Plan. Identify appropriate funding opportunities and secure funding through submissions of applications for the charity to grow and expand its activities as agreed with the CEO and within the remit of the agreed Business Plan. Maintain appropriate relations with funders, fulfilling all reporting requirements and ensuring compliance is achieved. Actively promoting fundraising activity and the formulation/implementation and review of fundraising and marketing strategies in conjunction with the CEO. Quality and Service Delivery Work with the CEO in ensuring that mechanisms are in place to deliver high quality services at all times alongside a culture of continuous improvement. Work with allocated Deputy Directors to coordinate the provision of training across the branch including Samaritans Initial Training Parts 1 and 2, and On-going Training and identify appropriate opportunities for development in each area. Ensuring that services are accessible and that staff and volunteers have the necessary resources and support to enable them to provide quality services and effective outcomes for service users. Oversee and monitor effective and efficient administrative systems through working with the Branch Administrator and reporting to the CEO. Working closely with the Caller Support Team to ensure Samaritans of Liverpool and Merseyside s active involvement and strategic contribution to national and regional SCO polices and ensure compliance with new initiatives including Safeguarding and Caller Experience. Work closely with the Rota Secretaries to ensure the smooth running of the service including coordinating the Helpline Rotas. Work closely with the Leader Team to manage the planning and implementing of the delivery of a high quality and consistent service across the branch. Ensuring that Campaigning and Research work is undertaken on local and national issues and a high profile is achieved in this area. Research and identify any relevant quality marks, charters and/or accreditation that will benchmark the different services across the branch. 4 Research, identify and respond to advice needs, in particular the needs of identified disadvantaged groups and different geographical and demographical areas. Public Relations Acting as an ambassador for Samaritans of Liverpool and Merseyside and ensuring that the organisation is appropriately represented on all relevant partnerships and forums. Developing effective relationships with appropriate authorities, agencies, funders, organisations and individuals at local, city region and national levels, including Councillors, MPs and Local and National Government Officers as agreed with the CEO. Ensuring appropriate use is made of the media to raise the profile of Samaritans Liverpool & Merseyside including use of current social media platforms. Financial Management Maintain relevant financial records. Contribute to decisions on allocation of resources. Governance Attend meetings of the branch trustee board as required. Help with preparation of the annual report. General Duties Commitment to undertake training and self-development as deemed appropriate by the CEO and Trustee Board. Positively engage in supervision and appraisal meetings for the benefit of all Samaritans of Liverpool and Merseyside s activities and events. At all times, to promote the aims, principles, policies, interests and wellbeing of the organisation and to protect its integrity and reputation. Promote, strengthen and develop the ethos and values of the organisation in line with the national Samaritans network. 5 Person Specification Essential Criteria Demonstrate an understanding of and a commitment to the Samaritans vision, mission and values. Significant relevant experience of recruiting and motivating paid staff in a voluntary or charitable organisation and a proven ability to line manage staff and improve job performance. Proven relevant experience of recruiting volunteers, managing volunteering issues, supporting volunteers and maintaining motivation and a commitment to the value of volunteering. Proven record of accomplishment in dealing with Problem Solving procedures and in particular to give and receive feedback objectively and sensitively and a willingness to challenge constructively. Significant demonstrable success of writing, submitting and securing funding bids and applications. Ability to create a positive working environment in which equality and diversity are well managed, dignity at work is upheld and staff are empowered and motivated to do their best. Proven ability of managing, monitoring and maintaining service delivery against agreed targets. Proven experience of developing, implementing and maintaining policies, procedures and process guides. Proven experience of conflict resolution. Successful track record of planning and managing organisational change. Proven direct experience of planning and managing multiple projects and coordinating the activities of others to achieve results. Ability to analyse and interpret complex information and produce and present clear reports verbally and in writing. Ability to successfully manage a budget and contribute to decisions on the allocation of resources. Demonstrate a sound understanding of the voluntary sector and, in particular, knowledge of the strategic and policy environment in which the sector operates. Solid understanding of the operation of local and national government and the administration of public services, including an understanding of commissioning. Excellent verbal communication skills, demonstrating the ability to work with others to generate new ideas to solve problems and bring about improvements to services and resources. Experience of raising the profile of a service or organisation through appropriate forums including the use of social media. Commitment to continuing professional development.
