3 Why the Anchor Data Set Multiple WECC Data Sets in Year 10 L&R Base Cases (Power Flow and Dynamics) Production Cost Model Everyone is looking at the future through a different lens asking different questions Can we all use the same base line information?

The Anchor Data Set So what! Don t Care! What s the point! Public Transmission Utility Providers FERC oversight, planning, coordination, cost allocation principles, required to be in a planning region Federal and Public agencies Their own governing body oversight, planning, coordination, may be a planning region member Order 1000 planning regions FERC oversight, coordination, cost allocation principles consistent with member agreements WECC WECC Board of Directors oversight, NERC compliance, reliability, coordination 4

Order 1000 Fundamental Interregional Coordination Requirements A process to coordinate and share the results of each region s regional transmission plans to identify possible interregional transmission facilities that could address regional transmission needs more efficiently or cost effectively than separate regional transmission facilities A formal procedure to identify and jointly evaluate transmission facilities that are proposed to be located in both transmission planning regions An agreement to exchange, at least annually, planning data and information A website or list for the communication of information related to the coordinated planning process 5

6 The JPTRTF concluded the ADS would provide benefits to WPR and WECC Stakeholders Improved Efficiency Single repository of accurate and consistent data Reduced duplication of data collection processes Improved Effectiveness Common foundation for reliability assessments by regions, WECC, and stakeholders Increase usefulness of results and reports Improved Strategic Alignment Integration of power flow and production cost models Consistency of data submitted to WPRs and WECC

7 The WPRs and WECC each bring certain strengths to bear that if combined can create value for all stakeholders WPRs and Transmission Owners can provide Data consistency that reflects Order 1000 and Transmission Owner regional plans Provide latest public policy information Processes that are consistent and repeatable WECC can provide Interconnection wide base case data sets (PF, Stability, PCM) Interconnection wide scenario cases Specialized data sets from Subject Area Experts (current membership committees) Processes that are consistent and repeatable

WPR and WECC objectives are different, but do share a common interest in data 8 Develop Study Plan ADS (Transmission Owner Data) Identify Study Program Build Infrastructure Order 1000 Regional Planning Processes Build Base Cases Build Base Cases WECC Study Program Processes Develop Study Program Document Develop Regional Plan Stakeholder Review Perform Studies Perform Studies Stakeholder Review

What are the ADS Deliverables in the WECC Board Approved Proposal Year 10 Base Case 2028 Heavy Summer 1 ADS Planning Case Year 10 Production Cost Model 2028 ADS PCM V1.0 Year 10 Power Flow Exported from the Production Cost Model 2028 ADS Round-Trip V1.0 Change Cases as provided by the Regional Planning Groups To Be Provided 9

10 Workshop Purpose Clarify the what the ADS is Find common ground for all data submitters, transmission owners, and users Understand the issues Summarize how we got here Have an open dialog about how to make it better Achieve consensus on a vision of how to move forward and achieve a successful outcome
